That leads to a second point.  In practice, I suppose what needs to be done is ordering this list into discrete steps based on how easy it would be to gain mutual acceptance between the parties.  Then each step would be implemented, easiest first, waiting on all subsequent steps until acceptance can be gained by the peoples (not merely the elites).  What would be really nice is to show that each step is desirable and can be agreed upon without resolution of later issues.

As I understand it (feel free to correct), something like that was tried in the 90&#039;s, but negotiations broke down as both sides became disappointed with the actual implementation.</description>
