Egypt (and Beyond) Live Coverage: President Morsi Appeals to Security Forces

1304 GMT: Egypt. The European Union's Parliament has passed a resolution threatening to withhold budget support to Egypt if it does not take significant steps to abide by human rights, democracy, and the rule of law.

The EU allocated 5 billion Euros in aid to Cairo for 2012-2013, conditional on respect of human rights, democracy and economic governance.

Parliament called for promotion of civil society, women's rights, and minority rights. It expressed alarm at the rise in violence directed towards women in Egypt, particularly female protesters and women's rights activists, and demanded the abolition of all laws granting police and security forces the right to use unmitigated violence against civilians.

Members also called for Egypt's judiciary to commute 21 death sentences handed down on 26 January over the deaths of 74 football fans in Port Said's stadium in February 201.

The EU body supported the Egyptian electoral commission's decision to postpone Parliamentary elections, following a court decision suspending the process, and called on the Government to use the opportunity to work on building political consensus ahead of the elections.

Iran Special: How Western Media Missed The Important Story from Israel

On Thursday, the head of Israel's military intelligence, Major General Amir Kochavi, made an important announcement. He said that, while Iran is developing its nuclear programme in 2013, it "has not yet decided to build a bomb".

Here's the catch: those who rely on Western media are unlikely to learn of this.

Instead, they will be treated to this far scarier spin, also taken from Kochavi's presentation: "Iran and Hezbollah Have Built 50,000-Strong Force to Help Syrian Regime".

So why did one declaration of Kochavi --- which is a misreading of a statement by an Iranian military commander last autumn --- make the headlines? Why is another --- which is far more significant and points to the debate within Israel over what to do about Tehran --- ignored?

Syria Live Coverage: Britain and France to Lift Arms Embargo on Insurgents?

1832 GMT: Massacre in Daraa. The Daraa Coordination Committee reports that at least 20 people have been found dead near a checkpoint in Daraa after they were arrested:

20 People from Daraa Mahata were martyred under torture at Hamida Taher checkpoint. Their bodies were moved to the national hospital; of which the following martyrs were identified: Sheik Walid al-Sari Abazeed, Mujahed Abazeed, Sheik Musleh Ayyash, Sheik Rabea al-Kakouni, Waseem Ali al-Falouji, Nassar Abu-Nabbout, Youssef al-Mefalani, Abu-Moayad Labash al-Abazeed.

At this point, 5 graphic videos posted to the Daraa Committee's Youtube channel show bodies of men that have some of the hallmark's of torture. Beatings, bruises, what may be burn marks or puncture wounds, black eyes, broken noses, gunshots to the head... the videos are ugly.

The Hamida Tahrir district is just north of Daraa Albalad, the southern half of Daraa that is still in rebel control (map). The checkpoint here, however, is under government control. It has reportedly been used to ensure that rebel spies, sympathizers, and defectors do not reach rebel territory or ferry information back and forth.

Syria Audio Analysis: Stories Beyond European Arms Embargo on the Insurgents --- Scott Lucas with Monocle 24

I spoke with Monocle 24's The Daily last night about the possibility that the European Union, with a high-level meeting today in Brussels, might lift the embargo on arms to the insurgents.

The conversation quickly moved beyond that headline to the important realities and questions, including: 1) European countries such as Britain and France are already involved --- if not publicly --- in provision of weaponis to the insurgency; 2) the foreign special forces who may be inside Syria already; 3) the complications of the arms supply to the insurgency, with incidents such as the kidnapping of United Nations peacekeepers last week --- "this is not a clean operation; there is not one single opposition army here".

"There are still the protests. There are still the signs that make us think that there need not be sectarian violence, that there has to be some way forward beyond the bloodshed, a way forward for all Syrians. But it seems almost Utopian."

2. THE KALEIDOSCOPE OF A CIVIL WAR

"There is no way to reduce this to a good v. bad scenario, even if you think one should be imposed."

3. YOU CANNOT CONTROL A KALEIDOSCOPE, AND YOU CANNOT CONTROL THE CONFLICT

"There is going to be uncertainty, there is going to be a range of outcomes --- not all of them good --- whatever you advocate."

Anhar Kocheva (see 0815 GMT)1935 GMT: Death Toll Rises. According to the Local Coordination Committees, today's death toll has risen to 126:

35 martyrs were reported in Tal Brak in Hasakeh in a massacre that was committed by the regime forces; 34 in Damascus and its Suburbs; 18 in Daraa, 11 in Homs; 11 in Aleppo; 6 in Raqqa; 5 in Hama; 4 in Idlib; 1 in Qunaitera; and 1 in Jableh.

Syria Feature: "Hundreds" of Saudis --- and Lots of Money --- for the Insurgency (Erlich)

Following a circuitous route from here up through Turkey or Jordan and then crossing a lawless border, hundreds of young Saudis are secretly making their way into Syria to join extremist groups fighting against the government of Syrian President Bashar al-Assad, Global Post has learned.

With the tacit approval from the House of Saud, and financial support from wealthy Saudi elites, the young men take up arms in what Saudi clerics have called a “jihad,” or “holy war” against the Assad regime.

Based on a month of reporting in the region and in Washington, over a dozen sources have confirmed that wealthy Saudis, as well as the government, are arming some Syrian rebel groups. Saudi and Syrian sources confirm that hundreds of Saudis are joining the rebels, but the government denies any sponsoring role.

1815 GMT: Bahrain. Dozens of people have reportedly been injured amid widespread protests on the second anniversary of a Saudi-led military intervention to help suppress the pro-reform movement.

Opposition society Al Wefaq said that at least 35 protesters had been hurt, three of them critically.

The Ministry of Interior claimed "domestic terrorists" had blocked roads and burnt cars. It said two police officers were injured.

Witnesses reported heavy clashes as police used tear gas and stun grenades against youths who, according to the Ministry of Interior, carried "Molotov cocktails, iron rods, and a number of homemade bombs."

In March 2011, the other members of the Gulf Co-operation Council sent in troops to back up Bahrain's security forces, who overran the camps of protesters, including the main one at the iconic Pearl Roundabout.

2032 GMT: Drone Watch. Pentagon officials have altered their story about the encounter between a Predator drone and an Iranian fighter jet (see 1848 GMT), over or near the Islamic Republic's airspace over the Persian Gulf.

"One of the US aircraft discharged a flare as a warning to the Iranian plane, which then broke off pursuit," spokesman George Little said.

Officials earlier suggested that two Iranian jets had "targeted" the Predator.
