Iran Snap Analysis: The Currency Crisis

As the currency crisis builds, so does the political tension. In the last week, criticism of the Government has been resurging, from tycoon Asadollah Asgarouladi to leading MP Ahmad Tavakoli --- relative and ally of Speaker of Parliament Ali Larijani --- whose website Alef was blocked for weeks last month after it featured Tavakoli's call for Parliament to establish supervision of a Government ruining the economy.

Meanwhile, the Supreme Leader appears to be staying out of the fray. Possibly, that is because he wants to avoid the risk of collateral damage, taking blame for the problems of his people. Possibly, it is because his office does not know what to do. Probably, it is a combination of the two.

The Latest from Iran (7 September): Challenges on the International Front

2154 GMT: Conspiracy Theory of the Day. Hassan Firuzabadi, the Chief of the Armed Forces, has revealed, “The creation of sects in the Islamic world and the extremism of Al-Qaeda and jihadis is the plan of the CIA, Mossad, and MI6 spy organizations, against the Islamic community." He continued:

The CIA and Mossad are the progenitors of Al-Qaeda, the jihadis and state terrorism in the region…They plan through the use of sects, which are apparently religious, but in fact terrorist, to initiate a targeted war between Sunni and Shi’a, despite the constant and serious efforts of some Islamic countries for the creation of unity and comprehensive alignment between Muslims.

Firouzabadi set out a case study for his findings, “The appearance of the new problem of terrorism in the form of Al-Qaeda and jihadis in confrontation with the people and government of Syria is the long-term plan of the arrogant and colonialist regimes against the Islamic world”.

2015 GMT: Currency Watch. The confusion over the state of the Iranian Rial continues. Khabar Online, which had early put the Rial as weak as 22510:1 vs. the US dollar --- another historic low --- claims the currrency is now back at 22180:1. Mesghal.ir has said all day that the Rial strengthened on Thursday to 21930:1, but Mesghal.com --- which posted a different rate --- is now off-line.

1955 GMT: Supreme Leader Watch. The Foreign Ministry's Mojtaba Ferdowsipour has asserted that defence of Syria is a "red line" for Iranian foreign policy.

2038 GMT: Tough Talk of the Day. Back from a break to find that it is not just the Iranian regime who can strike a tough pose....

Sayyed Hassan Nasrallah, the leader of Lebanon's Hezbollah, has declared that Iran can strike US bases in the Middle East if Israel attacks the Islamic Republic's nuclear facilities: "A decision has been taken to respond and the response will be very great."

Nasrallah continued in the televised interview, "The response will not be just inside the Israeli entity --- American bases in the whole region could be Iranian targets. If Israel targets Iran, America bears responsibility."

The Hezbollah leader said, however, there were divisions in Israel over an airstrike: Personally I do not expect the Israeli enemy --- at least in the coming months or foreseeable future --- [to launch] an attack on the Islamic Republic of Iran."

1539 GMT: Currency Watch. With the currency market set to re-open after an extended holiday, the head of the Central Bank has dismissed speculation that the Iranian Rial --- now at 21930:1 vs. the US dollar --- will weaken on the open market to 30000:1.

Bahmani said instead that the Rial would reach 15000:1, its highest level since last summer.

1533 GMT: Finance Watch. Speaker of Parliament Ali Larijani has cancelled President Ahmadinejad's right to withdraw money from National Funds without legal directives.

Larijani's step comes amid complaints that Mahmoud Bahmani, the head of the Central Bank, has not delivered a report on government withdrawals of cash from financial institutions in July.

Ayatollah Mohammad Emami Kashani took the podium today to convince the faithful of the success of this week's displya in Tehran, "Holding the Non-Aligned Movement Summit in Iran was a show of power and political manoeuvre for Iran under conditions that the country is facing various threats. Such moves foil all plots and destroy them.”

The cleric called for expanded influence for the organisation, "This movement should be deepened and should move towards providing security in the world."

There is no indication that Emami Kashani spoke about the address by Egyptian President Morsi or the remarks of United Nations Secretary General Ban Ki-Moon.

1630 GMT: Summit Watch. We have already noted that Iranian media have censored Egyptian President Morsi's remarks on Syria (see 1520 GMT). Now it appears that outlets are re-writing the speech....

Khabar Online claims that Morsi issued a warning of "sedition" against the Syrian people and said all should hope that the "popular" regime remains in power.

There is also scepticism over the headline of Fars that Morsi, soon after his provocative statement at the Non-Aligned Movement's summit criticising "bloodshed" in Syria and supporting the opposition to the "oppressive" regime, "Egypt Thinks of Iran as a Strategic Partner".

Iran Document: The Supreme Leader's Speech to the Summit of the Non-Aligned Movement

The UN Security Council has an illogical, unjust and completely undemocratic structure and mechanism. This is a flagrant form of dictatorship, which is antiquated and obsolete and whose expiry date has passed. It is through abusing this improper mechanism that America and its accomplices have managed to disguise their bullying as noble concepts and impose it on the world. They protect the interests of the West in the name of “human rights”. They interfere militarily in other countries in the name of “democracy”. They target defenseless people in villages and cities with their bombs and weapons in the name of “combating terrorism”. From their perspective, humanity is divided into first-, second- and third-class citizens. Human life is considered cheap in Asia, Africa and Latin America, and expensive in America and Western Europe. The security of America and Europe is considered important, while the security of the rest of humanity is considered unimportant. Torture and assassination are permissible and completely ignored if they are carried out by America, the Zionists and their puppets. It does not trouble their conscience that they have secret prisons in various places on different continents, in which defenseless prisoners who have no legal representation and have not been tried in a court of law are treated in the most hideous and detestable way. Good and evil are defined in a completely one-sided and selective way. They impose their interests on the nations of the world in the name of “international law”. They impose their domineering and illegal demands in the name of “international community”. Using their exclusive and organized media network, they disguise their lies as the truth, their falsehood as true, and their oppression as efforts to promote justice. In contrast, they brand as lies every true statement that exposes their deceit and label every legitimate demand as roguish.

The Latest from Iran (27 August): Meanwhile, Away from the Non-Aligned Summit....

Iranian Foreign Minister Ali Akbar Salehi addressed the summit of the Non-Aligned Movement on Sunday


1941 GMT: Foreign Affairs Watch (Saudi Front). There had been signs this month of an Iranian-Saudi accommodation, with President Ahmadinejad going to Riyadh for the extraordinary meeting of the Organization of Islamic Cooperation and a Saudi delegation coming to Tehran for the Non-Aligned Movement's summit.

This, however, does not appear to be part of the rapprochement --- former Minister of Culture Mohammad-Hossein Saffar-Harandi has reportedly said the Saudi king drinks wine, hates Shiites, and propagates filthy Wahhabism.

1915 GMT: Economy Watch. Fakhrollah Molaei, Deputy Minister of Industry, has stated that the Iranian economy is suffering a serious lack of liquidity, with 68% of Iran's production units lacking the required capital to operate effectively. A weak domestic market, disagreements between trading partners, and shortages of raw resources or machinery were secondary problems identified by Molaei as being significant.

2343 GMT: The Earthquakes. Back to our opening story --- activists report that all eight women and four men arrested while helping victims of the East Azerbaijan earthquake have been released on bail.

At least 23 other men remain behind bars.
