WikiLeaks and Israel 2008: Keeping Gaza Economy "Functioning at Lowest Level Possible"

In October 2008, the US Embassy --- drawing from conversations with Israeli officials --- assesses Israel's economic strategy towards Gaza, led by a Hamas Government.

The conclusion is blunt: "Israeli officials have confirmed to Embassy officials on multiple occasions that they intend to keep the Gazan economy functioning at the lowest level possible consistent with avoiding a humanitarian crisis."

This means not only maintaining the blockade on goods and material into Gaza but also keeping tight control of the financial sector. In particular, the Israelis emphasise --- citing mismanagement and corruption profiting Hamas --- that they are going to restrict money coming into Gaza's banks to pay the salaries of employees of the Palestinian Authority.

The paradox of the Israeli approach, however, is that it may have strengthened its enemy Hamas.

We, the youth in Gaza, are so fed up with Israel, Hamas, the occupation, the violations of human rights and the indifference of the international community! We are sick of being caught in this political struggle; sick of coal dark nights with airplanes circling above our homes; sick of innocent farmers getting shot in the buffer zone because they are taking care of their lands; sick of bearded guys walking around with their guns abusing their power, beating up or incarcerating young people demonstrating for what they believe in; sick of the wall of shame that separates us from the rest of our country and keeps us imprisoned in a stamp-sized piece of land; sick of being portrayed as terrorists, homemade fanatics with explosives in our pockets and evil in our eyes; sick of the indifference we meet from the international community, the so-called experts in expressing concerns and drafting resolutions but cowards in enforcing anything they agree on; we are sick and tired of living a shitty life, being kept in jail by Israel, beaten up by Hamas and completely ignored by the rest of the world. 

There is a revolution growing inside of us, an immense dissatisfaction and frustration that will destroy us unless we find a way of canalizing this energy into something that can challenge the status quo and give us some kind of hope.

Syria Analysis: A New American Approach?

Last Wednesday, President Barak Obama appointed Robert Ford as the first U.S. ambassador to Syria since 2005. Since Ford is a recess appointment, he can serve only until the end of the next session of Congress, which will likely be in December 2011.

On Sunday, the Kuwaiti al-Rai newspaper reported that Washington has been in secret contact with Syrian officials in the hope for reaching a comprehensive peace agreement between Israel and Damascus. Sources quoted Obama adviser Dennis Ross as saying that "Syria is ready to move away from Iran and reduce relations with Hezbollah and Hamas, and work with the United States in the fight against terrorism".

If this is true, then is the White House trying to undertake the new track as an alternative to the deadlocked Israeli-Palestinian peace process? The approach is not new --- this has been evaluated since Obama became President --- but it never reached the top of the agenda.

So the Administration may now be using Damascus to bring fresh blood to the "hopeless Middle East", amidst an analysis that a new Middle East war could emerge if Obama cannot break the deadlock between Israelis and Palestinians. But will Washington be ready to persist with the new approach?

Israel Snapshot: A Happy (Secure) New Year?

The Israeli international security sevice Shin Bet, in its annual report , says 2010 witnessed the lowest number of terror attacks and victims in Israel in a decade.

In 2010, nine civilians and soldiers were killed in 798 terror-related incidents in Israel and the territories, compared with 15 deaths in 1,354 incidents in 2009. The height of violence came in 2002, when 452 Israelis were killed..

Only 150 rockets were fired from the Hamas-ruled Gaza territory, versus 569 in 2009. The oft-made assertion by the Israeli Government is that this indicates "success" in the 2008/2009 war in Gaza.

Yet, amidst these markers of reduced violence, the political discourse from Israeli is still one of insecurity. There is the continuing clash with Hamas and the deadlocked peace process with the Palestinian Authority. There are repeated declarations that Hamas is stockpiling arms, including "quality" weapons smuggled into Gaza from Egypt.

And there is always the omnipotent, "existential threat" of Iran, with its ever-imminent Bomb and its label of primary sponsor of Hezbollah and Hamas.

WikiLeaks 2007 Special: Palestinian Authority Calls on Israel to Attack Hamas

In a June 2007 report, the head of Israel's internal intelligence service Shin Bet, Yuvak Diskin, had a meeting with US Ambassador Richard H. Jones. Diskin talked about the destructive yet balancing nature of the conflict between the Palestinian parties Fatah and Hamas, outlined Fatah's disadvantages  in that contest, and complained about Cairo.

Then Diskin claimed that a "desperate" Fatah Party had turned to Israel:

They are approaching a zero-sum situation, and yet they ask us to attack Hamas. This is a new development. We have never seen this before. They are desperate.

On Saturday, the leader of the Palestinian Authority, Mahmoud Abbas, and Israeli Prime Minister Benjamin Netanyahu spoke by phone. Abbas expressed his condolences over the deadly fire in Israel, and Netanyahu expressed his thanks for the help of Palestinian civil defence members.

Trapped between the proverbial rock and a hard place, the Palestinian negotiating team’s most viable strategy would be to avoid peace negotiations with Israel in the short-term and immediately begin negotiating the devastating divisions that dominate Palestinian society. In recent times, it has been foreign mediators, such as Turkey, Libya, Qatar, Yemen, Egypt, and several others, and not the PLO who have attempted to arbitrate the divisions within Palestinian society. In the current climate, in which a unified Palestinian polity appears as the most important condition for restarting effective peace negotiations, the PLO would be well advised to reverse this trend, to take a more pronounced and aggressive role in mediating these internal conflicts, and to focus its attention on achieving the difficult, yet auspicious goal of a unified Palestinian constituency.

Israel Analysis: Netanyahu in New Orleans on Iran, De-Legitimisation, and a "Secure Peace"

On Monday, Israeli Prime Minister Benjamin Netanyahu spoke at the General Assembly of the Jewish Federations of North America in New Orleans. His issues were simple: the greatest threat of Iran and the attempt to "de-legitimise" Israel.

Netanyahu first set out the menace of Tehran:

The greatest danger facing Israel and the world is the prospect of a nuclear-armed Iran. Iran threatens to annihilate Israel. It denies the Holocaust. It sponsors terror.  It confronts America in Afghanistan and Iraq.  It dominates Lebanon and Gaza. It establishes beachheads in Arabia and in Africa. It even spreads its influence into this hemisphere, into South America.  

Now, this is what Iran is doing without nuclear weapons. Imagine what it would do with them. Imagine the devastation that its terror proxies, Hezbollah and Hamas and others, would wreak under an Iranian nuclear umbrella.

Israel Counterpoint: To Weaken Hamas, Open Gaza's Gates (Haas)

Do you really want to weaken Hamas? Surprise it. Go back and open Gaza's gates - to ordinary human movement, not just to cherries, shavers and a handful of pious Muslims who manage to wend their way past the Egyptian bureaucracy. Open the Erez checkpoint. Then you'll see how Gazans yearn for life. 

Let young people study outside the Gaza Strip. Despite the exasperating presence of Israel's foreign rule, in the Palestinian enclaves in the West Bank those young people will encounter a form of diversity that is becoming extinct in Gaza. They will discover that such diversity is better than the monolithic reality imposed by Israel's siege and messianic politics. Allow female pupils and female teachers to tour their land and see that the world is more complicated than brainwashing television programs and competitions to obtain relief packages. Consider this: Diplomats report that most Hamas summer camps in Gaza have been closed; most children preferred camps operated by the United Nations Relief and Rehabilitation Administration.

Middle East Inside Line: Fatah-Hamas Talks; Israel's "Gesture" in the West Ban

Fatah and Hamas Reunification Talks: On Sunday, Hamas announced that it reached an agreement with its rival Fatah party to hold a meeting next week. The two groups were supposed to mee last week in Damascus, but tension between Syria's President Bashar Assad and Palestinian Authority leader Mahmoud Abbas led to a cancellation, followed by a series of arrests by the rival parties in the Gaza and West Bank.

Though next week's venue is yet be declared, Salah Bardaweel, a Hamas legislator and spokesman in the Gaza Strip, said he did not rule out the possibility that the meeting would still be held in the Syrian capital:

Fatah leaders should not waste their time searching for similarities in the political platforms of Hamas and Fatah. The only thing we could have in common is not recognizing Israel’s existence.

In response, Osama Qawasmeh, a Fatah spokesman in the West Bank, said that Hamas was ready to recognize Israel’s existence if a Palestinian state were to be established in the entire West Bank, Gaza Strip, and eastern Jerusalem.
