Iran Special: 5 Steps for a Breakthrough in the Nuclear Talks

1. THE US AND EUROPE WITHDRAW THE "SHUT" FROM "STOP, SHUT, AND SHIP"

Some key Iranian officials have not been that far removed from the "Stop" and "Ship" demands of Washington. President Ahmadinejad, for example, has repeatedly suggested that Iran suspend its enrichment of 20% uranium in exchange for a guaranteed supply from outside powers.

The US and the European 3, however, have maintained the insistence on the closure of the recently-opened Fordoo enrichment plant, located in a mountainside in central Iran. Their argument appears to be that Iran could accept a deal now but, at any point, could re-start 20% enrichment with the installed centrifuges at Fordoo.

That argument has always seemed curious to me. Resuming the enrichment process is not a simple process like turning on a tap. More importantly, an agreement can include provisions for inspection and oversight of Fordoo's development. So why not let the plant operate for enrichment of up to 5%?

If the resumption of talks is announced, watch for any indication from Washington, London, Paris, or Berlin --- possibly done discreetly --- that "Shut" is no longer a requirement.

Saturday's Iran Live Coverage: Nuclear Talks to Resume?

1644 GMT: Foreign Affairs Watch (Turkish Front). The State news agency Anatolia reports that a cargo plane carrying 1.5 tons of gold, currently being held at an İstanbul airport, is en route to Iran.

Turkey has been paying for Iranian natural gas with an increase in gold exports of 11,000% in 2012.

The Airbus A-300, owned by a Turkish private company, landed at Atatürk Airport for refuelling and personnel reshuffle on 1 January. It reportedly flew from an African country, possibly Ghana, with a listed destination of Dubai.

The plane is currently locked, with its front door and cargo gate sealed and a special security team on guard. Anatolia said the plane will depart after the necessary documents are presented.

Iran Feature: The Economy in 2013 (Harris)

Iran's economy enters 2013 significantly worse than a year ago, particularly with higher inflation and unemployment than at the beginning of 2012. The past year was probably the most tumultuous economically for Iran since 1994, when an external debt crisis triggered a serious inflationary shock and a recession.

Iran Analysis: Preparing for Elections, Ahmadinejad Tries to Replace His Vice President

New Vice President? Gholam Hossein ElhamEarlier this week, we noted reports in Iranian media that President Ahmadinejad was planning to replace 1st Vice President Mohammad Reza Rahimi and three leading ministers. We also noted the denial from Ahmadinejad's office.

That, however, is only the beginning of the story. An EA correspondent in Iran assures us that Ahmadinejad is trying to remove his Vice President --- and it is part of a bigger plan for the Presidential election in June.

1945 GMT: Trade Watch. State news agency IRNA, citing the Turkish Statistical Center, claims trade with Turkey has risen 40% from January-November, compared to a year earlier.

The value surpassed $20.8 billion, with Turkey's exports to Iran rising to $7 billion, mainly due to exports of gold to pay for natural gas.

Tehran is counting on trade with Ankara, one of its major partners, to offset sharp falls in oil revenues.

Iran Feature: The Top 10 Stories of 2012 --- A Currency Falls, Sanctions Expand, and Political Prisoners Continue to Resist (Farhi)

Closed Cirrency Exchange, Summer 2012This year forcefully disproved the assumption that imprisoning political and civil society activists and critics silences them and fixes the Islamic Republic’s dissident problem.

Former presidential candidates Mir Hossein Mousavi and Mehdi Karroubi remained incarcerated in their homes (the former along with spouse Zahra Rahnavard) without being charged and remained mostly without any kind of access to the outside world. But letters written by political prisoners about prison conditions and solidarity among prisoners — as well as the woeful state of the country’s politics — made it out of the prisons and were sufficiently covered by external news and activist outlets for many inside Iran to become aware of them.

2050 GMT: The Battle Within. Facing renewed attacks over his economic policies (see 1740 GMT), President Ahmadinejad has repeated his allegation that most of the Iranian economy is in the hands of 300 or 400 influential people. He said the Government cannot control them because "they reject it via the media".

Ahmadinejad continued --- in what can be construed as an attack on the Revolutionary Guards --- that "some organisations have their own banks and businesses and don't explain themselves" as they pursue "privatisation without rules".

Marzieh Vahid Dastjerdi1650 GMT: Refugee Watch. The BBC posts a video report on thousands of Iranians who fled to Turkey amid the unrest after the disputed 2009 Presidential elections.

Many refugees are frustrated that they are still waiting for the United Nations High Commission for Refugees to process their asylum applications so they can settle in European countries.

The UNHCR says it does not have enough resources to process applications at a faster rate.

1600 GMT: Sedition Watch. Ayatollah Alamolhoda, the Friday Prayer leader in Mashhad, warms to this weekend's theme of "victory over sedition" (see 1200 GMT) with discussion of detained opposition leaders Mir Hossein Mousavi and Mehdi Karroubi: "We cannot call Mousavi and Karroubi seditionists, but they paved the way for foreign elements and imperialism."
