Unfortunately, that turns up a piece of anti-Muslim diatribe posing as analysis by Ephraim Karsh in The New York Times: “Muslims Won’t Play Together”. The slurs have to be read to be believed, but here is the policy recommendation: “A military strike must remain a serious option: there is no peaceful way to curb Iran’s nuclear ambitions, stemming as they do from its imperialist brand of national-Islamism.”
1700 GMT: Where’s Mahmoud? President Ahmadinejad has been at a conference in Tehran attended by Palestinian leaders such as Hamas’ Khaled Meshaal, Islamic Jihad’s Ramadan Abdullah Shallah, and the head of the Popular Front for the Liberation of Palestine (General Command), Ahmed Jibril. Ahmadinejad offered this commentary:
1945 GMT: Khatami on Moharram. Illustrating the analysis in Mr Azadi’s “Beginners Guide to Moharram”, former President Mohammad Khatami put out a message linking the commemoration of the third Imam, Hussein, with today’s challenge in Iran:
The Islamic society has one major goal and that is to reform the society contentiously; It could be either by reforming the government by establishing a suitable government or by reforming the way government rules and the methods it interacts with the society. Imam Hossein said that he did not fight to gain power but he did fight for reform in the Islamic society….Before the revolution the goal of the reform was to establish a new government but now that the Islamic Republic is established, reform must continue to strengthen it.
1900 GMT: So Is Raf Ready for the Fight? He’s sure talking like it. Following his advice to Ayatollah Mohammad Yazdi, “Get Help” (1730 GMT), he’s taken on other critics: “Some people make their reputation by slandering others and the appropriate response to such people is silence.”
Rafsanjani advised regime officials to strengthen “society’s trust” in the system by executing the provisions of the constitution and respecting peoples’ rights. 1940 GMT: More Positions on the “Burning of Khomeini”: More than 230 members of Parliament have issued a statement strongly condemning the incident, presumably (but not clearly, at least in the Press TV report) criticising the opposition and calling on the judiciary officials to punish those responsible. Former President Hashemi Rafsanjani has also denounced the act, expressing hope that it would not be repeated.
Iranian Students News Agency have published a series of photos (see inset) of Basij students of Azad University protesting in Jamaran, the neighbourhood where Imam Khomeini lived. Islamic Republic News Agency writes about the sit-in of Basij students at Tehran University.
1935 GMT: We Really Don’t Have A Clue. Mehr News tries — and fails — to answer our question about President Ahmadinejad’s meeting with Ali Larijani and Sadegh Larijani, “What Did They Say?” (1640 GMT): “The subsidy bill, which has become a thorny dispute between the Majlis and the administration, probably featured prominently in the talks. The Judiciary’s investigation of major economic corruption cases was also likely high on the agenda.”
1640 GMT: So What Did They Say? Oh, to be a fly on the wall: President Ahmadinejad has met both Ali Larijani, Speaker of Parliament, and Sadegh Larijani, head of Iran’s judiciary. No details but atmosphere was cordial enough for an official photograph.
1615 GMT: Reformists Alongside Khomeini. Former President Mohammad Khatami, after a strong denial that the opposition would dishonour Ayatollah Khomeini, has upheld the Imam as a standard for the Green movement, saying that it is the duty of religious people to protest.
1550 GMT: Where’s Mahmoud? Well, during all the protests and the furour over a possible showdown with opposition leaders, President Ahmadinejad is doing a spot of diplomatic entertaining. He met a Hamas delegation led by the political director, Khaled Meshaal, and declared, “The government and the people of Iran will always stand by the Palestinian resistance and the Palestinian people. Today Palestine is symbol of the global front of freedom-seekers and militants.”
1535 GMT: Demoting Rafsanjani. According to Tabnak, Islamic Republic News Agency employees have been directed to use the clerical title “Hojatoleslam” when referring to Hashemi Rafsanjani. “Hojjatoleslam” is lower in rank than “Ayatollah”, the previous title for the former President. On Thursday, the chairman of the Palestinian election commission, Hanna Nasser, said that the 24 January election would be postponed indefinitely due to a lack of cooperation from Hamas, “We planned to go to Gaza to figure out how we can conduct elections there. In the meantime, we received an answer from Hamas that we are not welcome in Gaza. It is clear now that we cannot hold an election in Gaza.”
Palestinian Authority leader Mahmoud Abbas’s spokesman, Nabil Abu Rudeina, confirmed, “President Abbas will make the appropriate decision after he returns [from Jordan]. Hamas’ decision to ban the election commission from working in Gaza proves that Hamas is not eager to reach national unity and reconciliation.”
Hamas spokesman Sami Abu Zuhri stated that opposition to the election was because it had been unilaterally declared, “Without reconciliation, there will be no election.”
And so Mahmoud Abbas’ bluff plays out successfully. When he announced that he would not stand again for President, bringing appeals from various quarters — the West Bank leadership, Israel, the US — that he stay, Abbas knew the pretext of Hamas’ position could be used to postpone the democratic process. And now he remains as the leader of Palestine (West Bank) without the inconvenience that he might not have won a Presidential contest in January.
Israel Manoeuvres on Settlements Issue: Just one day after the approval of new 455 housing units in the West Bank, Israeli Defense Minister Ehud Barak (pictured) tacked back diplomatically and said that “freezing [settlement] construction is a correct national priority“. He added, “Regarding the settlements, we need to act wisely and responsibly, not with harsh words and violence.”
Barak’s maneuver, coming just before US envoy George Mitchell’s visit to Israel, both sends a signal to Washington and prepares the Israeli public for a policy shift.
Whether or not the US knew about Israel’s construction of an additional 455 housing units, making Washington’s protests in the last week posture rather than substance, it is now necessary for the Netanyahu Government to consider an alignment with the the US. And that in turns means convincing the public, and especially the core membership of the Likud Party, that Israel needs to show “genorosity” on the settlements in return for Arab pledges to normalise relations.
Egypt and Hamas Ally to Slow “Normalisation” with Israel: Despite Saudi Arabia’s explicit rejection of the normalization of ties with Israel, the Arab League’s dismissal, and Israel’s latest hesitations, Washington gave the good news: “Some Arab countries had agreed in normalizing their relations with Israel in exchange of the latter’s temporary freeze in its settlements.”
However, right after the US message, both Hamas leader Khaled Meshaal and Cairo sent contradictory signals. On Sunday, Meshaal warned Arabs not to accept a temporary freeze in exchange for the normalization of relations with Israel. Then on Tuesday, Egyptian Foreign Minister Ahmed Aboul Gheit said: “A settlement freeze in the West Bank is not of equal value to normalization, and will not bring this about alone.”
Why this alliance of views, given recent hostility between Egypt and Hamas? Sources close to Hamas in the Gaza Strip stated that Meshaal’s recent visit to Cairo “brought the Islamist movement and Fatah closer to ending their differences.” The same sources added that Hamas agreed to sign a “reconciliation accord” with Fatah after the Egyptians promised to reopen the Rafah border crossing permanently .
In Cairo, both sides might have negotiated to slow the “normalization process between some Arab countries and Israel”, or at least, on breaking up the “positive” atmosphere portrayed by Washington. This would not be a burden for Egypt both since the scope of these “normalization steps” is expected to be limited, and since Kuwait, Saudi Arabia, and Jordan had already rejected taking a step towards Israel unless it halted settlement constructions completely and permanently.
Dealing with increasing criticisms from his Likud Party, the Prime Minister held meetings with some Likud cabinet ministers and members of Parliament to get their support for a freeze on construction in the West Bank settlements. Netanyahu’s meetings came as Defense Minister Ehud Barak gave partial approval for 500 new housing units to be constructed in the West Bank, with 2000 more to be approved on Monday morning. A source in the Prime Minister’s office said Netanyahu did not use the word “moratorium” or “freeze” but described the proposed measure as “reducing the scale of construction”.
While the European Union reiterated its call for a “total settlement freeze,” Washington sharpened its tone:
Continued settlement activity is inconsistent with Israel’s commitment under the road map…. The administration of President Barack Obama does not accept the legitimacy of continued settlement expansion and we urge that it stop. We are working to create a climate in which negotiations can take place, and such actions make it harder to create such a climate.
Meanwhile, Israel and Hamas Stand Tough: On Sunday, Deputy Prime Minister Eli Yishai told Likud Party members:
The postponement in construction is a strategic delay… We won’t give up on building in Jerusalem and will still build hundreds of construction units. We are looking ahead, here.
On the other side, Hamas political chief Khaled Meshaal warned Arab states:
There is an Israeli effort to avoid the American demands… We warn against any Arab rush toward normalization.
In a televised statement on Thursday, Hamas political director Khaled Meshaal rejected Israel’s peace proposal while hailing the US President Barack Obama’s “new language.”
With reconciliation talks with Fatah due to take place in Cairo on Sunday, Meshaal’s pragmatic speech should be interpreted as another links in a chain of moves to strengthen Washington’s hand and to put more pressure on Israel. The diplomatic fencing since President Obama’s Cairo speech has been mainly between the US and Israel over the issues of Israeli settlements and a two-state solution. This is far from the only development, however.
While Washington and Tel Aviv manoeuvre, another often-violent intra-Palestinian dance is going on between Hamas and Fatah.
