Latest on Israel-Palestine Negotiations: On Friday, the Quartet (Russia, the United States, the UN and the European Union) called on Israel and the Palestinians to renew peace negotiations to achieve a two-state solution within 24 months. The statement said:
On Thursday, U.S. Mideast envoy George Mitchell spoke with Abbas and urged him not to walk away from indirect peace negotiations with Israel. Prime Minister Benjamin Netanyahu said he believes indirect talks with the Palestinian Authority will continue as planned early next week despite the crisis. State Department spokesman P.J. Crowley added:
I don’t think that that report that’s been circulating for the last 24 hours is accurate,” Crowley said. “As far as I know, we are still moving forward. We have not heard from the Palestinians that they have pulled out.
Before US Vice President Joe Biden left for Jordan, he said in Tel Aviv University the US was interested in “putting everything back on the rails.” However, the Palestinian Authority’s chief negotiator, Saeb Erekat said that the PA would start the indirect talks “if Mitchell informs us that the Israeli plan has been canceled.
Following Biden’s golden statement in Tel Aviv University, saying that the US has no other friend like Israel, in an interview with Haaretz, Shas chairman and Interior Minister Eli Yishai who authorized 1,600 housing units in East Jerusalem emphasized the “unique relationship” with Washington. He said:
Our relationship with the Americans is above all else. It is an alliance that has survived complicated periods, and I had no intention of harming those ties, or to challenge the American administration, or to present obstacles to this important visit by the Vice President.
On Friday, with anticipation of renewed Jerusalem riots in response to a recent government decision to expand settlements in East Jerusalem, Defense Minister Ehud Barak ordered Israeli Defense Forces to impose a general closure on the West Bank, preventing Palestinians from entering Israel. The West Bank will be sealed off for 48 hours.
Later on Wednesday, Arab League chief Amr Moussa said that Palestinian President Mahmoud Abbas haddeclared he would not enter indirect talks with Israel. The situation was still unclear on Thursday, but statements coming from the region now put the “proximity talks” at the edge of a cliff.
Although US Vice President Joe Biden condemned the announcement of the construction of new 1,600 housing units in East Jerusalem and questioned Israel’s “trustability” on Tuesday, he stated two days later that the “proximity talks” could continue.
Speaking at Tel Aviv University, Biden said Palestinians had misunderstood Israel’s announcement of the settlement plan, thinking that building would begin immediately. With no construction scheduled for now, he said, negotiators would have time to “resolve this and other outstanding issues.”
We want to hear from [United States envoy George] Mitchell that Israel has cancelled the decision to build housing units before we start the negotiations.
The subsequent news? Israel is planning to build 50,000 new housing units including the recent announcement of 1,600 units in East Jerusalem neighborhoods in the coming years, planning officials told Haaretz.
Hamas Divides over Shalit Case?: Haaretz says that negotiations over the captured Israeli soldier Gilad Shalit have divided Hamas, with the resignation of Mahmoud A-Zahar, a senior member of the negotiating team. Despite the efforts of German negotiator Gerhard Konrad, Israeli leaders have said that they will not release some senior Palestinian leaders as demanded by Hamas. A-Zahar’s argued with Hamas political leader Khaled Meshaal over the handling of talks and then left his post.
Hamas’ “Israel Spy” Speaks: Mosab Hassan Yousef, the son of Hamas founder Sheikh Hassan Yousef who worked for Israel’s Shin Bet security service, converted to Christianity, and moved to California, said by phone: “I wish I were in Gaza now. I would put on an army uniform and join Israel’s special forces in order to liberate Gilad Shalit. If I were there, I could help. We wasted so many years with investigations and arrests to capture the very terrorists that they now want to release in return for Shalit. That must not be done.”
UPDATE 25 JANUARY: Following a second meeting with Israel’s Defense Minister Ehud Barak in Tel Aviv on Saturday night, US Mideast special envoy George Mitchell met with Prime Minister Benjamin Netanyahu on Sunday morning. Netanyahu said after the discussions that “new and interesting ideas” were raised for the resumption of peace talks with the Palestinians. However, he offered no details.
During the weekly cabinet meeting, Netanyahu repeated, “I expressed my hope that these new ideas will allow for the renewal of the (negotiating) process.”
The start of US Middle East envoy George Mitchell’s trip to the Middle East this week wasn’t too bad. He stopped in Lebanon to declare that the country would play a key role in efforts to build lasting and comprehensive peace and stability in the Middle East.
For the third time, Mitchell met with Syrian President Bashar Assad in Damascus. That brought the standard You’re Very Important line as well: “Syria, certainly has an important role to play in all these efforts, as do the US and international community.”
UPDATE 0915 GMT: Varying responses on Thursday to Netanyahu’s statement. Chief Palestinian Authority negotiator Saeb Erekat declared that Netanyahu is working to end the possibility of a two-state solution: “Netanyahu calls for the Palestinians to resume peace talks, he is effectually leaving the Palestinians nothing to negotiate about.” Palestinian Authority leader Mahmoud Abbas’s spokesman, Nabil Abu Rudeineh, said his leadership “rejects the presence of any Israeli soldier within the borders of the future Palestinian state”.
There was also criticism within Israel. Meir Sheetrit, a member of Parliament of the opposition Kadima Party, said, “Netanyahu was ruining any chance for negotiations and is proving, again and again, that he is not interested in peace. There is no way that the Palestinians would agree to such an offer, and whoever raises it should negotiate with himself.”
On Wednesday, Prime Minister Benjamin Netanyahu not only harshly criticized the Palestinian Authority’s “pre-conditions” for re-starting negotiations but set a new condition for a future peace agreement. Netanyahu said that Israel must have a presence in the West Bank to stop rockets from being imported even after an accord is signed.
Following Regev’s announcement, Palestinian Authority negotiator Saeb Erekat said: “We condemn this Israeli policy of continuing settlement activities, and we hope this will be an eye opener for the US administration and other [governments].”
An unnamed Israeli official stated that the Obama administration had been informed about the latest planned construction. A State Department official followed up, telling The Jerusalem Post that Washington had conveyed its displeasure before the announcement.
White House spokesman Robert Gibbs said: “The United States opposes new Israeli construction in east Jerusalem”, with the “permanent status issue” of the city to be resolved through negotiations between Israelis and Palestinians. He continued:
Neither party should engage in efforts or take actions that could unilaterally pre-empt, or appear to pre-empt, negotiations. Rather, both parties should return to negotiations without preconditions as soon as possible. The government of Israel noted its plans to issue tenders in east Jerusalem and we strongly objected, noting that these types of announcements harm peace efforts.
I hope that this decision will help launch meaningful negotiations to reach a historic peace agreement that would finally end the conflict between Israel and the Palestinians.
We have been told by many of our friends that once Israel takes the first meaningful steps toward peace, the Palestinians and Arab states would respond.
However, Netanyahu quickly clarified the nature of this “freeze.” It would not include East Jerusalem, the ongoing construction including 3,000 new housing units, and basic requirements of “natural growth” in the West Bank. He explained:
We do not put any restrictions on building in our sovereign capital.
We will not halt existing construction and we will continue to build synagogues, schools, kindergartens and public buildings essential for normal life in the settlements.
