0720 GMT: A New Year Approach. And, even before President Obama, was offering his Nowruz greeting, British Foreign Minister David Miliband was signalling the importance of Iran on the “Western” agenda and offering confirmation that “rights” are now going to accompany any nuclear approach:

As the Persian Nowruz New Year fast approaches and Iran’s post-election crisis enters its ninth month, Akbar Hashemi Rafsanjani remains as mercurial a figure as ever in Iranian politics. True to his nickname of Kooseh, or “The Shark”, Rafsanjani has been paying lip-service to Supreme Leader Ali Khamenei while simultaneously signaling (if only tacitly) solidarity with Iran’s Green opposition movement. With his reputation as an incredibly calculating figure, it is hard to believe that this contradiction is coincidental. In fact, Rafsanjani’s high level of influence in the system may be paradoxically inhibiting him from more closely aligning with the Green Movement.
In many ways, Rafsanjani’s position resembles that of the boy who stuck his finger in the leaking dike in Hans Brinker’s classic tale.
2110 GMT: Khamenei v. Khomeini. Radio Zamaneh has more on the criticism of Ayatollah Khomeini’s grandson, Seyed Hasan Khomeini, by the Supreme Leader’s representative in the Revolutionary Guards, Ali Saidi.
The conflict was sparked when the head of the Institute of Ayatollah Khomeini’s Publications, Mohammad Ali Ansari, wrote to Saidi to remind him of the Khomeini’s insistence on no military intervention in politics, Ali Saidi then criticized Hassan Khomeini’s decision not to attend the August inauguration of Mahmoud Ahmadinejad. He alleged that the Ayatollah’s grandson was standing against “the system and the Leader”.
2100 GMT: Political Prisoner Watch. Mehrdad Bal Afkan, a senior member of the Mojahedin of Islamic Revolution party and Mir Hossein Mousavi’s campaign, was arrested in Isfahan on Thursday.
In his 17th statement, Mir-Hossein Mousavi made five specific points that he deemed necessary to start the political (and national) reconciliation process. The proposal lead to a noticeable uptick in the weeks leading up to 22 Bahman in talk of the need for national “unity” and also garnered much attention from Iranian intellectuals and dissidents. Ultimately, the regime’s more radical elements reemerged and silenced the chatter before the security apparatus prevented a strong opposition showing on the revolution’s 31st anniversary. But Mousavi’s “five points,” as they have come to be called, still carry much weight. Generally, they are:
Government accountability for post-election violations
Legislation of new election laws that would safeguard reform-minded candidates from regime’s current vetting process
Release of all political prisoners
Freedom of the press and political-neutrality on state-run IRIB television
Freedom to assemble, as guaranteed by the Islamic Republic’s constitution
Were these five conditions to be met, the Green movement would arguably have the breathing space it needs to mobilize and begin the long process of transforming Iranian society. For if anything became apparent in the weeks leading up to and after the June election, it was that Iran has undergone an awakening. It has simply been the repression that the above five grievances capture that has prevented the social movement’s aspirations from coming to fruition.
2125 GMT: Reports have emerged that two more journalists, Mohammad Ghaznavian and Hamid Mafi, have been detained. They join more than 60 others in Iran’s prisons.
2120 GMT: We have posted a snap analysis of what appears to be a serious challenge by Khabar Online, the website linked to Ali Larijani, to President Ahmadinejad. If we are on the mark, then in light of this week’s suppression of Ayande News, it will be intriguing to see the Government’s response to another location of “conservative” criticism.
2025 GMT: We have posted the text of Mehdi Karroubi’s first interview after 22 Bahman.
1955 GMT: Secretary of State Hillary Clinton has written the academic colleagues of imprisoned Iranian-American scholar Kian Tajbakhsh, “The espionage charges leveled against Dr. Tajbakhsh are groundless. The State Department is using every available diplomatic tool to achieve Dr. Tajbakhsh’s release.”
Tajbakhsh was jailed for 15 years in October on charges of espionage. Clinton said in her letter that Kian Tajbakhsh has not been allowed to meet with Swiss diplomats, who serve as the United States’ diplomatic representatives in Iran, because Iran considers Tajbakhsh an Iranian citizen.
1940 GMT: A Friday Prayer for All. Neday-e Sabz Azadi reports, via Radio Zamaneh, that the Friday Prayers leader of Zahedan, Molavi Abdolhamid, described the Islamic Republic as a system that gives equal freedom to both pro- and anti-Government groups and allows voices of opposition to be heard: “The people of Iran brought the Revolution to victory to achieve its goals and now they demand the reviewing and realization of those goals.”

In an interview with Radio Farda, Mohammad Taghi Karroubi, Mehdi Karroubi’s son, says that several former Revolutionary Guards, wartime commanders, and family members of martyrs who had volunteered for protect Mehdi Karroubi on 22 Bahman have been called in for questioning and have not yet gone home. 2225 GMT: More on Khamenei Speech (see 1445 and 1850 GMT). An EA reader who watched the Supreme Leader’s address today sends an interesting e-mail, “His speech did not sound aggressive. It sounded more as a request for calm and acting with wisdom after the fallouts of Ashura. It appeared that he was lacking in confidence. Same for the crowd.”
2220 GMT: Halting the Mothers of Martyrs. An Iranian activist reports that, during their weekly march in Laleh Park, about 30 of Mothers of Martyrs in the post-election crisis and their supporters were arrested and taken to Vozara detention centre.
2200 GMT: Mortazavi — Scapegoat or Valued Official? Iran-watchers may want to set aside a few moments for former Tehran prosecutor Saeed Mortazavi, whose future may turn upon the developments in the internal contest amidst conservatives and principlists.
Days after Mortazavi was reportedly named as prime “suspect” in the Parliamentary investigation of the deaths of Kahrizak detainees, he was formally named as President Ahmadinejad’s advisor to combating smuggling of drugs and currency.
Interpretation? Mortazavi is now the proxy in the battle between key conservatives/principlists and Ahmadinejad. The President wants him as a sign of Ahmadinejad’s authority and as a firewall to any move by Parliamentary challenges; Ahmadinejad’s critics see Mortazavi’s downfall as a necessary victory in their battle.
Another marker in the dispute is a statement by a “pro-Government” student organisation criticising Ahmadinejad for the appointments of Mortazavi and for Esfandiar Rahim-Mashai, the former First Vice-President — a few days after his appointment, he was removed from office amidst vehement criticism from the conservatives/principlists who may be aiming at Mortazavi — who is now Ahmadinejad’s chief of staff. 2115 GMT: Battling with Statements. The Assembly of Combatant Clergymen has condemned those it says are responsible for violence on Ashura, namely the security forces and plainclothes militia: “The Almighty God will cut off the hands of these deceived fools.” The Assembly added:
Today we should cry blood that on the day of Hossein’s Aashura and after all sorts of insults to Imam Khomeini’s family and his legacy by the phony defenders of the revolution, there was an attack on the prayer hall [in Jamaran, where former President Khatami was speaking] that is a reminder of the name and memory of the Imam. The peaceful ritual of commemorating Aashura was attacked by clubs, batons and chains and by insulting slogans. Those who [did this] made the utmost insults to both Ashura and Imam Khomeini and then beat and bashed innocent people.
Daftar-Tahkim-Vahdat, the main reformist Student Alumni Organisation, also issued a statement:
What a regret that a government that considers itself to be risen from religious teachings and a national revolution, on the noon of Ashura opens fire on innocents and does what even the most notorious rulers of this country throughout the history [e.g. the Shah deposed in 1979] had not dared to do.

2035 GMT: How Many Detained Yesterday? Rah-e-Sabz reports that 400 to 500 protesters were arrested Sunday in Isfahan, including the brother and two nephews of former Minister of Interior Abdollah Nouri. Human Rights Activists News Agency are now saying 1100 people have been transferred to Evin Prison in Tehran.
2025 GMT: Dastghaib Calls for A Movement. Ayatollah Dastgheib has issued a statement for fellow marja (high-ranking clerics) to join him in calling on the Government to adhere to the Constitution.
