Britain has rebuffed US pleas to use military bases in the UK to support the build-up of forces in the Gulf, citing secret legal advice which states that any pre-emptive strike on Iran could be in breach of international law.

US diplomats have also lobbied for the use of British bases in Cyprus, and for permission to fly from US bases on Ascension Island in the Atlantic and Diego Garcia in the Indian Ocean, both of which are British territories.

2020 GMT: Budget Watch. More on alleged diversion of funds by the Government (see 1520 GMT)....

The Supreme Audit Court has accused the Government of transferring $12 billion of oil revenue to the general State revenue account rather than the foreign exchange reserve, in an attempt to cover last year's budget deficit.

The Court alleges that unauthorized withdrawals of oil revenue amount to a total of $19 billion.

The Presidency's Economics Directorate has countered with a report claiming increased Government deposits in the foreign exchange reserve during the Ahmadinejad years.

US Elections Opinion: Q. Who Lost the Presidential Debate? (A. Israel-Palestine Peace)

Mitt Romney and Barack Obama talk Iran and Israel during the third Presidential Debate

Medieval maps often positioned Jerusalem as the center of the world. In addition to the obvious theological sway that such a perspective held, this orientation also had the advantage of being sort of true. Given that the known world of European mapmakers included only Europe, Asia and Africa, Jerusalem made as a good a fulcrum as any. In theory, we’ve learned some things since then. You just wouldn’t know that from watching Monday’s foreign policy presidential debate.

EA Video Analysis: The New York Times Muddled the Story of "Secret US-Iran Nuclear Talks" --- But Why?

See also EA Video Analysis: How to Become An Expert on the Iranian Nuclear Programme

In our latest Experts' Guide to Iran, we explain how a dramatic New York Times story of "secret US-Iran nuclear talks" missed the essential context --- namely, that Tehran has not stopped pushing for renewed high-level negotiations, trading a suspension of 20% enriched uranium for an easing of Western sanctions, since the stalemate of the last formal encounter in Moscow in June.

Then we get to a bigger muddle, stirred by the Times' vague references to its sources --- who revealed the US-Iran contacts, with supposed hopes for public negotiations after an Obama re-election in November, and why?

Over the past two years, the Obama administration has been secretly developing a new blueprint for pursuing terrorists, a next-generation targeting list called the “disposition matrix.”

The matrix contains the names of terrorism suspects arrayed against an accounting of the resources being marshaled to track them down, including sealed indictments and clandestine operations. U.S. officials said the database is designed to go beyond existing kill lists, mapping plans for the “disposition” of suspects beyond the reach of American drones.
