2200 GMT: The Arab League has put forth a political roadmap for Syria, with President Assad delegating power to a deputy and setting up a unity government as a prelude to early Parliamentary and Presidential elections.

The League called on Assad to open discussions with other groups, including the opposition, within two weeks on the intiative. The new government would be formed within two months, electing a council that will write a Constitution and prepare for the elections.

Qatari Prime Minister Hamad bin Jassim al-Thani told a news conference, after the meeting of Arab foreign ministers in Cairo, that the League would ask for the enforcement of the UN Security Council.

One observer, journalist Blake Hounshell, has noted the plan is similar to the approach taken by the Gulf Co-operation Council to resolve the Yemen crisis. The GCC put forth its call to President Saleh to transfer power in spring 2011; Saleh finally agreed in November and said today that he is leaving for the US for medical treatment.

1747 GMT: The Bahrain Justice and Development Movement have posted an English-language account of the death of 70-year-old Ali Hassan Aldaihi, allegedly beaten by riot police as he returned home last night.

Aldaihi, the father of the Deputy Secretary General of the leading opposition party Al Wefaq, was found by his son. He was taken to hospital with head injuries but died at 12.30 a.m. after a cardiac arrest.

Aldaihi's home was attacked in September with rubber bullets fired into it.

1637 GMT: So, yesterday the Syrian government enters into an agreement with the Arab League, pledging among other things to withdraw troops and tanks and stop the bloodshed. What happened? A bloody day, with tanks deployed everywhere. Tomorrow, opposition groups are planning to put Assad's pledge to the test, with massive demonstrations scheduled in many locations. Many of our sources are buzzing that we may see protests in Damascus tomorrow. The Guardian's Martin Chulov thinks so too:

Two activists in Damascus said protests were being organised under a premise that nothing had changed. "Tomorrow [Friday] we will see how serious they are," one said. "I think they cannot afford to take the tanks from the streets just yet."

Ivory Coast: Hundreds Killed in a Western Town (Nossiter)

As rebels swept across Ivory Coast in a rapid advance last week to oust the nation’s strongman, Laurent Gbagbo, hundreds of people were killed in a single town, the United Nations and aid groups said Saturday, in the worst episode of violence during the four-month political crisis that has plunged the country back into civil war.

The exact number of dead was unclear. The United Nations said that 330 people had been killed, while aid organizations put the death toll as high as 1,000. It was also uncertain how many were civilians, and how many were combatants, but Caritas, a Catholic charity whose staff members visited the town, Duékoué, in western Ivory Coast, called it a “massacre.”

Afghanistan: Red Cross Report "A People Trapped"

The main conflict-related challenges faced by Afghans in 2010 will persist in 2011....Those challenges are civilian casualties, internal displacement, and insufficient access to medical care, all of which are occurring against the background of a proliferation of armed groups.

"In a growing number of areas in the country, we are entering a new, rather murky phase in the conflict in which the proliferation of armed groups threatens the ability of humanitarian organizations to reach the people who need their help."
