2015 GMT: Currency Watch. The confusion over the state of the Iranian Rial continues. Khabar Online, which had early put the Rial as weak as 22510:1 vs. the US dollar --- another historic low --- claims the currrency is now back at 22180:1. Mesghal.ir has said all day that the Rial strengthened on Thursday to 21930:1, but Mesghal.com --- which posted a different rate --- is now off-line.

1955 GMT: Supreme Leader Watch. The Foreign Ministry's Mojtaba Ferdowsipour has asserted that defence of Syria is a "red line" for Iranian foreign policy.

Iran Analysis: Participate or Boycott? Reformists Debate the 2013 Presidential Election (Kadivar)

The upcoming 2013 presidential election in Iran seems to be activating and deepening the fissures within the Iranian opposition. While parts of the opposition have started deliberating and discussing about participation in the election, other sections oppose participating on principle. A prominent reformist strategist, for example, suggested that election is “an opportunity for organizing and action.” Meanwhile, another famous activist journalist wrote that the only possible election in 2013 is one with the participation of regime “insiders” and no chance for pro-democracy forces to participate. These debates about the opportunities and constraints of the 2013 election reflect a deeper divide in the Iranian opposition about the most effective strategies to transform the polity and build a democratic regime in the future.

0015 GMT: Resistance Watch. Najmeh Bozorgmehr summarises today's International Conference and Festival of Islamic Resistance, with the emphasis of the Supreme Leader's advisor Ali Akbar Velayati on support for Syria as "the golden link of the resistance chain against Israel" (see 1025 GMT).

Bozorgmehr notes that, while the Syrian Ambassador to Iran warned that the "vicious plans" of the US and its allies in the region would lead from overthrow of President Assad to regime change in Tehran, "the Lebanese and Palestinian groups at the conference appeared less concerned with Syria or Iran than with their own struggles".

The Latest from Iran: Nuclear Talks Resume With IAEA

1936 GMT: Nuclear Watch. Talks between Iranian officials and the International Atomic Energy Agency in Vienna have not resolved outstanding issues over inspection and supervision.

"The discussions today were intensive but important differences remain between Iran and the U.N. that prevented agreement," Herman Nackaerts, the IAEA's chief inspector, said after about seven hours of talks. "At the moment we have no plans for another meeting."

Iran's ambassador to the IAEA, Ali Asghar Soltanieh, was more upbeat: "Undoubtedly some progress [was made]....I have to say that we are moving forward...and we are going to continue this process so that we at the end of the day will have a framework agreed by both sides."

Soltanieh rationalised the failure to get an agreement today, "Because it is a very complex issue...Issues related to national security of a member state are something very delicate."

The Latest from Iran (21 August): All Hail the Supreme Leader

2214 GMT: Military Watch. An Iranian commander, Mohammad Hosseini, has said that the Islamic Republic has started construction of its largest air defence base.

Hosseini said the base in Fars Province in southern Iran would be built at the cost of $300 million and will have 6,000 personnel.

Rahim Zare', an MP for the area, said, "This air defense site will be the product of the achievements gained in all areas of science in the world."

2206 GMT: Human Rights Watch. Iranian officials have written the United Nations High Commissioner for Human Rights, Navi Pillay, to call on the UN Human Rights Council to investigate the alleged support of Western states for "terrorists" in Syria.

"It is much clear that certain western countries along with their regional allies intend to change the Syrian government at any price and they don't pay any heed to the bloody and inhumane consequences of this seditious measure whose painful manifestations are already evident," the letter asserted. "We demand your Excellency to compile a report on the role of such countries in equipping and arming the terrorists in Syria, which has had a direct effect in increasing the number of human rights violation cases in the country and committing of crimes against humanity, and inform the world of its results."

2031 GMT: Political Prisoner Watch. An appeal court has upheld a 10-year prison sentence for physics student Omid Kokabee, detained in February 2011 when he returned to Iran on vacation from the University of Texas.

Kokabee was charged with “communicating with a hostile government” and “illegitimate earnings". He was sentenced in May 2012, with 12 others, on the collective allegation of collaborating with Israel’s intelligence agency Mossad.

2021 GMT: Forgiveness Watch. Ali Saeedi, the Supreme Leader's representative to the Revolutionary Guards, has said reformists can participate in elections if they "repent, confess mistakes, and confirm allegiance".

1920 GMT: Religion Watch. International Campaign for Human Rights in Iran reports that Pastor Youcef Nadarkhani, accused of apostasy because of his conversion to Christianity, will face a new trial on 27 August on charges of “banditry and extortion".

An Iranian court has condemned Nadarkhani to death for apostasy but has offered to commute the sentence if he repents. So far he has refused to do so.

1745 GMT: Currency Watch. With the Iranian Rial losing almost half its value since last autumn, The New York Times reports on Iranians crossing the border to get better rates or to trade before the currency slides farther:

Afghan traders have proved more than willing to trade dollars for rials, usable as a currency in many parts of western Afghanistan, at advantageous exchange rates.

Hajji Najeeb Ullah Akhtary, the president of Afghanistan’s Money Exchange Union, an association of traditional money transfer and exchange businesses that are known as hawalas, said he and his members had seen a steady increase in Iranians bringing cash into Afghanistan over the past year. That comes on top of routine transfers made by Afghans living and working in Iran, including more than one million impoverished refugees, and the regular supply of rials that circulates in Afghanistan.

The cash “comes across in trucks,” he said, with transfers arranged by Afghan middlemen who take a 5 to 7 percent commission.

1955 GMT: Political Prisoner Watch. About 25 political prisoners have reportedly been released today --- those freed include Nazanin Khosravani, Ali Malihi, Qasem Shole Saadi, Hamzeh Karami, Shahab Dehghan, Amir Maghamifar, and Sarang Ettehadi.

1630 GMT: The Earthquakes. The Supreme Leader's office has announced that it will give 1/3 of the donations sent to Ayatollah Khamenei during Ramadan to earthquake victims.

But the opposition website Kalemeh claims there are problems that may not be resolved by this --- it says the Revolutionary Guards have taken over control in the affected area, grabbing aid from teams providing assistance and leaving people angry about unequal distribution.
