1744 GMT: Bank Watch. More on yesterday's story that the Central Bank has seized $1.4 billion from seven Iranian banks, claiming that they did not provide legitimate records for foreign exchange transactions --- Central Bank head Mahmoud Bahmani has defended the action as one "on behalf of the Government".

1733 GMT: Oil Watch. Parliament has extended the rights of the Minister of Oil, Rustam Qassemi, to make deals for "exploration, development, production, repair and maintenance of joint oil and gas fields" without going through formal tenders and processes for compliance.

An EA reader is sceptical:

Iranian oil income is now the personal wealth of Brigadier Qassemi and he can legally, without any Majlis oversight, give it to whomever he wants for wha ever price ---China,Russia, his cousin twice removed, his mother-in-law, you name it because it is more "expedient" this way. Even some of the "principlists" are having a hard time swallowing this one.

In this context, we note the Supreme Leader's statement on Monday, which left us baffled at the time:

Based on the development plan, oil must stop being used as source of income and for funding the country’s budget and instead become a source for the progress and economic might of the country and authorities must pursue this policy ...with determination....It is necessary that we act in a manner that any decision making about our oil production and sales is up to us and based on our interests and of course we have taken good steps in this regard.

On a related matter, MP Asadollah Abbasi has claimed that 4000 Iranian oil experts have "taken refuge abroad" and this could have been stopped by higher payments to staff.

1855 GMT: All the President's Men. Peyke Iran, citing Tabnak, claims that Presidential advisor Saeed Mortazavi, accused of responsibility for the Kahrizak detention centre abuses and killings in summer 2009, has been legally informed about the complaint and a trial could start soon.

Mortazavi was Tehran Prosecutor General when detainees were abused and three protesters died in Kahrizak. Although he supposedly had been suspended at one point from his duties over the case, he has never stopped service to Ahmadinejad and he has just been named head of the Social Security Fund.

Last week's review spoke of hints by the Revolutionary Guards, via their site Gerdab, of revelations concerning BBC Persian.

With the release of the transparent propaganda film by the Islamic Republic's Press TV, “The Eye of the Fox" (see top of entry), the promise of new allegations is fulfilled. Press TV shows “shocking” photos of Iranian journalists receiving training from the BBC in Turkey. They blame the BBC Persian for the unrest following the 2009 elections, accusing the organization of espionage. The "documentary" broadcasts confessions, and shows the arrest of an Iranian female journalist in what appeared to be her home.

Iran Opinion: Why Iranians Voted in the 2012 Elections (Mashreghi)

Iranian people are distinguished by their strong sense of adapting to difficult situations, even the worst ones directly affectig their everyday lives. In just over 30 years, Iranians have experienced Revolution, war, and the constant threat of war, even as they are hopeful and desiring peace.

This could be an explanation for those Iranians who participated to the 2012 Parliamentary elections, but there are two other important motivations, even as most of the voters oppose the policies of the Government. Those motivations are religion and country.

2225 GMT: Khatami Watch. Reformist journalist Hussain Nooraninejad, a close friend of former President Mohammad Khatami, has written on his Facebook page:

Today, I spent an hour with Khatami and asked him about his voting. The first thing Khatami said in reply was, "he decision was very hard. I know I have upset a lot of friends and youth, but I had received a number of worrying news in the last two days about extremists having some plans, and I hope I have ruined their plan by my vote."

Khatami has said that on his vote paper, he has written “Islamic Republic”.

Nooraninejad said Khatami will have a "direct dialogue" with people in the near-future to "clear up some of the misunderstanding".

Former Vice President Mohammad Ali Abtahi has said, "I assure you that Khatami has not voted to make the regime happy because the regime will not do any good to him....The decision of Khatami to vote is one of his wisest decisions. [The reason] will be clear in the near future."

Iran Special Analysis: The "Invented" Election

To modify Voltaire's famous statement about God, "if the 60% turnout did not exist, it would have to be invented".  Beyond the battles within the establishment that will soon re-emerge --- reduced to "Supreme Leader v. Ahmadinejad", but going far beyond this amongst the conservative and principlist factions and politicians --- the immediate demand on the regime was to establish its legitimacy.

The truth is that we will never know exactly how many Iranians --- amidst economic problems, worries over corruption and mismanagement, political in-fighting, restrictions on dissent and communications, imprisonments and harassments --- decided that voting might make a difference. 

What we do know is that Iranian authorities went to great lengths to set up and control the show.

2055 GMT: ANd now a good-news story from the elections....

The 100-year-old man in Hamedan voted and died (see 1215 GMT), and the 95-year-old man in Damavand said, ""God, please accept this vote from me" and passed away (see 1645), but the 117-year-old man in Gonbad-e Qabus cast his ballot and lived.

2030 GMT: Well, I now have first-hand experience of how Iranian media handle news and analysis about this election.

Fars has not only noted my interview with BBC Persian; they are presenting it as if I had spoken to them. The headline is a selective extract, reflecting Fars' emphasis, of my comments, "The Western Leaders Don't Have a Clear Understanding of the Iranian Elections".

To be fair, Fars does fairly repeat some of my remarks, such as this election is too complex to be "Conservatives v. Clergy" and "The election is less about foreign policy than it is about Iran's internal affairs, economics, political accountability, and even topics such as judicial and legal rights."

What is interesting is what is left out or abbreviated. Fars' "interview" forgets to include my remarks that this election --- crucially --- is about the legitimacy of not only the Government but also the regime. And while the site does accurately mention my comment, "Reformists had no chance in this election of achieving some kind of political power", it indicates this was the main reason for their boycott of the vote --- conveniently omitting the rest of my analysis that the strategy was to raise question marks about the regime: "The message, following the 2009 Presidential election protests ie not just "Where is my vote?" but "Where is my government's responsibility?"

1737 GMT: Political Prisoner Watch. Journalist Marzieh Rasouli has been released from prison on bail.

The release of Rasouli, a cultural reporter for several reformist publications, comes days after she was named as an "agent" of BBC Persian swept up in mid-January in the "Eye of the Fox" operation of the Revolutionary Guards. Blogger/journalist Parastou Doroukhaki, also named over the operation, was freed on Sunday.

Blogger Nama Jafari, detained on 14 February, has been freed on a bail on 80 million toman (about $42,000). The editor of the 35anj website, Jafari had compiled a series of protest poems and other writings about the post-election protests of 2009 under the title "Gathering at the Solitary Cell".

1903 GMT: Nuclear Watch. Both US Secretary of State Hillary Clinton and the European Union's foreign policy representative Catherine Ashton have welcomed Tuesday's letter from Saeed Jalili, of Iran's National Security Council, proposing a renewal of talks about Iran's nuclear programme.

Clinton said the letter was "one we have been waiting for", while Ashton said she was "cautious" but "optimistic" that talks could resume.

Both women said that they were still studying the reply.

1855 GMT: Budget Watch. Moayed Hosseini-Sadr of Parliament's Budget Committee has claimed that the Government has given 600 billion Toman (about $320 million) of its budget to "unknown foundations led by influential people".
