Bahrain Propaganda 101: Bringing the "Right" Youth Delegation to Washington

Ebtisam Khalifa Bahar of Bahrain's Information Affairs Authority --- ostensibly in an "independent" youth delegation, organised by American PR firm Qorvis and sent to Washingon --- challenges activist Maryam Al-Khawaja


Earlier this month, a group of three young Bahrainis arrived in Washington to talk about reform in the small Persian Gulf nation, which has been rocked by Arab Spring protests for the last year. The delegation, including an NGO worker and a tech entrepreneur, both Western-educated, represented "the leading voice for change and reform" in Bahrain, as an email message from one of the group's representatives put it.

But these weren't leaders of the protest movement that has challenged the country's ruling Sunni monarchy. They were members of a "youth delegation" put together by a top American public relations firm, Qorvis, which has been working with Bahrain to shore up the country's image in the United States.

The youth delegation's modestly pro-reform message was mixed with sharp criticism of the opposition in Bahrain and complaints about negative media coverage in the U.S.

Bahrain Propaganda 101: What's the Latest from Regime's PR Firm Qorvis (Whitaker)

February has been a busy month for Qorvis, the American public relations firm hired at $480,000 a year to spruce up Bahrain's tarnished image.

For starters, there was the usual round of "good news" press releases to be churned out highlighting the kingdom's tolerance, its culture, its charitable work and, of course, its economic progress:

Bahrain Feature: The Regime's Public-Relations Army of US and British Consultants (Chan'ad Bahraini 2.0)

Bahrain’s embassy in Washington DC signed a contract with the DC-based Potomac Square Group on the 17th of February, three days after the start of the uprising. The firm is run by Chris Cooper, a former Wall Street Journalist reporter. He writes on his LinkedIn profile: "Clients include a foreign government seeking help in dealing with an internal crisis."

According to the US registration documents the embassy was to pay him $20,000 (plus expenses) for a month's worth of services (renewable).

Joe Trippi & Associates is a D.C.-based media firm headed by Democratic political strategist Joe Trippi (@JoeTrippi), who managed Howard Dean's 2004 U.S. presidential election campaign. He was hired some time before August by Dr. Saqer Al Khalifa on behalf of Bahrain's Ministry of Information.

According to the registration documents, Trippi is tasked with providing "strategic counsel" and assisting "with outreach to members of the media and non-governmental organizations." The documents don't mention how much the Bahrain government is paying for the services.

Bahrain Propaganda 101: The Regime and Its US PR Firm Spin the Election

Last week we noted how the Bahraini regime and Qorvis, the US public relations company working for it, were trying to get the right "news" into international media. We now have the latest effort, a "story" summarising events of the last two days under the headline, "Strong Election Vote in Bahrain".

The article, put out through PRNewsWire and posted below, re-presents the talking points put out by Bahrain's information agency (see today's LiveBlog), but the style is markedly different from the Bahraini official statements and their display in pro-regime media, for example, in this story from Manama Press. That indicates that the "news" in this case may have been written by the PR agency.

Bahrain Propaganda 101: How a US PR Firm Puts "News" in American Newspapers (Whitaker)

So what progress has Qorvis made so far towards rehabilitating Bahrain's repressive regime? 

The past week has brought a stream of press releases, all proclaiming good news about Bahrain and presumably drafted by Qorvis on the government's behalf:

  • Bahrain's Ambassador to the United States Acknowledges the Tenth Anniversary of September 11, Reaffirms Strong Bi-Lateral Ties (Sept 11)

  • Bahrain Prepares for the New Academic Year (Sept 9)

  • Bahrain's Government Continues to Move Forward With Reforms (Sept 8)

  • Bahrain Establishes National Audit Court to Combat Corruption (Sept 8)

  • Bahrain's National Dialogue Draws Support from Turkish President (Sept 7)

The basic message, then, is that Bahrain remains a steadfast ally of the United States, that it is pressing ahead with reforms as calm returns and (if we are to believe the Turkish president) is working for peace and stability in the Middle East.
