Yemen 1st-Hand: When the US Drones Attacked My Village (al-Muslimi)

If you live in Yemen, the golden rule is to expect anything any time. That, however, does not include expecting your hometown village — one of the most peaceful and beautiful places in Yemen — to be bombed. The peacefulness of such a place makes you believe that no one has ever heard of it, let alone that it is bombed by a US drone strike at night.

That, however, is the reason that I received many messages from villagers on my two cell phones last night.

Minister of Justice Ahmed Mekki has offered his resignation, a day after President Morsi had stated there would be a government reshuffle and two days after thousands of Islamist demonstrators calling for the "purging of the judiciary"

According to judicial sources, Mekki complained about the demonstrations in his resignation statement. He also condemned attempts, led by the Muslim Brotherhood's Freedom and Justice Party to amend the judicial authority law to decrease the retirement age of judges without taking their view on the issue.

The amendment would mean the forced retirement of more than 3,000 judges.

1805 GMT: Aid to Insurgents

US officials have said that Secretary of State John Kerry offered a package of up to $130 million in aid to insurgents at today's Friends of Syria meeting (see 1045 GMT).

The officials said the aid could include body armor, armored vehicles, night vision goggles, and advanced communications equipment.

Earlier this year at a Friends of Syria gathering, in the first US commitment of non-lethal aid, Kerry offered $60 million.

In a statement pointing to the seriousness of the financial crisis, Central Bank head Hesham Ramez has said that each day that goes by without international support adds more risk.

Ramez pointedly noted that a promised $3 billion investment from Qatar to buy bonds, promised earlier this month, has not arrived.

Egypt failed this week to complete a deal with the International Monetary Fund for a $4.8 billion loan.

The Central Bank head called on political groups to meet for dialogue, and said all attention should be placed on the economy so it can provide employment opportunities and confront poverty.

Iraq (and Beyond) Live: Dozens Killed in Suicide Bombing in Baghdad Cafe

0845 GMT: Up to 27 people have reportedly been killed and dozens more injured in a suicide bombing in a Baghdad cafe, according to a Ministry of Interior source.

The bomber walked into the popular Dubai Cafe, crowded with young people late Thursday, and detonated explosives.

With provincial elections scheduled this weekend, about 110 people have died in violence in the last five days.

The Dubai Cafe is on the third floor of a mini-mall in the predominantly Sunni neighbourhood of Amiriyah. An Islamic studies centre, affiliated with the Iraqi Islamic Party, part of the main Sunni political bloc, is located below.

The take-away lines: 1) the regime, unless there is significant pressure, will not carry out reforms; 2) the opposition --- some of which are inside the National Dialogue, some of whom are outside --- are too fragmented to exert this pressure; and 3) the international community, notably the US, will also not be exerting any influence to push the regime beyond the appearance of the Dialogue.

Since 1979 --- despite a mandate to operate outside politics, backed up by an injunction from Ayatollah Khamenei --- the Islamic Revolutionary Guard Corps and Basij have become increasingly active in the political sphere. They have interfered with the operation of free and fair elections under the guise of protecting the Revolution, they have subverted electoral law with impunity. On each occasion, their meddling has become more brazen and less furtive. These forces now make up a parallel government that works to control and subvert the democratic process.
