Mr Obama's War: Gareth Porter on the Afghanistan "Mini-Surge"

While the President has apparently drawn the line with the military, Porter warns, "Obama now faces the prospect that the Joint Chiefs will renew their support for McKiernan's request for the remaining 13,000 troops next month." And he has an analogy which is just short of terrifying:

'What is the End Game?': Why Obama Rejected a Bigger Surge in Afghanistan

President Barack Obama decided to approve only 17,000 of the 30,000 troops requested by Gen. David McKiernan, the top commander of U.S. and NATO troops in Afghanistan, and Gen. David Petraeus, the CENTCOM commander, after McKiernan was unable to tell him how they would be used, according to a White House source.

But Obama is likely to be pressured by McKiernan and the Joint Chiefs to approve the remaining 13,000 troops requested after the completion of an Afghanistan-Pakistan policy review next month.

Obama's decision to approve just over half the full troop request for Afghanistan recalls a similar decision by President Lyndon B. Johnson to approve only part of the request for U.S. troop deployments in a parallel situation in the Vietnam War in April 1965 at a comparable stage of that war. Johnson reluctantly went along with the request for additional troops within weeks under pressure from both the field commander and the Joint Chiefs of Staff.

The request for 30,000 additional troops, which would bring the U.S. troop level in Afghanistan to more than 60,000, had been approved by the Joint Chiefs of Staff as well as by Defense Secretary Robert Gates before Obama's inauguration. A front-page story in the Washington Post Jan. 13 reported that Obama was ready to "sign off" on the deployment request.

On Jan. 30 Adm. Mike Mullen, the chairman of the Joint Chiefs, said between 20,000 and 30,000 more troops would "probably" be sent to Afghanistan and the figure would "tend toward the higher number of those two."

But on Feb. 9, Mullen indicated that the Pentagon would soon announce that three brigades, or about 16,000 troops, would be deployed to Afghanistan in the coming months.

What had changed in the nine days between those two statements, according to a White House source, was that Obama had called McKiernan directly and asked how he planned to use the 30,000 troops, but got no coherent answer to the question.

It was after that conversation that Obama withdrew his support for the full request.

The unsatisfactory response from McKiernan had been preceded by another military non-answer to an Obama question. At his meeting with Gates and the Joint Chiefs of Staff at the Pentagon Jan. 28, Obama asked the Joint Chiefs, "What is the end game?" in Afghanistan, and was told, "Frankly, we don't have one," according to a Feb. 4 report by NBC News Pentagon correspondent Jim Miklaszewski.

Obama had also learned by early February that earlier assurances from Petraeus of an accord with Kyrygistan on use of the base at Manas had been premature, and that the U.S. ability to supply troops in Afghanistan would be dependent on political accommodations with Russia and Iran.

The rationale from the military leadership for doubling the number of U.S. troops in Afghanistan, even without a strategy or a concept of how the war could end, had been to "buy time" for an effort to build up Afghan security forces, as indicated by Mullen's Jan. 30 remarks.

The 17,000 troops, on the other hand, presented the upper limit of what Obama had pledged to add in Afghanistan during the campaign, according to Lawrence Korb of the Center for American Progress, who was an adviser to Obama.

Korb told IPS that Obama's decision not to wait until the key strategic questions were clarified before sending any more troops was based on the belief that he had to signal both Afghans and Pakistanis that the United States was not getting out of Afghanistan, according to Korb. "There are a lot of people in both countries hedging their bets," said Korb.

McKiernan reminded reporters Wednesday that the 17,000 troops represent only about two-thirds of the number of troops he has requested. That complaint suggested that he had been given no assurance that the remainder of the troops would be approved after the policy review.

The Wall Street Journal quoted an administration official Wednesday as saying that the troop authorization addresses the "urgent near-term security needs on the ground," but "does not prejudge or limit the options of what the [Afghanistan] review may recommend when it's completed."

Obama may have become more wary of getting mired down in an unwinnable war in Afghanistan, despite his strong commitment to increasing troops to Afghanistan during the campaign.

Former national security adviser Zbigniew Brzezinski, on whom Obama has reportedly relied for advice on foreign policy, told Sam Stein of the Huffington Post Wednesday, "We have to decide more precisely what is the objective of our involvement. Because we are increasingly running the risk of getting bogged down both in Afghanistan and in Pakistan in pursuit of objectives which we are lacking the power to reach."

Brezinzski said the administration needed "very specific, narrow objectives".

Korb told IPS that the policy review will deal with political-diplomatic as well as military policy issues, including the option of seeking to incorporate at least elements of the insurgents into the government through negotiations. He recalled that Afghan President Hamid Karzai has been advocating negotiations with the Taliban for two years.

Johnson's decision, like Obama's, was made against a background of rapid deterioration in the security situation, worry that the war would soon be lost if more U.S. troops were not deployed, and an unresolved debate over how the troops would be employed in South Vietnam. Some of Johnson's advisers still favored a strategy of protecting the key population centers, whereas the field commander, Gen. William Westmoreland, was calling for a more aggressive strategy of seeking out enemy forces.

Another parallel between the two situations is high-level concern that too many U.S. troops would provoke anti-U.S. sentiment. That was the primary worry of some of Johnson's advisers about the effect of deploying three divisions in South Vietnam.

Similarly, Gates said Dec. 14 he would be "very concerned" about deploying more than the 30,000 troops requested by McKiernan, because, "At a certain point, we get such a big footprint, we begin to look like an occupier." Gates repeated that point in Congressional testimony Jan. 27, in which he again stressed the failure of the Soviet Union with 120,000 troops.

McKiernan, on the other hand, said Wednesday, "There's always an inclination to relate what we're doing with previous nations," he said, adding, "I think that's a very unhealthy comparison."

Johnson was worried about sliding into an open-ended commitment to a war that could not be won. But two months later he gave in, against his better judgment, to a request from Gen. William Westmoreland, the commander in Vietnam, for "urgent reinforcements". The escalation of the war continued for another two years.

Obama now faces the prospect that the Joint Chiefs will renew their support for McKiernan's request for the remaining 13,000 troops next month. And if the full 30,000 troop increase proves to be insufficient, he is likely to face further requests later on for "urgent reinforcements."

Obama v. Petraeus, Round 3: The Battle over Iraq

Here we go. This morning we noted the President's jab at General David Petraeus, the US head of Central Command, discreetly telling the general that Obama would not rubber-stamp "surge" plans in Afghanistan and letting it be known that envoy Richard Holbrooke was the man with White House authority.

Hours later, we learn more about another ongoing Obama-Petraeus battle, this one over Iraq.

Three days ago we reported that, in response to President Obama's plans for a withdrawal of US combat troops within 16 months, the alternative timetables of 19 and 23 months were being reviewed. At the time, we also noted that one version had the military putting forth the timetables without Obama's knowledge; another that Obama had ordered a review of all three possibilities.

Now we have an explanation for what happens and, if true, it confirms the political manoeuvring and even duplicity --- which we have been noting for several days --- of Petraeus, General Raymond Odierno, the commander of US forces in Iraq, and US Ambassador to Iraq Ryan Crocker.

Gareth Porter reports that he was told by a military source, "We were specifically asked to provide projections, assumptions and risks for the accomplishment of objectives associated with 16-, 19- and 23-month drawdown options." Petraeus, Odierno, and Crocker had reached a "unified assessment" and had forwarded them to the chains of command.

However, a White House source told Porter, "The assessments of the three drawdown dates were not requested by the president. He never said, 'Give me three drawdown plans'." Obama asked for a review of the "pros and cons" of one and only one plan, the original proposal for withdrawal of all combat troops within 16 months.

Obama vs. The Generals: The Withdrawal from Iraq

We've noted since Day 2 of the Obama Administration the dispute between the President and the military over Obama's 16-month timetable for withdrawal of combat troops from Iraq. This is shaping up, however, to be more than a contest over Iraq policy; it could be a symbolic showdown of who calls the shots in Barack's White House.

Gareth Porter, one of the best investigative reporters around, has updated the story (the full article is reprinted below). General David Petraeus, head of Central Command, tried to back down Obama at a 21 January meeting, pushing a scheme to relabel US combat troops as "support troops". The President held firm: "He wanted [Secretary of Defense Robert] Gates and the military leaders to come back quickly with a detailed 16-month plan."



Petraeus was visibly unhappy when he left the meeting. Perhaps more significantly, military sources started spinning against the President. Retired General Jack Keane, a close ally of Petraeus, was telling news outlets on the evening of 21 January that Obama's plan would "increase the risk rather dramatically over the 16 months", jeopardising the "stable political situation in Iraq". Another Petraeus ally and his replacement as commander of US forces in Iraq, General Raymond Odierno, went as far as to give an interview to The New York Times, published on 29 January: "It might take the rest of the year to determine exactly when United States forces could be drawn down significantly."

According to Porter, the statements by Keane, Odierno, and other unnamed sources are only the beginning. A military network, "which includes senior active duty officers in the Pentagon, will begin making the argument to journalists covering the Pentagon that Obama's withdrawal policy risks an eventual collapse in Iraq".

Generals Seek To Reverse Obama's Iraq Withdrawal Decision

CENTCOM commander Gen. David Petraeus, supported by Defence Secretary Robert Gates, tried to convince President Barack Obama that he had to back down from his campaign pledge to withdraw all U.S. combat troops from Iraq within 18 months at an Oval Office meeting Jan. 21.

But Obama informed Gates, Petraeus and Joint Chiefs Chairman Adm. Mike Mullen that he wasn't convinced and that he wanted Gates and the military leaders to come back quickly with a detailed 16-month plan, according to two sources who have talked with participants in the meeting.

Obama's decision to override Petraeus's recommendation has not ended the conflict between the president and senior military officers over troop withdrawal, however. There are indications that Petraeus and his allies in the military and the Pentagon, including Gen. Ray Odierno, now the top commander in Iraq, have already begun to try to pressure Obama to change his withdrawal policy.

A network of senior military officers is also reported to be preparing to support Petraeus and Odierno by mobilising public opinion against Obama's decision.

Petraeus was visibly unhappy when he left the Oval Office, according to one of the sources. A White House staffer present at the meeting was quoted by the source as saying, "Petraeus made the mistake of thinking he was still dealing with George Bush instead of with Barack Obama."

Petraeus, Gates and Odierno had hoped to sell Obama on a plan that they formulated in the final months of the Bush administration that aimed at getting around a key provision of the U.S.-Iraqi withdrawal agreement signed envisioned re-categorising large numbers of combat troops as support troops. That subterfuge was by the United States last November while ostensibly allowing Obama to deliver on his campaign promise.

Gates and Mullen had discussed the relabeling scheme with Obama as part of the Petraeus-Odierno plan for withdrawal they had presented to him in mid-December, according to a Dec. 18 New York Times story.

Obama decided against making any public reference to his order to the military to draft a detailed 16-month combat troop withdrawal policy, apparently so that he can announce his decision only after consulting with his field commanders and the Pentagon.

The first clear indication of the intention of Petraeus, Odierno and their allies to try to get Obama to amend his decision came on Jan. 29 when the New York Times published an interview with Odierno, ostensibly based on the premise that Obama had indicated that he was "open to alternatives".

The Times reported that Odierno had "developed a plan that would move slower than Mr. Obama's campaign timetable" and had suggested in an interview "it might take the rest of the year to determine exactly when United States forces could be drawn down significantly".

The opening argument by the Petraeus-Odierno faction against Obama's withdrawal policy was revealed the evening of the Jan. 21 meeting when retired Army Gen. Jack Keane, one of the authors of the Bush troop surge policy and a close political ally and mentor of Gen. Petraeus, appeared on the Lehrer News Hour to comment on Obama's pledge on Iraq combat troop withdrawal.

Keane, who had certainly been briefed by Petraeus on the outcome of the Oval Office meeting, argued that implementing such a withdrawal of combat troops would "increase the risk rather dramatically over the 16 months". He asserted that it would jeopardise the "stable political situation in Iraq" and called that risk "not acceptable".

The assertion that Obama's withdrawal policy threatens the gains allegedly won by the Bush surge and Petraeus's strategy in Iraq will apparently be the theme of the campaign that military opponents are now planning.

Keane, the Army Vice-Chief of Staff from 1999 to 2003, has ties to a network of active and retired four-star Army generals, and since Obama's Jan. 21 order on the 16-month withdrawal plan, some of the retired four-star generals in that network have begun discussing a campaign to blame Obama's troop withdrawal from Iraq for the ultimate collapse of the political "stability" that they expect to follow U.S. withdrawal, according to a military source familiar with the network's plans.

The source says the network, which includes senior active duty officers in the Pentagon, will begin making the argument to journalists covering the Pentagon that Obama's withdrawal policy risks an eventual collapse in Iraq. That would raise the political cost to Obama of sticking to his withdrawal policy.

If Obama does not change the policy, according to the source, they hope to have planted the seeds of a future political narrative blaming his withdrawal policy for the "collapse" they expect in an Iraq without U.S. troops.

That line seems likely to appeal to reporters covering the Iraq troop withdrawal issue. Ever since Obama's inauguration, media coverage of the issue has treated Obama' s 16-month withdrawal proposal as a concession to anti-war sentiment which will have to be adjusted to the "realities" as defined by the advice to Obama from Gates, Petreaus and Odierno.

Ever since he began working on the troop surge, Keane has been the central figure manipulating policy in order to keep as many U.S. troops in Iraq as possible. It was Keane who got Vice President Dick Cheney to push for Petraeus as top commander in Iraq in late 2006 when the existing commander, Gen. George W. Casey, did not support the troop surge.
It was Keane who protected Petraeus's interests in ensuring the maximum number of troops in Iraq against the efforts by other military leaders to accelerate troop withdrawal in 2007 and 2008. As Bob Woodward reported in "The War Within", Keane persuaded President George W. Bush to override the concerns of the Joint Chiefs of Staff about the stress of prolonged U.S. occupation of Iraq on the U.S. Army and Marine Corps as well its impact on the worsening situation in Afghanistan.

Bush agreed in September 2007 to guarantee that Petraeus would have as many troops as he needed for as long as wanted, according to Woodward's account.

Keane had also prevailed on Gates in April 2008 to make Petraeus the new commander of CENTCOM. Keane argued that keeping Petraeus in the field was the best insurance against a Democratic administration reversing the Bush policy toward Iraq.

Keane had operated on the assumption that a Democratic president would probably not take the political risk of rejecting Petraeus's recommendation on the pace of troop withdrawal from Iraq. Woodward quotes Keane as telling Gates, "Let's assume we have a Democratic administration and they want to pull this thing out quickly, and now they have to deal with General Petraeus and General Odierno. There will be a price to be paid to override them."

Obama told Petraeus in Baghdad last July that, if elected, he would regard the overall health of the U.S. Army and Marine Corps and the situation in Afghanistan as more important than Petraeus's obvious interest in maximising U.S. troop strength in Iraq, according to Time magazine's Joe Klein.

But judging from Petraeus's shock at Obama's Jan. 21 decision, he had not taken Obama's previous rejection of his arguments seriously. That miscalculation suggests that Petraeus had begun to accept Keane's assertion that a newly-elected Democratic president would not dare to override his policy recommendation on troops in Iraq.
