Iran Feature: Challenging the Plans for the "National Internet" (Arseh Sevom)


A brief summary of the state of the project:

  • Construction of a national internet continues. If anything, the regime is even more dedicated to its implementation given recent proclamations from the Supreme Leader;
  • It seems clear that Iran has been getting outside support for the development of its national internet;
  • Many inside Iran have begun receiving text messages urging them to register for IranMail (http://mail.iran.ir/register/?module=new). Registration requires the use of a valid national identification number;
  • Bloggers and owners of websites are being forced to register with a national system;
  • NGOs are now being asked to register with a national network;
  • Internet bandwidth is controlled by the state;
  • Five million sites are blocked;
  • Twenty-nine netizens have been arrested and some are facing the death penalty;
  • Justifications for Iran’s construction of a national internet are the need for “national security,” echoing the justifications for surveillance given by democratic governments.

2025 GMT: Ahmadinejad Watch. On a slow political day, both the pro-Ahmadinejad IRNA and Fars give top billing to the President's appearance at the commemoration of the 13th-century poet Saadi. Ahmadinejad told the audience that the poems "reflect the recommendations and instructions of divine prophets for a happy life".

1425 GMT: Oil Watch. Additional notes on a busy day on the oil front....

Minister of Oil Rustam Qassemi has warned that an agreement for a Chinese firm to develop a phase of the giant South Pars oil and gas field could be cancelled, giving Beijing one month to resume activity.

Our colleagues at Arseh Sevom, a non-governmental organisation promoting civil society in Iran, bring us their weekly review of developments within the country:

Butcher of the Press leaves…Not!

Regular readers of Arseh Sevom’s weekly review won’t be surprised to find that former Tehran prosecutor, Saeed Mortazavi, is topping headlines once again. This time with rumors of his resignation after a contested promotion to director of the biggest financial holding organization in Iran, Social Security Organization [Sazman-e Tamin-e Ejtema’ie].

Mortazavi is no stranger to controversy and condemnation. After the 2009 demonstrations against the flawed presidential elections, he was summoned for a hearing in connection with  atrocities that occurred at Kahrizak prison. Dismayed parliamentarians threatened that his promotion, instead of punishment, would mean the impeachment of his boss, the Minister of Labor.

Iran Special: Why Both Sides Shifted in Nuclear Talks --- And What Comes Next (Dalton)

Each side moved some way. Earlier each had escalated in the hope of bringing extra pressure to bear to shift any negotiations their way. The Iranians started 20% enrichment, and then moved it from exposed Natanz to safer Fordow, underlining the perils for the Six in delaying a move to a more flexible and hence constructive position. And ever-tighter financial sanctions and the partial oil embargo appear to have led Iran to moderate its defiance and allow itself the option of a change of policy.

It will be tough turning these preliminary moves into a deal. The first requirement for the Six is to recognize in practise that distrust is two-way. They must be seen to negotiate in good-faith on nuclear issues and not to hold regime change up their sleeves.

Iran Special: How the Myth of the Green Movement and "Regime Change" Was Created

Three weeks ago, the Iranian site Khabar Online published an extended interview with Alireza Marandi --- the physician who returned from the US to become the Islamic Republic's first Minister of Health, a minister under Prime Minister Mir Hossein Mousavi in the 1980s, and now a prominent MP from Tehran. While his name may not be well-known in the "West", Marandi's record and his "straight shooter" reputation make him a bastion of the establishment --- so when he speaks, the words carry weight.

The discussion is an extended denunciation of Mousavi, both in the 1980s and during the 2009 Presidential election. In that sense, with the former Presidential candidate now entering his 15th month of strict house arrest, it is far from surprising.

But amidst the damning of the Green Movement's figurehead, one passage deserves a feature. For Marandi's explanation of why Mousavi turned in 2009 from candidate to the would-be mastermind of "regime change" reveals how the myth was spread that Iran's protesters were merely the puppets of the "West" and the "seditious elements" within the Islamic Republic.

Iran Feature: The Week in Civil Society --- The Regime's Attack on Publishers (Arseh Sevom)

The Islamic Republic’s clash with private publishers has reached alarming levels. According to a recent report in Kalemeh, authorities have warned active publishers that they are working “due to the benevolence” of officials and “had they wanted to punish all offending publishers, many more of their publishing houses would have been closed". The closures are reportedly part of an organised attempt by the state to intentionally cause a crisis in this sector and further weaken it.

Some have expressed concern that the publishing guild is insufficiently strong to defend its members from government pressure.

Iran Special: Spreading (and Understanding) Nuclear Confusion in Tehran

UPDATE 1000 GMT: State news agency IRNA announces that the Islamic Republic and the 5+1 Powers (US, UK, France, Germany, Russia, and China) have agreed to the opening round of nuclear talks in Istanbul on Saturday, followed by a second round of talks in Baghdad.

IRNA says the compromise between the US-European choice of Istanbul and Iran's preference for Iraq was agreed between Saeed Jalili, the Secretary of the Supreme National Security Council, and the European Union's foreign policy representative Catherine Ashton. It claims the Supreme National Security Council confirmed the arrangement in a meeting this morning.

According to IRNA, the date of the Baghdad talks will be announced at the end of the Istanbul discussions.

The Latest from Iran (7 April): Nuclear Confusion

1435 GMT: The Battle Within. Mehr reports that President Ahmadinejad has again refused to attend a meeting of the Expediency Council, chaired by his political rival Hashemi Rafsanjani.

1400 GMT: All-is-Well Alert. Iranian officials assert that Tehran's non-oil exports rose 29% to nearly $44 billion in the year to mid-March, with a further $4.2 billion for technological services.

Almost all of the increase came from petrochemical products and gas condensates, according to the customs offices. The two products have risen in value because of higher oil oil prices.

The export of petrochemicals rose 55% to $15 billion, and that of gas condensates by 36 percent to $10 billion.

China, the United Arab Emirates --- which is the hub for the re-export of goods to Iran --- Iraq, and India were the main customers for non-oil goods.

1845 GMT: All the President's Men. Mohammad Dehghan, a member of the Presiding Board of Parlament, has declared that if the Arbitration Council asks Saeed Mortazavi --- the Presidential aide recently named head of the Social Security Fund --- to resign, he must do so.

Mortazavi's appointment has been challenged because he was the Tehran Prosecutor General during the abuses and killings at the Kahrizak detention centre in summer 2009.

Dehghan and other MPs have called for the impeachment of Minister of Labor Abdolreza Sheikholeslami, who has supported Mortazavi, if the Presidential aide does not stand down.

1815 GMT: Rafsanjani Watch. Just to drive the point home, Ayatollah Ahmad Khatami said in Tehran Friday Prayers, "[Making decisions on] the case of the U.S. falls within the authority of the Supreme Jurisprudent [Supreme Leader], and no person is in a position to express views in this regard and take action. I believe those who think that we should negotiate with the leading (member) of the (global) arrogance, namely the U.S., either have a simplistic view or have been intimidated.”
