Hillary Clinton on Al-Jazeera: "Stop the Settlement Construction."

On Friday, we noted the aftermath of the Obama-Netanyahu meeting in Washington, with an emerging Israeli attempt to undermine a "grand design" by the US for the Middle East. More specifically, the two countries are at odds over the expansion of Jewish settlements in the West Bank.

This is the interview that Secretary of State Hillary Clinton gave to Al-Jazaeera on Tuesday, where her assurance that Hamas remained on the outside of the process sat alongside her denunciation of the setttlements:.

QUESTION: Madame Secretary, thanks for your time, first of all, for talking to this program on Al-Jazeera.

The meeting yesterday between President Obama and the Israeli Prime Minister Benjamin Netanyahu, after the meeting, President Obama could not have made it any clearer that he wanted a two-state solution. On the other hand, Prime Minister Netanyahu sort of danced around the issue without using the terminology, which has raised concerns in the Arab world. How concerned are you about the fact that he didn’t actually mention once “two-state solution”?

SECRETARY CLINTON: Well, this is the beginning, and we see this as an intensive period of our outreach and of our frankly laying out what we want to see happen. You rightly point out that the President underscored our commitment to a two-state solution and also called for a stop to the settlements. We have made that very clear. I reinforced that last night at a dinner that I hosted for Prime Minister Netanyahu.

Now the hard work starts. But I think it is significant that the Obama Administration is not waiting. We are starting this intensive engagement right now, very early in our Administration. We have consulted broadly already. Both George Mitchell and I have spoken with many Arab leaders, as well, of course, with the Palestinians and the Israelis. And we are determined to forge ahead on what we believe is in the best interests of the Israelis, the Palestinians, the larger region, and the world, as well as what we think is right. And the President – our President has often said, “Judge us on our actions, not our words.” But his words were very strong, and now we intend to match those words with our actions.

QUESTION: Madame Secretary, when President Obama yesterday talked about the issue of settlements and he said that he wanted the Israelis to freeze the building on the West Bank, does that mean that he wants the settlements, the existing settlements, to be rolled back to the 1967 border, specifically?

SECRETARY CLINTON: Well, there are two pieces to that question. First, we want to see a stop to settlement construction, additions, natural growth – any kind of settlement activity. That is what the President has called for. We also are going to be pushing for a two-state solution which, by its very name, implies borders that have to be agreed to. And we expect to see two states living side by side, a state for the Palestinians that will be sovereign and within which the Palestinians will have the authorities that come with being in charge of a state with respect to such activities as settlements. So it’s really a two-step effort here. We want to see a stop now, and then, as part of this intensive engagement that Senator Mitchell is leading for us, we want to move toward a two-state solution with borders for the Palestinians.

QUESTION: Madame Secretary, on the issue of the division, the split within the Palestinian body, Fatah and Hamas, can you envisage a scenario where you would be able to achieve a two-state solution without talking in some way, in some form, to Hamas?

SECRETARY CLINTON: I believe that Hamas has to comply with not only the Quartet principles but the underlying principles of the Arab Peace Initiative. You cannot expect either Fatah or the Israelis or Arabs who wish to see this matter resolved, with a two-state solution, to work with a group that does not believe in the outcome of these efforts. And in any peace negotiation that I’m aware of anywhere in the world, groups that are resistance groups, insurgent groups, guerilla groups, when they come to the peace table have to commit to peace. And we would expect Hamas to recognize Israel’s right to exist, to renounce violence as the way to the achievement of a homeland for the Palestinian people, and to recognize the prior agreements that have been entered into by the Palestinians either through the PLO or the PA.

I think that’s an incredibly reasonable request. Now, it is truly up to Hamas. The unity efforts that Egypt has been leading have been difficult because, clearly, there are very strongly divergent opinions that are being expressed. My hope is that I will see, you will see Palestinian children in their own state having a chance to lead normal lives, being given the opportunity to fulfill their own God-given potential, to get an education, to get the healthcare they need, to have good jobs and pursue their dreams. I don’t want to see them consigned to years more of conflict that just destroys that future.
And I think we have an opportunity now. We have a President of the United States who has already reached out and said here is what I’m committed to doing. I am committed. We have a team in this Administration, and we are looking for partners. We think that the Palestinian Authority is ready to be a partner. We believe through our efforts we will get the Israelis to make the kind of commitment to a two-state solution that is absolutely necessary. We know that many leaders in the Arab world see this in a different way, as the Arab Peace Initiative suggests. So let’s try to bring people to that recognition, and that includes Hamas.

SECRETARY CLINTON: I appreciate the opportunity to provide some information about what our government and the people of the U.S. are doing with respect to the humanitarian crisis that is affecting Pakistan.

The last time I was in this room, on May 6th, I spoke about the United States' commitment to stand by Pakistan's people and the democratically elected government as they work to restore security in their country. And President Obama is determined to match our words with our actions, because Pakistan's government is leading the fight against extremists that threaten the future of their country and our collective security.

At the same time, though, Pakistan is facing a major humanitarian crisis. Approximately 2 million people have fled their homes, and Pakistan's government, their military, and relief organizations are working to meet the needs of these displaced persons. So many are finding refuge with family members, or in schools or mosques; they are relying on the generosity of relatives and friends. And I'm confident that Pakistan's institutions and citizens will succeed in confronting this humanitarian challenge if the international community steps up and provides the support that is needed.

So today I am announcing that the people of the United States are responding to a request for assistance from the government of Pakistan with more than $100 million in humanitarian support. Now, this money comes on top of almost $60 million that the United States has provided since last August to help Pakistanis who have been affected by the conflicts, and in addition to the other funding for Pakistan that we are already seeking from the Congress.

Providing this assistance is not only the right thing to do, but we believe it is essential to global security and the security of the United States, and we are prepared to do more as the situation demands.

The United States has a history of working with the Pakistani authorities to alleviate suffering. When an earthquake struck the country in 2005, we moved quickly to assist. Altogether, the United States has provided more than $3.4 billion since 2002 to alleviate suffering and promote economic growth, education, health and good governance in Pakistan.

A U.S. Disaster Assistance Response Team -- a so-called DART team -- and embassy personnel from our embassy in Islamabad are on the ground working with and supporting Pakistani authorities in evaluating needs for shelter, food, health, water and sanitation services. And supplies from the U.S. are already flowing to Pakistan. USAID's Office of Foreign Disaster Assistance has delivered 30,000 family relief kits, 5,000 tents, FM radios, and generators to provide both light and water.

At the request of the government of Pakistan's special support group, the U.S. military is providing water trucks, halal MREs, and large tents within environment units for hot weather.

At the same time, one of our guiding principles of this assistance package is that it should be more than just the delivery of supplies. It should also be an investment in the people and the economy of Pakistan. So a significant portion of our pledged food aid will go to buy Pakistani grain in local markets, taking advantage of the country's bumper crop of wheat. And we will work to create quick-impact job programs that will put Pakistanis to work, making supplies that will help their countrymen who have been forced to flee the fighting. Our approach to the aid reflects our conviction that all Pakistanis have a stake in resolving this crisis.

In addition to supporting the work of Pakistan's democratically elected government, we are coordinating closely with the United Nations and the International Committee of the Red Cross. And we appreciate the work that U.N. agencies, the ICRC, and nongovernmental organizations are already doing.

The United States is also deploying new tools to meet these challenges. We are working to support the Pakistani government in launching a text-messaging system that will alert local communities to assistance efforts and will help family members keep in touch.

We have been hard at work in this area for a number of weeks, looking for ways that we can get communications directly to people on the ground. And we know that a lot of the Pakistanis who are being displaced by the conflict have cell phones. So we're going to try to reach directly to them, not only to give them information that will be of assistance to them, but also to provide a way of connecting them up with other people, with the military, with the governing authorities.

Now, Americans can use technology to help, as well. Using your cell phones, Americans can text the word "swat" -- to the number 20222 and make a $5 contribution that will help the U.N. High Commissioner for Refugees provide tents, clothing, food, and medicine to hundreds of thousands of affected people. And before I came over here, we did that in the State Department. So we are making some of the first donations to this fund.

President Obama and I hope that individuals who have fled the conflict will be able to return home quickly, safely, and on a voluntary basis. Some have already gone back to their communities. And as they do, the United States stands ready to help Pakistan's government support displaced persons as they rebuild their lives.

But as long as this crisis persists, our assistance will continue. We face a common threat, a common challenge, and now a common task. And we know that the work ahead is difficult, but we have seen an enormous amount of support and determination out of the Pakistani government, military, and people in the last weeks to tackle the extremist challenge. And we're confident that with respect to the humanitarian challenge the people of Pakistan and their government, as well as the international community, can come together and forge not only the assistance that is needed, but stronger bonds for the years ahead.

So I'd be happy to answer any of your questions.

QUESTION: Madam Secretary, how much of this money goes directly to U.S.-run programs that are there where it's sort of the U.S. is in charge of how the money gets disseminated, and how much of it goes to the Pakistani government? And then can you also talk about President Clinton's role with Haiti?

SECRETARY CLINTON: Well, with respect to the money, the money is going primarily to international assistance efforts that the United States is deeply involved in supporting and helping to coordinate. The top United Nations disaster experts are either on the ground or shortly will be on the ground. We also have a very good working relationship with the Pakistani military coming out of our earthquake experience with them. And we believe that the person who's been put in charge, who was in charge of the earthquake relief, is especially well suited for that.

So we're going to be providing a lot of in-kind contributions and we're going to be providing financial support to multilateral organizations and NGOs. And as I said, we're going to try to be creative in buying locally produced goods and labor, so that the people of Pakistan have a stake in solving this humanitarian crisis. So it's a multitude of approaches, Chuck, and we think that's the smartest way to go.

QUESTION: But not much of it actually goes directly to the government?

SECRETARY CLINTON: No.

QUESTION: It's just mostly -- okay.

SECRETARY CLINTON: Yes, yes, that's right.

Well, with respect to Haiti, we're very pleased that the United Nations is taking such an affirmative role in trying to assist the people of Haiti. They have not yet recovered from the four hurricanes of last year. This is a high priority not only for the U.N., but also for the Obama administration. And we think that Ban Ki-moon has chosen a high-profile envoy to raise the visibility of the needs of the people of Haiti. And it's the kind of partnership that we're looking for across the board.

We had already begun putting a team together, led by my Chief of Staff and Counselor, Cheryl Mills, to harness the support of the United States government to assist Haiti. And this is going to be an added bit of leverage and focus for us that we can all work on together.

QUESTION: Thank you, Madam Secretary. How much money do you expect to raise through these $5 increments from text messages? And can you really improve the situation in the Swat Valley at $5 increments? And secondly, what does the United States expect in return for this $100 million?

SECRETARY CLINTON: Well, I think we can do a lot to improve the conditions of the displaced people coming out of the conflict areas. I'm hoping that we'll have a big response to the text messaging. Just think if a million people in the United States gave at least $5, that's $5 million. And that would be a significant contribution from ordinary citizens, just people who care about what's happening.

We're enlisting the Pakistani American communities. One of the results of our trilateral meetings has been a commitment to help assist Pakistani Americans to establish a 501(c)3 that will solicit contributions from the Diaspora, and then be able to provide that money for this kind of assistance.

So I think it's important on the financial front, but equally important is enlisting people-to-people diplomacy and assistance, which is something that we believe very strongly in. We don't want this just to be government to government. We want Americans weighing in to try to help, and we think this does that.

What we're looking for is what we're seeing, the kind of commitment from the Pakistani government and the military to go after the extremists who threaten the safety and security of Pakistanis and of the nation. And I've been encouraged by the very strong positions that have been taken across the political spectrum in support of the military actions. And that's why it's important that we step up now and help on the humanitarian front.

QUESTION: What assurance do you have that our assistance will not go to expand their nuclear power and arsenal? And what brought it center stage? We've been helping Pakistan for years and years and years, poured a lot of money into it. Why now -- I mean, I don't say why now -- I know the challenge of extremists. But what is it that that has been broken down?

SECRETARY CLINTON: Well, first I have to say how honored I was to share the podium and the stage with Helen Thomas last week at the NYU graduation ceremonies -- (laughter) -- where we were both given honorary degrees, and in Yankee Stadium, which was a pretty exciting experience.

You know, Helen, I think that it is fair to say that our policy toward Pakistan over the last 30 years has been incoherent. I don't know any other word to use. We came in in the '80s and helped to build up the Mujahideen to take on the Soviet Union in Afghanistan. The Pakistanis were our partners in that. Their security service and their military were encouraged and funded by the United States to create the Mujahideen in order to go after the Soviet invasion and occupation.

The Soviet Union fell in 1989, and we basically said, thank you very much; we had all kinds of problems in terms of sanctions being imposed on the Pakistanis. Their democracy was not secure and was constantly at risk of and often being overtaken by the military, which stepped in when it appeared that democracy could not work.

And so I think that when we ask that question it is fair to apportion responsibility to the Pakistanis, but it's also fair to ask ourselves what have we done and how have we done it over all of these years, and what role do we play in the situation that the Pakistanis currently confront.

I believe that what President Obama is doing with our new approach toward Pakistan is qualitatively different than anything that has been tried before. It basically says we support the democratically elected government, but we have to have a relationship where we are very clear and transparent with one another; where we have the kind of honest exchanges that have come out of our trilateral meetings, where we're sitting across the table and we're saying, what do you intend to do about what we view as an extremist threat to your country, which by the way, also threatens us.

And so in the last week I think we've seen an answer, which is very encouraging. And, therefore, it is our responsibility to support the democratically elected government, to be a source of advice and counsel where requested, but also to step in with aid that can try to make this government as successful as possible in delivering results for the people of Pakistan. That's what we are engaged in.

Now, we're doing this because we believe that the future of Pakistan is extremely important to the security of the United States. If we did not believe that I wouldn't be standing here, the President would not be directing us.

QUESTION: Why do you believe that?

SECRETARY CLINTON: Well, because we think that the advance of extremism is a threat to our security; that al Qaeda and their extremist allies are intent upon attacking not only our friends and allies in places like Pakistan and Afghanistan, but our homeland and American citizens and interests around the world. And as the President has said, our goal, coming out of our strategic review of Afghanistan and Pakistan, was to defeat and disrupt and dismantle the al Qaeda network.

We have seen al Qaeda driven out of Afghanistan to find refuge in the mountains of Pakistan. I don't think anyone doubts their continuing efforts to plot against us. They have not given up on their desire to inflict damage, harm and murder on the United States of America. That is how we in this administration view the threat coming from al Qaeda and their allies. We have walked away from Pakistan before, with consequences that have not been in the best interests of our security, and we are determined that we're going to forge a partnership with the people of Pakistan and their democratically elected government against extremism -- and that's what we're pursuing.

QUESTION: So what is the U.S. role, actually? Is it just transferring money, or is there also going to be a physical presence on the ground, and in particular, any boots on the ground in Pakistan to deliver this aid?

SECRETARY CLINTON: Chip, we're doing what the Pakistan has requested of us. Obviously our military will be delivering a lot of these supplies, but they'll be handing them off to the Pakistani military and to the relief groups, both international and non-governmental organizations. And we think that's the appropriate way to proceed.

We were very pleased that the government appointed General Nadeem Ahmad to head up these efforts, because he directed civilian relief efforts after the earthquake of 2005. He was extremely capable and produced positive results, and where necessary asked for help not only from the United States but from other international groups. And that's what we're expecting will happen this time.

QUESTION: Do you have any idea what the numbers of military would be involved in this? And is there any danger that they could get caught in the crossfire here?

SECRETARY CLINTON: No, no. We are not engaged in any military action whatsoever, and we are not engaged in the delivery of any civilian relief. We are there to facilitate the Pakistani military and the international and NGO relief agencies to be able to do that.

QUESTION: Thank you. Madam Secretary, are you worried the Pakistanis might abandon the fight against the Taliban without this aid? And is the lack of this kind of aid, in your opinion, the reason that former President Musharraf did not prosecute the war against the Taliban as efficiently as the current government?

SECRETARY CLINTON: You know, Wendell, I can't speculate on why former President Musharraf did what he did while he was in power. I just know that at the end of his time in office, the extremists had found safe havens in Pakistan and were stronger than they had been when he came into office, in terms of their willingness to make alliance with al Qaeda as part of what we view as a terrorist network -- a syndicate, if you will.

But what I do believe is that the current democratically elected government and the opposition has recognized the serious threat posed by the Taliban's advance out of their usual territory, moving closer and closer to Islamabad. And I am very encouraged by the comments that the Prime Minister has made, that opposition leaders like former Prime Minister Sharif has made. There is a real national mood change on the part of the Pakistani people that we are watching and obviously encouraged by. And I think it has to do with a recognition that this is no longer about a part of their country that seems quite distant from population centers, like Lahore or Islamabad or Karachi. That this is a potential direct threat to their way of life in Pakistan.

The beating of the young woman that was videotaped had an electric effect on people throughout Pakistan. I've talked to a number of Pakistanis and Pakistani Americans who said, "We were shocked by that." You know, sometimes it just takes a visual image or an act to break through your everyday concerns about the economy and politics as usual, and I think that's happened in Pakistan.

The humanitarian relief is the right thing to do, no matter what the politics. People are in need, they're having to leave their homes and their possessions. We hope that they'll be able to return home quickly if the military not only clears the Taliban from their communities but also holds that ground with a combination of military and policing forces.

But this is a tough battle and I don't think anybody should underestimate how difficult it is for the Pakistani military to wage this battle in very challenging terrain. I don't know how many of you have either flown over or visited that terrain, but this is hard. And that's why what the Pakistanis are doing now deserves our full support. They're doing it. And we're encouraging them to do it because we think it's in their interests, but we also believe it's in the interests of our long-term struggle against extremism and, in particular, the al Qaeda network.

That US Strategy in Pakistan: A Bit of Money for Two Million Refugees

pakistan-refugees1Yesterday afternoon I drafted the passage, for an article for an electronic journal:

Even if one credited Obama's general proclamation of “a comprehensive strategy that doesn’t just rely on bullets or bombs, but also relies on agricultural specialists, on doctors, on engineers", military tactics undercut rather than supported that conception. In US-backed operations, civilians --- if they are recognised by Washington --- are offered not progress but sacrifice. As I write, up to 75 percent of the 1.3 million residents of Pakistan's Swat Valley are now refugees.

I have to make a revision to that paragraph: the latest estimates are that 2 million people, in and beyond the Swat Valley, have been displaced. However, my general point was powerfully endorsed by US Secretary of State Hillary Clinton.

Clinton, in a press briefing, pledged $110 million in US funds ($100 million from the State Department and $10 million from the Department of Defense) for "this major humanitarian crisis". She added, "Providing this assistance is not only the right thing to do, but we believe it is essential to global security and the security of the United States, and we are prepared to do more as the situation demands."

So let me get this straight. The Pakistani military, pushed by the US Government, launches operations that prompt 2 million people to flee --- an exodus rivalled in Pakistan's history only during the 1948 partition from India --- but this forced homelessness becomes an example for the "civilian-led" dimension of the Obama Administration's strategy? Strikes me that is akin to the arsonist proving his merits by offering a few blankets after the fire has been set.

Of course, this crisis is not just a one-way affair: the Taliban's activities have also prompted residents to hide or take flight. And the crisis is mitigated, if you can mitigate the indefinite loss of a home, because an estimated 90 percent of the displaced are staying with families and friends rather than in camps.

I am still not convinced, however, that the 2 million will be testifying to Washington's long-term aim of economic progress and security if and when they hear Clinton's words about the power of US benevolence and technology:

The Obama Administration, trying to sell its foreign policy, especially on Afghanistan and Pakistan, is making a big effort to raise the profile of National Security Advisor James Jones. There were puff pieces in The New York Times and The Washington Post earlier this week, and Jones showed up on "This Week" on ABC Television this morning. Nothing much new in the interview, but interesting to see Jones being promoted alongside Secretary of State Hillary Clinton and Secretary of Defense Robert Gates.


GEORGE STEPHANOPOULOS: Hello again, and happy Mother’s Day to all of the moms watching. We’re going to begin with a Sunday first.

General James Jones, welcome to THIS WEEK, your first appearance as national security adviser.

JONES: Exactly. Thank you.

STEPHANOPOULOS: You all had a busy week this week. The heads of Afghanistan and Pakistan came here to the United States to meet with the president -- to meet with the president’s entire team.

And you seemed to be on the same page, yet after the meetings, the president of Afghanistan, Hamid Karzai, said that all air strikes -- all American air strikes in Afghanistan must end. Will the U.S. comply with that demand?

JONES: Well, I think that we’re going to take a look at trying to make sure that we correct those things we can correct, but certainly to tie the hands of our commanders and say we’re not going to conduct air strikes, it would be imprudent.

That’s part of the combined arms package and so we probably would not do that. But we are going to take very seriously the -- and redouble our efforts to make sure that innocent civilians are not killed.

STEPHANOPOULOS: Does President Karzai understand that you’re not going to comply with that demand? And what do you expect his reaction to be?

JONES: Well, I think he understands that we have to have the full complement of our offensive military power when we need it. We have to -- we can’t fight with one hand tied behind tied behind our back.

But on the other hand, we have to be careful to make sure that we don’t unnecessarily wound or kill innocent civilians. But the other side of the coin is that it -- what makes it difficult is the Taliban, of course, not playing by the same rules.

They’re using civilians as shields. So we have to take a look at this, make sure that our commanders understand the -- you know, the subtleties of the situation, the complexity of it, and do the right thing.

So it’s a difficult problem, but it’s not unsolvable.

STEPHANOPOULOS: President Karzai also said while he was here that he believes Osama bin Laden is alive. Yet President Zardari of Pakistan says he thinks bin Laden is dead.

What is the best U.S. intelligence right now?

JONES: I think the best intelligence is that we gauge our reaction based on what intelligence we have. And it is inconclusive. Secondly, we wait and see how long it has been before we’ve seen him actually make a statement, release a video, and make our judgments on that.

The truth is, I don’t think anybody knows for sure.

STEPHANOPOULOS: Well, let me ask you about that, because we saw some audio tapes from Osama bin Laden in both January and March of this year, and it’s my understanding that U.S. intelligence thought that those were authentic.

JONES: Mm-hmm.

STEPHANOPOULOS: So what has changed since then to make the intelligence inconclusive?

JONES: Well, as of March, they thought it was authentic, but we don’t have any firm information that says that that has changed one way or the other. So I think we’ll just continue to press on and we’ll see what happens there.

STEPHANOPOULOS: What does your gut tell you?

JONES: I -- my gut -- I would like to know conclusively if that’s not the case. And I think we have that evidence.

STEPHANOPOULOS: Does it matter any more if he’s dead or alive?

JONES: I think it matters symbolically to the movement, for sure. But it’s clear that that movement has been resilient in replacing their leaders as quickly as we are able to capture or eliminate them.

But I think symbolically it would be a very big thing if he weren’t.

STEPHANOPOULOS: Let me ask you about Vice President Cheney, he has been something of a media tour lately. And the big point he is making is that the Obama administration actions, repealing some of the Bush administration counterterrorism policies, announcing you’re going to close Guantanamo, ending enhanced interrogation techniques are all putting America at risk of another attack.

Now that is a serious charge coming from a former vice president. What’s your response?

JONES: Well, I would take issue with some of those allegations. And I think, frankly, in the Bush administration there wasn’t complete agreement with the vice president on that score.

The truth of the matter is that the Obama administration inherited a situation at Guantanamo that was intolerable. There are only two people had been - who had entered a plea, they both had been released with time served. Hundreds of people went through Guantanamo and were released. Many of those are back on the battlefield right now waging war against us again.

The Obama administration has put a stop to that temporarily as you know. We do have some decision points coming up. The president is absolutely committed to making sure that we recognize the rule of law principle, we don’t make America less safe and that we continue to try to find the right balance in what could be a multi-layer approach.

STEPHANOPOULOS: I want to get to more on Guantanamo in a second but let me just press this one more time. The vice president, former vice president says the Obama administration is putting America at risk of another attack.

JONES: Oh, I don’t believe that.

STEPHANOPOULOS: That’s clear enough. Let me ask you more about Guantanamo, then. Because the Congress has sent several more strong messages to the administration about Guantanamo this week. The chairman of the House Appropriations Committee, David Obey, did not include the money for closing Guantanamo in his war spending bill and Republican leaders in the Congress have mounted a campaign against bringing any of the detainees from Guantanamo into the United States. Here’s Senator Kit Bond.

SEN. CHRISTOPHER S. BOND, R-MO.: Whether these terrorists are coming to prison in Kansas or a halfway house in Missouri or any other state, I can tell you this. Americans don’t want these terrorists in their neighborhoods.

STEPHANOPOULOS: In fact, the Republican leadership has introduced legislation called the Keep Terrorists Out of America Act which would require approval from both the governor and the state legislature of a state before any detainees can be brought in. What does the administration think of that legislation?

JONES: Well, the first think I would say about that is there has been no decision taken. This is an issue that we are - the president is studying but absent the final determination this is all speculation.

STEPHANOPOULOS: But you have determined - you don’t know exactly how but because we’re asking other countries to take detainees, that we’re probably going to have to take some as well. Secretary Gates said that to the Congress this week.

JONES: We’re going to have to figure that out and those discussions are currently under way so it would be premature to comment on what the president might or might not do at this particular point.

STEPHANOPOULOS: But how about the legislation? They are saying before anyone comes back, a governor and a state legislature must approve. Do you have any problems with that?

JONES: Well, we’ll take that under advisement. These are near term subject that are currently being discussed and that is going to have to be one of the decision points and one of the discussions that we’ll have on this issue but it hasn’t been determined yet.

STEPHANOPOULOS: This - I’m just a little confused on that because Secretary Gates did say a couple of things when he testified this week. He did say that some would have to be brought into the United States. He said there’s this problem of 50 to 100 detainees who can’t be tried and can’t be released and we’re going to have to find a way. In fact, the Pentagon is looking into building a prison.

You’re saying now you’ve already made the threshold decision that some detainees are going to have to come to the United States.

JONES: Well, if you’re going to ask other to take some, you’re going to have to figure out how you’re going to have to do that and that’s where we are right now. No decision has been taken as to exactly how to do that.

STEPHANOPOULOS: Because this has become so thorny - the president wants to close Guantanamo by the January deadline. Are you open to extending that deadline? This has turned out to be quite a difficult decision to implement.

JONES: Well, the - again, the very discussions on these issues and how to do this are currently on the table at the White House. We are coming up on the 20 May deadline for a decision so there will be some announcements made in the near future but no decision has been taken yet.

STEPHANOPOULOS: But the president has not ruled out bringing back military commissions try them, either, correct?

JONES: I think the - all options are on the table. The president has said that at some point there may be a multi-layered approach that has to be developed in order to solve this problem but it’s clear that we want to maintain our values, we want to protect the judicial process and this president is not going to do anything that’s going to make American safe - less safe by bringing people into the country that is going to put ourselves at risk. That is simply not going to happen.

STEPHANOPOULOS: Let me bring up the issue of gays in the military. The president has said he wants to reform that policy, allow gays to serve openly in the military and actually a remarkable letter from the president was released this week to Lieutenant Sandy Tsao, who was a serviceperson who was discharged from the military because she’s a lesbian and there is this handwritten note I want to show our viewers right now from the president to Sandy in which he says, “Thanks for your wonderful and thoughtful letter.

STEPHANOPOULOS: It is because of outstanding Americans like you that I committed to changing our current policy. Although it will take some time to complete, partly because it needs congressional action, I intend to fulfill my commitment, Barack Obama .”

Now, this is in the Congress right now. Will take legislation to completely overturn but some of the president’s supporters like Congressman Rush Holt of New Jersey say that what the president can do right now is issue an executive order to review the policy and order the military to stop investigation and prosecutions while that review is going on, while the Congress is considering this legislation. Will the president issue such an order?

JONES: Well, that is, of course, up to the president. And this issue is something that has been brought up during the campaign. We have had preliminary discussions with the leadership of the Pentagon, Secretary Gates, the chairman of the Joint Chiefs, this is, as you know, George, better than most, this is an issue that is not going to be a light switch but more of a rheostat in terms of discussing it and building - having the discussions that have to be had with the military in order to make sure the good order and discipline of the military ...

STEPHANOPOULOS: And I understand that and this is a complicated issue.

JONES: So it’s a complicated issue. It will be teed up (ph) appropriately and it will be discussed in the way the president does things, which is be very deliberative, very thoughtful, seeking out all sides on the issue and trying to ...

STEPHANOPOULOS: But if the president is against the policy, why not suspend prosecutions and investigations while that review continues?

JONES: Well, maybe that’s an option that eventually we’ll get to but we’re not there now.

STEPHANOPOULOS: A lot of your former colleagues in the military, a thousand flag and general officers including 50 four stars have written a letter to the president opposing any change in the policy, saying that their past experience as military leaders make them concerned about it. They think it’s going to have effect on morale, discipline, unit cohesion, what do you say to your former colleagues?

JONES: Well, I think - as I said, this is illustrated by the fact that this is a very sensitive issue and it has to be discussed over time and it has - all sides have to be heard. But I think most of us who have served in the military believe that the standards of conduct is what determines the good order and discipline. So as long as conduct by all members of the military is not detrimental to the good order and discipline, then you have cohesion in the ranks.

But there is ...

STEPHANOPOULOS: But that gets to the heart of the problem. I mean, if you’re saying any kind of homosexual act is conduct ...

JONES: I’m saying that it applies - it has to be a uniform policy for all members of the military in order to function as a military has to function. We will have long discussions about this. It will be thoughtful. It will be deliberative. The president I know will reach out to fully understand both sides or all sides of the issue before he makes a decision.

STEPHANOPOULOS: But it will be overturned.

JONES: I don’t know. We’ll have to - the president has said that he is in favor of that. We’ll just wait - we’ll have to wait and see - as a result of the deliberations and as a result of the - in the months and weeks ahead. We have a lot on our plate right now. It has to be teed up at the right time so - to do this the right way.

STEPHANOPOULOS: Let me ask you one final question. Prime Minister Netanyahu of Israel is coming to the United States next week. He will be here next Monday and the Israeli newspaper “Haaretz” reported on a telegram, reporting on a meeting between you and a European foreign minister.

Let me show you what that said. It said that, “according to this telegram you told the foreign minister, ‘The new administration will convince Israel to compromise on the Palestinian question. We will not push Israel under the wheels of a bus put we will be more forceful toward Israel than we have been under Bush.’ Jones is quoted in the telegram as saying that the U.S., E.U. and moderate Arab states must redefine a satisfactory end game solution.”

Does that mean you’re going to press Prime Minister Netanyahu to full accept a two-state solution?

JONES: I think it means that this administration is going to engage fully. That is to say, using all aspects of the interagency process to make sure that the security of Israel is not compromised, that the issue of Palestinian sovereignty also has its place at the table. There are many expectations around the world, in the Arab World and in the European community that we are at a moment where we can make progress with regard to the Middle East. It’s going to take American leadership and American involvement and I think the signal is going to be that all levels of our government we’re going to do everything we can to encourage this longstanding problem to gradually come to - show clear progress that we’re intent on ...

STEPHANOPOULOS: Is there any way to make progress if Israel doesn’t say they’re clearly for a two state solution.

JONES: I think obviously Israel has said it’s for a two state solution, at least...

STEPHANOPOULOS: The prime minister hasn’t said that yet.

JONES: That was the position of the former government. And we understand Israel’s preoccupation with Iran as an existential threat. We agree with that.

And by the same token, there are a lot of things that you can do to diminish that existential threat by working hard towards achieving a two-state solution. This is a very strategic issue. It’s extremely important. And we’re looking forward to having a good, constructive dialogue with our Israeli friends when they visit Washington in the next seven or eight days.

STEPHANOPOULOS: General Jones, thank you very much for your time this morning.

JONES: It’s my pleasure to be with you, thanks.

Video: Obama Tries Out Comedy at White House Correspondents' Dinner

In recent years, the White House Correspondents' Dinner has become an annual big deal for a few days, mainly because media folks love to write about themselves. There have, however, been highlights. Number 1 is still Stephen Colbert's send-up of former President George W. Bush, as Dubya sat with a rigid smile.

Last night a new President made his appearance. Before his 10-minute talk, there was press chatter as to whether, in the midst of wars and a recession, Obama (and his writers) might play it serious.

No need to worry. Even if you don't get the string of inside-Washington jokes, the first two-thirds --- before Obama pays tribute to the press amidst its current financial crisis ---  is really funny. There are potshots at everyone from Secretary of State Hillary Clinton ("you know what I always say: if you can't beat 'em, join 'em) to Venezuelan leader Hugo Chavez, disguised as Captain Hook. (My favourite is the jibe at John Boehner, the overbronzed-from-a-bottle Republican leader in the Senate.)  And "I believe my next 100 days will be so successful I will complete them in 72 days. And on the 73rd day I will rest."
