Sarkozy Steps Back from Palestinian State: On Monday, French President Nicolas Sarkozy and the leader of the Palestinian Authority Mahmoud Abbas discussed the future of negotiations and a Palestinian state. Sarkozy made two points: there should be no unilateral declaration of a Palestinian state before borders are defined with Israel, and there was no time to be waste in starting negotiations since "if there are no talks....we take the risk, the international community, of a third intifada".

Abbas supported Sarkozy's line, "Negotiations first, proclamation of a state later."

Israel Pushes Washington for Harsher Sanctions on Iran: Israeli Defense Minister Ehud Barak left for the US on Tuesday, for five days of talks with senior American officials, including US Defense Secretary Robert Gates and Secretary of State Hillary Clinton, that will focus on Iran.

PA Security Prevents Attacks into Israel: According to Haaretz, the Palestinian Authority prevented a suicide attack about six weeks ago that a young woman (from Islamic Jihad) from Nablus had planned to carry out in Israel. Palestinian security sources said that it was not the first success to thwart such terrorist activities.
Shimon Peres Advocates Extension of Heritage Sites in West Bank: Israeli President Shimon Peres, during his meeting with Robert Serry, the United Nations Special Coordinator for the Middle East Peace Process, said Wednesday that Hamas is trying to create an artificial conflict over the extension of Israeli national heritage sites in the West Bank. On Tuesday, Hamas leader Ismail Haniya urging Palestinians in the West Bank to rise up against Israeli forces after the Israeli cabinet added the Cave of the Patriarchs in Hebron and Rachel's tomb in Bethlehem to the list of sites.

Top Hamas Official's Son Worked for Israel's Shin Bet: Haaretz says that Mosab Hassan Yousef, the son of leading Hamas figure Sheikh Hassan Yousef, served for over a decade as the most valuable source for Israel's Shin Bet domestic security service. During the second Intifada, Haaretz says,information Yousef gathered led to the arrests of a number of high-ranking Palestinian figures responsible for planning deadly suicide bombings.

Middle East Inside Line: EU on Dubai Killing, Netanyahu on Iran, Palestine State by 2012?

EU on Dubia Assassination: On Monday, the European Union is expected to issue a statement which will include three key elements: the EU's condemnation of the use of European passports by members of the assassination team, an expression of support for the UAE government and investigators in Dubai, and a commitment to investigate the passport forgeries and theft identities as quickly as possible.

Senior officials from Germany, France, Britain, Ireland, and the EU reportedly met Sunday to agree the language of the statement. Ireland is taking the hardest line among all EU members by demanding that the statement explicitly refer to Israel. However, according to a senior European diplomatic source, the statement will not directly cite Israel, nor is it expected to link Israel with the assassination or the forging of passports.

Meanwhile, a senior EU diplomat said on Sunday that Israel's suspected role in the slaying of a Hamas militant in Dubai and the killers' alleged use of forged EU passports will harm Israel's relations with the European bloc.

Israel Pressure for Sanctions on Iran: Prime Minister Benjamin Netanyahu called on Monday for an immediate embargo on Iran's energy sector, even without UN Security Council approval:

If the world "is serious about stopping Iran, then what it needs to do is not watered-down sanctions, moderate sanctions ... but effective, biting sanctions that curtail the import and export of oil into Iran.

This is what is required now. It may not do the job, but nothing else will, and at least we will have known that it was tried. And if this cannot pass in the Security Council, then it should be done outside the Security Council, but immediately.

Palestinian Protest over West Bank Lands: Following the government's decision to include some West Bank lands on its list of protected Jewish holy sites, some 100 Palestinian protesters marched to the Tomb of the Patriarchs in Hebron on Monday and clashed with Israel Defense Forces soldiers.

Fatah and Israel on Palestinian State by 2012: After the Franco-Spanish initiative to declare a Palestinian state within two years (which is, for Palestinian Authority leader Salam Fayyad, the time needed for the development of state institutions, economic reforms, and training of Palestinian security forces that would bring law and order to the West Bank), Nabil Sha'ath of Fatah's Central Committee told Ma'an news agency:

We welcome these European declarations, especially those of France, which we consider to have adopted a new attitude amidst the current political stalemate.

The result of Israel's stubbornness and ongoing settlement constriction, confiscation of Palestinian land, the Judiazation of Jerusalem, and the daily oppressions and detentions against the Palestinian people.

However, Israel's response was clear:

An imposed solution will not achieve the goals.

If the European Union will determine the results of the negotiations in advance and promises the Palestinians recognition of a state, they will have no motivation to resume negotiations.

Middle East Inside Line: West Bank Lands, Israel in China, Dubai Killing

Netanyahu announced on Sunday that the Cave of the Patriarchs in Hebron and Rachel's Tomb in Bethlehem (all in the West Bank) would both be added to the list of national heritage sites that the government plans to promote. He said that the rightist religious party Shas persuaded him add the two sites to the list and added:

Our existence depends not only on the IDF or our economic resilience - it is anchored in...the national sentiment that we will bestow upon the coming generations and in our ability to justify our connection to the land.

Following an unproductive Russia visit, a high-ranking Israeli delegation is to leave at the end of the month for Beijing. Both officials will not only talk about the increasing financial cooperation between two countries but also the request for sanctions on Tehran. Haaretz underlines that Netanyahu and Foreign Minister Avigdor Lieberman have not visited China and held no significant talks with Chinese officials on the Iranian issue but have always held meetings with the rest of the 5+1 camp (Russia, USA, Germany, UK, France).

Lebanese Prime Minister Saad Hariri blamed Israel on Sunday for seeking to start a war with Iran and Syria, despite the Arab nations' desire for peace. He said: "Israel can't claim to be interested in the peace process without doing anything tangible in this regard."

The U.A.E.'s minister of state for foreign affairs, Anwar Gargash, urged European investigators to launch full-scale probes into how fraudulent passports were used by a hit squad accused of killing Hamas commander Mahmoud al-Mabhouh.

According to the Sunday Times, Prime Minister Benjamin Netanyahu met the hit squad in a Mossad headquarters and in early January authorized the assassination of Hamas commander Mahmoud al-Mabhouh.

Pressing Israel on Dubai Assassination: Following the use of French, British, German and Irish passports by the suspected assassins of Hamas official Mahmoud al-Mabhouh in Dubai, European states demanded further clarifications from Israel. Israeli diplomatic opinion is split, with some worrying about the image of Israel whilst others think the crisis will vanish soon. "At this stage, there is no evidence linking Israel to the incident, and if that continues, the affair will subside quickly," one senior Israeli official predicted.

Interpol published wanted notices and images on Thursday of the 11 people in the suspected hit squad. Dubai Police Chief Lt.-Gen. Dahi Khalfan Tamim called on Interpol to seek the arrest of Meir Dagan, urging it to issue a “red notice against the head of Mossad.”

Hamas said the two Palestinians arrested in the killing of Mahmoud al-Mabhouh are former members of the rival Fatah movement's security forces, with links to Fatah's senior security official Mohammed Dahlan. Haaretz also says that the two Palestinians were at one time members of the Palestinian Authority's security forces in Gaza, but only after Hamas took over the Strip in June 2007. Dahlan and Fatah deny the charges.



Palestinian Authority to Restart Talks? Austrian Foreign Minister Michael Spindelegger, after a visit to Ramallah, told Israeli officials that Palestinian Authority President Mahmoud Abbas would start indirect talks with Israel next week, according to a senior government source in West Jerusalem.

Palestinian Authority Prime Minister Salam Fayyad, speaking to a delegation of the Conference of Presidents of Major American Jewish Organizations in Jenin, complained about Israeli incursions. He said:

While there is interest on both sides in promoting Palestinian development and progressing toward statehood, Israel’s military operations in PA-controlled areas not only run operational risks, but they undermine our credibility and standing. We need actions taken by the Israelis to be consistent with the notion of a state in evolution.

Middle East Inside Line: Dubai Assassination, Ayalon Appeal to US, Washington's Man in Syria, and More

Uproar over Dubai Assassination: Discussions and accusations are running at full speed over the assassination of senior Hamas official Mahmoud al-Mabhouh in a Dubai hotel room. Dubai police chief Dahi Khalfan Tamim said that "it is 99 percent, if not 100 percent, that Mossad is standing behind the murder," and British Foreign Secretary David Miliband on Thursday demanded Israel's full cooperation in investigating of the fraudulent use of UK passports by the killers. On Wednesday, British Prime Minister Gordon Brown promised that his government would launch an inquiry into the matter.

Speaking to a memorial rally for Mabhouh in Gaza, Hamas political director Khaled Meshal said from Damascus, "We call on European countries to punish Israel's leaders for violating laws. Israel deserves to be placed on the terror list."

Ayalon's Play for US Support on Palestine: Speaking at the Jerusalem Conference on US-Israel relations, Israel's Deputy Foreign Minister Danny Ayalon criticized the Palestinian Authority and then praised the "unique" relationship with Washington:

The Palestinians have signed agreements that have called on them to dismantle terrorist groups and collect illegal weapons while they focus on the issue of the settlements, this is wrong and the settlements should not be singled out.

We also call on Prime Minister Salam Fayyad and President Mahmoud Abbas to cease the incitement against Israel. They should stop not only the incitement in the schools, mosques and websites but should also refrain from traveling to various capitals around the world and vilifying Israel and calling for Israel's relations with a third state or international organizations to be held hostage to the conflict.

We have excellent relations with the US and its uniqueness is that regardless of minor disputes, the overall relationship is never affected. Every facet of our relationship bodes well and is the cornerstone for stability in our region. We welcome the important work of Senator [George] Mitchell who came recently to the region and placed an offer on the table. Israel accepted and we are still waiting to hear from the Palestinians.

US Tops Up Relations with Damascus: Washington has formally named Robert Ford, a career diplomat, as its new ambassador to Syria. After meeting Syrian President Bashar al-Assad, William Burns, the US Undersecretary of State, said: "I have no illusions about the challenges. But my meeting with President Assad made me hopeful that we can make progress together in the interest of both of our countries."

Bomb in Iraq: Outside an Iraqi government compound in Ramadi, the provincial capital of Anbar, a bomb exploded killing at least 13 people and wounding at least 20 people.
