Palestine Video & Analysis: Saeb Erekat's Speech at Birmingham (Yenidunya/Baghdady)

On 23 March, the chief negotiator for the Palestinian Authority, Dr. Saeb Erakat spoke about the current political stalemate at the University of Birmingham. This prompted a lively and open debate, with Erakat encouraging those who attended to challenge him. The topics covered were broad, including: the Palestinian Israeli conflict, including the most recent exchange of maps between the former Prime Minister Ehud Olmert and the Palestinian Authority leader Mahmoud Abbas; the relationship and influence of external powers on the region; and the problem with Hamas.

Peace talks with Israel

Stating that the recent proximity talks should be based on a generally agreed framework consisting of core issues, in particular borders, Erakat suggested a two-state solution based on the 1967 borders with agreed swaps of territory.

Erakat outlined the counter proposal, in response to the December 2008 offer of the Olmert Government in Israel, on the border swaps (part  3 of the video). Although the satellite images show that 1.2% of the West Bank is occupied by Israeli settlements, the Olmert government provided a map in December 2008 annexing 6.5% of settlement land (in return of giving 5.8%). The Palestinian Authority leader Mahmoud Abbas provided a counter-map approving an annexation of 1.9% of the total land. Erekat noted that no agreement was achieved, and the problem is yet to be solved.

The questions remains:  what is the purpose of Israeli settlements and their expansion in the Palestinian territories since 1967? The term "security" is constantly reproduced by Israeli advocates. The Palestinian Authority also invokes "security", but it does so to consolidate legitimacy not just within the eyes of Palestinians but also in the international arena, since interaction with a stateless, non-territorial Palestinian group is more problematic compared to that with Israel. In the absence of a level playing field between Israel and the Palestinian territories and of Israel accepting conditions for the end of settlement construction, there is little hope for both parties to understand each other’s needs.

Erakat pointed out the cost of war must be greater than that of peace to achieve a peace settlement. Was this a subtle hint that Israel is hoping to benefit further from a lack of peace? Following US Vice President Joe Biden’s visit to Israel, 1600 new housing units were approved by the Jerusalem municipality. Then, on 24 March, hours before the Obama-Netanyahu meeting in the White House, the Jerusalem municipality announced final approval for construction of 20 apartments in a controversial hotel in east Jerusalem.

That is where we come to the point of crisis. Despite Washington’s pressure on Israel to announce a moratorium in East Jerusalem if not a permanent freeze, the Israeli authorities are still ignoring calls to stop settlement expansion. Last week Israeli Prime Minister Benjamin Netanyahu told  his ministers in the weekly Cabinet meeting: “As far as we are concerned, building in Jerusalem is like building in Tel Aviv.”

This crisis came out in Erekat’s words: “If Israel does not want a two-state solution, if they want to call my home town Jericho in its Hebrew name Yeriho, if they want to call Nablus in its Hebrew Shechem, if they want to call al Quds, Yerushalayim... [it] is destroying the two-state solution.” (part 2 of video)

External influence

To achieve peace in a region of conflict, a mediator may be useful, but if the mediator is not effective or the peace process reaches a stalemate, then external influences and distant events can adversely affect the situation. Erekat commented, "When bombs are falling in Iraq and Afghanistan, bombs are falling in my home in Jerusalem....When bombs fall in Kandahar, it also falls in my home in Jerusalem."

For the mediator to conduct their role effectively, they must be on good terms with the parties in conflict. The US has been that mediator with the 1993 Oslo process, but their position --- after a second intifada, the attack on Afghanistan, the invasion of Iraq, and now a potential third intifada  --- is now strained.

Erekat noted the issue of "security" for the US,  "This is a wake up call....The US take bodies wrapped in the national flag back to the US daily... They do not need anyone to seek security for them." This "wake-up call" has arguably brought a renewed push for peace, with  talks much more regular under the Obama Presidency than under the previous Bush administration.

However, Erakat pointed out that the Palestinian government had chosen the EU for nation- building, security talks, and mediation, and it wasn’t because they "love them". According to Erekat, the EU have  credibility and can provide sufficient financial support to the Palestinian territories. In addition, the EU has relatively stable relations with the US as it faces its "wake-up call".

When one looks at the options available to the Palestinians, they have little choice Egypt and Jordan have arguably been effective as mediators; however, their financial contribution to nation-building as well as their credibility is on a par with the EU.

The United Nations, another option given their role in the Quartet (US-EU-UN-Russia) are not that close to Israel and the Palestinian territories. Moreover, it has failed on previous occasions to enforce the notion of the collective upon the action of a state, as in the ability to prevent the US-UK invasion of Iraq.

Russia would be an interesting but highly unlikely choice as mediator. Russia has military links with Iran and thus with Syria and Hezbollah. That is a suspect list of alliances for the US, which would prefer the Palestinian government to choose the EU over Russian involvement.

For Erekat, democracy is the second pillar, after “just” solution to the Palestinian-Israeli conflict, of the fight against “extremism”. He stated, "Anyone who says Arab world is not ready for democracy is a racist.”

That assertion faces the reality of governmental structures such as monarchies in Saudi Arabia and Oman, constitutional monarchies in Bahrain and Jordan; constitutional emirates in Kuwait and Qatar, a federation of emirates in United Arab Emirates, an authoritarian regime in Syria, and a “half-democracy” in Iraq.

Erekat says that “democracy is democracy”, regardless of how it arrives,  but that cannot guarantee social change and a political agenda for his outcome. Indeed, beyond the Arab world, does the US want this? Which country has been the closest ally of Washington? Israel or Saudi Arabia?

The Problem of Hamas

Dr. Erekat harshly criticized Hamas’s policy following its victory in the last Gazan elections. He described Hamas’s existence in the Gaza Strip as a coup d’etat and emphasized that “democracy in Palestine did not fail but Hamas failed”. Referring to the Quartet’s demands (recognition of the State of Israel, renouncing “terrorism”, and acceptance of previous agreements and obligations including the "Road Map"), Erekat blamed Hamas for not acting as a responsible government.

Yet, what is to be done? Erekat says that nations must go and tell Hamas to sign the reconciliation document. But how? In an aggressive manner? Erekat himself said that the peace talks had collapsed due to Israel’s Operation Cast Lead against Gaza in December 2008.

So, can Erekat mean that the only solution to peace is through dialogue in the region? Perhaps, given Erekat's reference to Tehran. Unlike his President, Mahmoud Abbas, who had blamed Iran for blocking reconciliation between his Fatah organization and Hamas, Erekat said that Iran should not be seen as a threat.

How is this possible? Israel’s Deputy Ambassador to the UK, Talya Lador-Fresher, in her own speech at Birmingham in March, said Israel’s official policy is not to help the Gazans develop themselves economically. West Jersualem's position is explicit: unless there is a reconciliation agreement between Hamas and Fatah, Israel will never intervene and talk to Hamas.

At a time when both Israel and Egypt show their teeth to Hamas, who is supposed to put pressure on the Israelis to show flexibility? The EU or the US? Given Israel’s “(in)security needs”, and its claim that it has suffered since the unilateral withdrawal from the Gaza Strip, urging West Jerusalem to sit at a table with Hamas is more difficult than having Israel and the Palestinian Authority at the same table.

There is just one solution: instead of indirect pressure from Washington, the Obama Administration should start the same strategy they have pursued with Damascus to get a reconciliation agreement between Fatah and Hamas as soon as possible. This would not only help institutions produce an antidote to “insecurity requirements” but also bring an increase in the pressure on the State of Israel to reconsider the extent of its “concessions” on core issues.

On Tuesday, President Barack Obama and Israeli Prime Minister Benjamin Netanyahu held a two-hour low-profile meeting in two separate sessions. The leaders met for 90 minutes, adjourned to talk to advisors, and then Netanyahu requested another half-hour discussion.

Unusually, reporters were not invited to see Obama and Netanyahu shake hands and begin talks. At the end of the second meeting, the White House did not issue any statement. As for the Israelis, Netanyahu spokesman Nir Chefetz said only, "President Obama and the prime minister met privately for an hour and a half, the atmosphere was good."


Indeed, the meeting was overshadowed by another pre-emptive political strike from Israel. Netanyahu had assured Washington that there would not be another "surprise" similar to the announcement of extra 1,600 housing units made while Vice President Joe Biden was in Israel, but hours before the meeting in the White House, the Jerusalem municipality announced final approval for construction of 20 apartments in a controversial hotel in east Jerusalem. The units, located in the Shepherd Hotel purchased by American tycoon Irving Moskowitz in 1985 for $1 million, were initially approved by the local planning council in July.

So, given the timing of Netanyahu's visit and this latest defiance of US wishes for a settlement freeze, is Defense Minister Ehud Barak the only Israeli leader speaking openly and honestly? In an interview to be aired on the US Public Broadcasting Service on Wednesday, Barak has said that he cannot guarantee that there won't be any future mishaps regarding settlement building. He said:
I cannot tell you that we fully control any step or any announcement about all these dozens [of] programs which are in the pipeline, including many that are related to Arab building in Jerusalem and so on.

Middle East Therapy: Why You Are Not Necessarily "Anti-Israel" (Wright)

Are you anti-Israel? If you fear that, deep down, you might be, I have important news. The recent tension between Israel and the United States led various commentators to identify hallmarks of anti-Israelism, and these may be of diagnostic value.

As you’ll see, my own view is that they aren’t of much value, but I’ll leave it for you to judge.

Symptom no. 1: Believing that Israel shouldn’t build more settlements in East Jerusalem.


President Obama holds this belief, and that seems to be the reason that Gary Bauer, who sought the Republican presidential nomination in 2000, deems Obama’s administration “the most anti-Israel administration in U.S. history.” Bauer notes that the East Jerusalem settlements are “entirely within the city of Jerusalem” and that Jerusalem is “the capital of Israel.”

That’s artful wording, but it doesn’t change the fact that East Jerusalem, far from being part of “the capital of Israel,” isn’t even part of Israel. East Jerusalem lies beyond Israel’s internationally recognized, pre-1967 borders. And the common assertion that Israel “annexed” East Jerusalem has roughly the same legal significance as my announcing that I’ve annexed my neighbor’s backyard. In 1980 the United Nations explicitly rejected Israel’s claim to possess East Jerusalem. And the United States, which normally vetoes U.N. resolutions that Israel finds threatening, chose not to do so in this case.

In short, accepting Gary Bauer’s idea of what it means to be anti-Israel seems to involve being anti-truth. So I don’t accept it. (And if you’re tempted to accept the common claim that Israel is building only in “traditionally Jewish” parts of East Jerusalem, a good antidote is this piece by Lara Friedman and Daniel Seidemann, published on Foreign Policy Magazine’s excellent new Middle East Channel.)

Symptom no. 2: Thinking that some of Israel’s policies, and America’s perceived support of them, might endanger American troops in Iraq and Afghanistan (by, for example, giving Jihadist recruiters rhetorical ammunition). This concern was reportedly expressed last week by Vice President Joe Biden to Prime Minister Bibi Netanyahu. And General David Petraeus is said to worry about the threat posed to American troops — and to America’s whole strategic situation — by the perception of American favoritism toward Israel.

Identifying threats to American troops is part of a general’s job, and it seems to me Petraeus could honestly conclude — without help from dark “anti-Israel” impulses — that some of those threats are heightened by the Israel-Palestine conflict and America’s relationship to it. But Max Boot, writing on Commentary’s Web site, seems to disagree; if Petraeus indeed holds such opinions, that’s a sign of “anti-Israel sentiment,” in Boot’s view.

Now, for a lionized American general to even hint that America’s stance toward Israel might threaten American troops is a serious public relations problem for Boot’s ideology. That, presumably, is why Boot tries to show that this “anti-Israel” view, though attributed to Petraeus, is not in fact Petraeus’s view. Specifically, Boot aims to discredit journalists who attributed this quotation to Petraeus: “The [Israel-Palestine] conflict foments anti-American sentiment, due to a perception of U.S. favoritism for Israel … . Meanwhile, Al Qaeda and other militant groups exploit that anger to mobilize support.”

Boot assures us that this passage, far from being a good guide to Petraeus’s thinking, was just “pulled from the 56-page Central Command ‘Posture Statement’ filed by his staff with the Senate Armed Services Committee”. Well, I don’t know who did the filing, but the document itself is titled “Statement of General David H. Petraeus … Before the Senate Armed Services Committee.” So I’m guessing it’s a fair guide to his views — in which case, by Boot’s lights, Petraeus is anti-Israel, right? And in which case I’ll reject Boot’s criterion for anti-Israelism.

Boot has an ally in Abraham Foxman, the national director of the Anti-Defamation League. Foxman said the perspective attributed to Biden and Petraeus “smacks of blaming Jews for everything.”

Foxman’s claim may seem hyperbolic, but look at it this way: If he can convince us that blaming any Israeli policy for anything is akin to blaming Jews in general for everything, then anyone who criticizes an Israeli policy will be deemed anti-Semitic — and fear of that label will keep everyone from criticizing Israel. And by virtue of never criticizing Israel, we’ll all be “pro-Israel.” And that’s a good thing, right?

Actually, it seems to me that if we were all “pro-Israel” in this sense, that would be bad for Israel.

If Israel’s increasingly powerful right wing has its way, without constraint from American criticism and pressure, then Israel will keep building settlements. And the more settlements get built —especially in East Jerusalem — the harder it will be to find a two-state deal that leaves Palestinians with much of their dignity intact. And the less dignity intact, the less stable any two-state deal will be.

As more and more people are realizing, the only long-run alternatives to a two-state solution are: a) a one-state solution in which an Arab majority spells the end of Israel’s Jewish identity; b) Israel’s remaining a Jewish state by denying the vote to Palestinians who live in the occupied territories, a condition that would be increasingly reminiscent of apartheid; c) the apocalypse. Or, as Hillary Clinton put it in addressing the American Israel Public Affairs Committee conference on Monday: “A two-state solution is the only viable path for Israel to remain both a democracy and a Jewish state.”

So, by my lights, being “pro-Israel” in the sense embraced by Bauer, Boot and Foxman — backing Israel’s current policies, including its settlement policies — is actually anti-Israel. It’s also anti-America (in the sense of ‘bad for American security’), because Biden and Petraeus are right: America’s perceived support of — or at least acquiescence in — Israel’s more inflammatory policies endangers American troops abroad. In the long run, it will also endanger American civilians at home, funneling more terrorism in their direction.

The flip side of this coin is that policies that would be truly good for Israel (e.g., no more settlements) would be good for America. In that sense, there’s good news for Bauer and Boot and Foxman: one of their common refrains — that Israel’s and America’s interests are essentially aligned — is true, if for reasons they don’t appreciate.

Sadly, the Bauer-Boot-Foxman definition of “pro-Israel” — supporting Israel’s increasingly hard-line and self-destructive policies — is the official definition. All major American newspapers, so far as I can see, use the term this way. AIPAC is described as “pro-Israel”, but the left-of-AIPAC J Street isn’t, even though its members, like AIPAC’s, favor policies they consider good for Israel.

No doubt this twisted use of “pro-Israel”, and the implied definition of “anti-Israel”, keeps many critics of Israeli policies from speaking out — Jewish critics for fear of seeming disloyal, and non-Jewish critics for fear of seeming anti-Semitic.

So, if I’m right, and more speaking out — more criticism of Israel’s current policies — would actually be good for Israel, then the newspapers and other media outlets that sustain the prevailing usage of “pro-Israel” are, in fact, anti-Israel. I won’t mention any names.

Postscript: It has been reported that, notwithstanding accounts in Israel’s media, Biden did not, in fact, complain to Netanyahu in private about the threat of Israel’s policies to American troops. Perhaps predictably, the journalist who first reported this is the Atlantic’s Jeffrey Goldberg, who has been described by one New York Times columnist as Netanyahu’s “faithful stenographer.” I don’t doubt that Goldberg found an administration source who downplayed Biden’s remarks to Netanyahu; obviously, once tensions started to subside, and the goal of both America and Israel was to smooth relations, it wasn’t going to be hard to find an administration official who would do that, regardless of the truth about what Biden said. So I attach little significance to the administration’s revisionist account of what transpired between Biden and Netanyahu — especially given the heat the administration no doubt took over the original account of what transpired.

Israel: Netanyahu Swims in Dangerous Waters

What is Israeli Prime Minister Benjamin Netanyahu trying to do? Is he pursuing clever tactics, trying to settle his coalition partners after question marks regarding the future of the government but then using that to reach agreement with Washington? Or is just stepping deeper into a political swamp?

Haaretz claims it knows the demands made by US Secretary of State Hillary Clinton in a telephone conversation with Netanyahu:


1. Investigate the process that led to the announcement of the Ramat Shlomo [Israeli settlement in East Jerusalem] construction plans in the middle of Biden's visit. The Americans seek an official response from Israel on whether this was a bureaucratic mistake or a deliberate act carried out for political reasons.

2. Reverse the decision by the Jerusalem District Planning and Building Committee to approve construction of 1,600 new housing units in Ramat Shlomo.

3. Make a substantial gesture toward the Palestinians enabling the renewal of peace talks. The Americans suggested that hundreds of Palestinian prisoners be released, that the Israel Defense Forces withdraw from additional areas of the West Bank and transfer them to Palestinian control, that the siege of the Gaza Strip be eased, and that further roadblocks in the West Bank be removed.

4. Issue an official declaration that the talks with the Palestinians, even indirect talks, will deal with all the conflict's core issues: borders, refugees, Jerusalem, security arrangements, water, and settlements.

Netanyahu had already announced the convening of a committee to look into the settlements issue. On Monday, however, he answered a question from a Likud Party member with the declaration that construction would continue unabated. Then, in the Knesset, he signalled that there will be no "concession" in East Jerusalem:
For the past 40 years, no Israeli government ever limited construction in the neighborhoods of Jerusalem.

So, what is this all about? When  Israel's ambassador to the United States, Michael Oren, declares that U.S.-Israeli relations face their worst crisis in 35 years, is he suggesting that West Jerusalem should compromise or that Washington should accept Netanyahu's defiance?

Amidst the turmoil, Washington is "hopeful" of the future of the "proximity talks". State Department official Philip J. Crowley said on Monday:
[Referring to indirect peace negotiations between Israel and the Palestinians] They have begun. I'm confident that there will be another round of proximity talks.
