The Latest from Iran (10 September): Khamenei Takes the Pulpit

1945 GMT: The Detained Americans. We have urgently updated the news and offered a snap anlaysis of the postponement of the release of detained US citizen Sarah Shourd. She was supposed to be freed ina ceremony in Tehran tomorrow morning.

1720 GMT: Eid al-Fitr Round-Up (cont. --- 1519 GMT). Rah-e-Sabz claims that in Najafabad the ceremony of followers of Grand Ayatollah Montazeri, who died last December, was much better attended than the Government's gathering.

Green Movement followers also attended Ayatollah Sane'i's ceremony in his office in Qom. The cerlic declared, "Our committment to Eid al-Fitr should be that we should divert from yesterday's wrong path, which dishonoured Islam or its principles, and do everything to compensate. Everyone who took the problematic way yesterday, causing injustice for people, should know that he will be punished on Doomsday."

Khodnevis, under the headline, "Siege, prohibitions, and Threats", claims that all Sunni ceremonies were forbidden in Tehran. Security forces allegedly hung banners declaring, "The unifying Eid al-Fitr ceremonies will be held at Tehran University, led by Supreme Leader, leader of all Muslims of the world."

1710 GMT: Sanctions Watch. Another major European company --- the Linde Group of Germany, an engineering firm and one of the world’s biggest industrial gas suppliers --- has decided to cut ties. Spokesman Uwe Wolfinger said the company recently decided “to stop our activities in Iran and with Iran completely”.

Dutch-based plastics and chemical firm LyondellBasell said just over two weeks ago that it was ending business in Iran.

1535 GMT: Political Prisoner Watch. More on the latest court hearing for journalist and activist Heshmatollah Tabarzadi....

Tabarzadi, whose lawyer Nasrine Sotoudeh was detained last Saturday, told the court, "We did not topple the Shah to recreate the same situation. This court has no legal authority to judge accusations against me."

1519 GMT: Eid al-Fitr Round-Up. At the start of today, we wondered if today's Eid al-Fitr ceremonies, marking the end of Ramadan, would be a sign of support for the regime and Government. The results appear to be inconclusive.

Iranian media features photographs of crowds in Tehran. Khabar Online adds details: more than 40,000 security forces and police were mobilised, 700 taxis and 6000 buses and vans  were organised for free fares to the ceremony. Two tons of dates were distributed. About 100 ambulances with 1000 personnel
were on hand.

In Bandar Abbas in southern Iran, the authorities appear to have chosen a dusty dockyard outside town, possibly to avoid Green "interference". probably most of the praying people are poor rustabouts and their wives. Photos show Mashhad's Imam Reza shrine was crowded, but Isfahan's Naghshe Jahan square was half-empty.

Rah-e-Sabz claims that security forces prevented the ceremony in the house of Habibollah Peyman, the leader of an Islamic Socialist party.

Ayatollah Sane'i said in his sermon that  "the evil-doer will be punished on earth as well" and warned, "Whoever took the wrong road yesterday by doing injustice to people, should take a better road today." In what one EA correspondents sees as a tacit apology for acts of the past 31 years, he continued, "If we did injustice yesterday, believing it would help us to stay in power, know that no one will stay with the help of injustice."

In Shiraz, Ayatollah Dastgheyb --- prevented from speaking last Friday by a pro-regime crowd ---  told his audience to "beware of doomsday and the devil" and commanded, "Don't allow anything in the name of Basij [militia] and upholding clerical rule."

1435 GMT: Diplomatic Move? Georges Malbrunot claims at Le Figaro that Hussein Ali Zadeh, a counselor at the Iranian Embassy in Finland, is leaving his post to support the Green Movement. The decision will supposedly be announced in the next few hours.

Earlier this year Iranian diplomats in Norway and Japan resigned their positions in sympathy with the demands of the opposition.

1425 GMT: Political Prisoner Watch. Protester Nezam Hassanpour has been sentenced to six years in prison.

1350 GMT: Kiss and Make Up? It appears that the imminent release of detained US hiker Sarah Shourd might be the occasion for a reconciliation between President Ahmadinejad and the Foreign Ministry.

Foreign Ministry spokesman Ramin Mehmanparast said that the freeing of Shourd was made possible by the President's efforts.

Tension between Ahmadinejad and his diplomats had risen because of the President's appointment of four special envoys, with Foreign Minister Manouchehr Mottaki only withdrawing hisresignation after the intervention of the Supreme Leader's office..

1300 GMT: Execution Watch. Lecturer and author Ahmad Ghabel has been summoned to answer questions in Revolutionary Guard. Ghabel claims this was prompted by his revelation, upon release from Mashhad Prison, of mass executions in that facility.

1120 GMT: Economy Watch. In a jab at the Government, Grand Ayatollah Makarem-Shirazi has said that the official statistics for inflation do not match up with what Iran's people are experiencing.

1115 GMT: Today's All-Is-Not-Well Alert. Iran's Minister of Oil Masoud Mirkazemi has been proclaming this week that the country is now self-sufficient in gasoline production.

He may want to have a word with Iran's statisticians. Latest figures indicate that gasoline imports rose 135% in the first five months of the Iranian year (March-August).

0903 GMT: Converting the US message. This was the statement from US Secretary of State Hillary Clinton at the Council on Foreign Relations on Wednesday: "It is definitely our policy to support freedom and human rights inside Iran, and we have done so by speaking out. We have done so by trying to equip Iranians with the tools, particularly the technology tools that they need, to be able to communicate with each other to make their views known."

And here is how it is presented in Fars News: "US Confession of Efforts to Support the Insurrection in Iran".

0900 GMT: Unity? Before his sermon, the Supreme Leader met with Iranian officials. An EA correspondent reports two notable absentees: the head of the Guardian Council, Ahmad Jannati, and former President Hashemi Rafsanjani.

0830 GMT: Authority Re-Asserted? The official outlet Islamic Republic News Agency does have wall-to-wall coverage of the Eid al-Fitr ceremonies, but much of the message seems tangential or diversionary.

IRNA carries the official statement from President Ahmadinejad's website to the heads of Islamic countries, calling for the strengthening of unity and friendship amongst all nations based on monotheism.

But any reference to Iran's own affairs has to come indirectly through "All Have Come", a short item and photo noting the attendance of "all authorities", such as Ahmadinejad, Speaker of Parliament Ali Larijani, former President Hashemi Rafsanjani, Guardian Council head Ahmad Jannati, 1st Vice President Mohammad Reza Rahimi, and the head of Iran's armed forces, General Hassan Firouzabadi.

0815 GMT: Authority Re-Asserted? The Supreme Leader has led prayers for Eid al-Fitr, marking the end of the holy month of Ramadan, at Tehran University.

A week ago, the regime tried to establish its leadership of the people through the commemoration of Qods (Palestine) Day. That effort quickly receded into disappointment, with little evidence of a mass response. On that occasion, however, the lead speaker was President Ahmadinejad. So could Ayatollah Khamenei's camp be hoping that the claim of velayat-e-faqih (clerical authority) had a greater influence than that of the current Government's legitimacy?

Press TV's report on the Khamenei sermon focuses on the Supreme Leader's denunciation of  direct Israel-Palestine talks as "a cover-up for Israeli crimes against the Palestinian nation". Khamenei said:
The United States and the West just sit back and watch the suppression of the Palestinian nation, and yet they arrange talks for peace, what peace? Between which people?...Tyrants wish to push the Palestinian issue to a corner however a strong turnout at the annual International Quds Day rallies indicates motivation and hope among Muslims worldwide.

The Supreme Leader also referred to the need to help those suffering from Pakistan's floods.

Hmm, we'll keep reading but the re-assertion of last Friday's message and the denunciation of the US and Zionist does not seem to address the internal issues or even bolster the Government. There is no follow-up coverage of note on Press TV's broadcast.

Meanwhile, there is a shot across the Supreme Leader's bow. Ayatollah Sane'i, a prominent critic of the Government and even Khamenei, has declared that the Iranian people can properly commemorate Eid al-Fitr by remaining at home rather than coming out to hear clerics.

0710 GMT: The US Detainees. We're looking for further developments on yesterday's news that Tehran will release Sarah Shourd, one of three US hikers detained in July 2009 along the Iraq-Iran border, on Saturday.

Meanwhile, James Miller of Dissected News assesses the possible Iranian motives behind the move: "[This] may be the perfect excuse to save face during Iran’s ongoing political limbo."

0605 GMT: Political Prisoner Watch. Arjang Davoudi, nearing the 60th day of his hunger strike in Rajai Shahr Prison, has vowed to continue it after a meeting with his wife.

Davoudi demanded that phone calls and visits to the prison return to normal, that the position of the prison's head be addressed, andthat his house confiscated by the judiciary be returned to his wife.

Ali Jamali, a member of the alumni organisation Advar-e Tahkim Vahdat, is reported to be in solitary confinement, three weeks after his detention.

Afghanistan: "A New Way Forward" (Afghanistan Study Group)

A group of US analysts and former Government officials have written a lengthy re-evaluation of American strategy in Afghanistan, in the context of their assertion about the current position that "prospects for success are dim".

"A New Way Forward", in striking contrast to the military-first approach of the Obama Administration, claims "manifold limitations of a military solution in a region where our interests lie in political stability". It recommends shift[ing] our resources to focus on US foreign policy strengths in concert with the international community to promote reconciliation among the warring parties, advance economic development, and encourage region-wide diplomatic engagement".

The report, to be unveiled publicly at 1600 GMT, puts forward a five-point plan: 1. Emphasize power-sharing and political inclusion; 2. Downsize and eventually end military operations in southern Afghanistan, and reduce the U.S. military footprint.3. Focus security efforts on Al Qaeda and Domestic Security; 4. Encourage economic development; 5. Engage regional and global stakeholders in a diplomatic effort designed to guarantee Afghan neutrality and foster regional stability.

Afghanistan: New US Line “Maybe Some Corruption Isn’t Bad” (Jaffe)


At almost nine years, the U.S. war in Afghanistan is the longest in our history, surpassing even the Vietnam War, and it will shortly surpass the Soviet Union’s own extended military campaign there. With the surge, it will cost the U.S. taxpayers nearly $100 billion per year, a sum roughly seven times larger than Afghanistan’s annual gross national product (GNP) of $14 billion and greater than the total annual cost of the new U.S. health insurance program. Thousands of American and allied personnel have been killed or gravely wounded.

The U.S. interests at stake in Afghanistan do not warrant this level of sacrifice. President Obama justified expanding our commitment by saying the goal was eradicating Al Qaeda. Yet Al Qaeda is no longer a significant presence in Afghanistan, and there are only some 400 hard-core Al Qaeda members remaining in the entire Af/Pak theater, most of them hiding in Pakistan’s northwest provinces.

America’s armed forces have fought bravely and well, and their dedication is unquestioned. But we should not ask them to make sacrifices unnecessary to our core national interests, particularly when doing so threatens long-term needs and priorities both at home and abroad.

Instead of toppling terrorists, America’s Afghan war has become an ambitious and fruitless effort at “nation-building.” We are mired in a civil war in Afghanistan and are struggling to establish an effective central government in a country that has long been fragmented and decentralized.

No matter how desirable this objective might be in the abstract, it is not essential to U.S. security and it is not a goal for which the U.S. military is well suited. There is no clear definition of what would comprise “success” in this endeavor. Creating a unified Afghan state would require committing many more American lives and hundreds of billions of additional U.S. dollars for many years to come.

As the WikiLeaks war diary comprised of more than 91,000 secret reports on the Afghanistan War makes clear, any sense of American and allied progress in the conflict has been undermined by revelations that many more civilian deaths have occurred than have been officially acknowledged as the result of U.S. and allied strike accidents. The Pakistan Inter-Services Intelligence continued to provide logistics and financial support to the Afghan Taliban even as U.S. soldiers were fighting these units. It is clear that Karzai government affiliates and appointees in rural Afghanistan have often proven to be more corrupt and ruthless than the Taliban.

Prospects for success are dim. As former Secretary of State Henry Kissinger recently warned, “Afghanistan has never been pacified by foreign forces.” The 2010 spring offensive in Marjah was inconclusive, and a supposedly “decisive” summer offensive in Kandahar has been delayed and the expectations downgraded. U.S. and allied casualties reached an all-time high in July, and several NATO allies have announced plans to withdraw their own forces.

The conflict in Afghanistan is commonly perceived as a struggle between the Karzai government and an insurgent Taliban movement, allied with international terrorists, that is seeking to overthrow that government. In fact, the conflict is a civil war about power-sharing with lines of contention that are 1) partly ethnic, chiefly, but not exclusively, between Pashtuns who dominate the south and other ethnicities such as Tajiks and Uzbeks who are more prevalent in the north, 2) partly rural vs. urban, particularly within the Pashtun community, and 3) partly sectarian.

The Afghanistan conflict also includes the influence of surrounding nations with a desire to advance their own interests ---including India, Pakistan, Iran, Saudi Arabia and others. And with the U.S. intervention in force, the conflict includes resistance to what is seen as foreign military occupation.

Resolving the conflict in Afghanistan has primarily to do with resolving the distribution of power among these factions and between the central government and the provinces, and with appropriately decentralizing authority.

Negotiated resolution of these conflicts will reduce the influence of extremists more readily than military action will. The Taliban itself is not a unified movement but instead a label that is applied to many armed groups and individuals that are only loosely aligned and do not necessarily have a fondness for the fundamentalist ideology of the most prominent Taliban leaders.

The Study Group believes the war in Afghanistan has reached a critical crossroads. Our current path promises to have limited impact on the civil war while taking more American lives and contributing to skyrocketing taxpayer debt. We conclude that a fundamentally new direction is needed, one that recognizes the United States’ legitimate interests in Central Asia and is fashioned to advance them. Far from admitting “defeat,” the new way forward acknowledges the manifold limitations of a military solution in a region where our interests lie in political stability. Our recommended policy shifts our resources to focus on U.S. foreign policy strengths in concert with the international community to promote reconciliation among the warring parties, advance economic development, and encourage region-wide diplomatic engagement.

We base these conclusions on the following key points raised in the Study Group’s research and discussions:

The United States has only two vital interests in the Af/Pak region: 1) preventing Afghanistan from being a “safe haven” from which Al Qaeda or other extremists can organize more effective attacks on the U.S. homeland; and 2) ensuring that Pakistan’s nuclear arsenal does not fall into hostile hands.

Protecting our interests does not require a U.S. military victory over the Taliban. A Taliban takeover is unlikely even if the United States reduces its military commitment. The Taliban is a rural insurgency rooted primarily in Afghanistan’s Pashtun population, and succeeded due in some part to the disenfranchisement of rural Pashtuns. The Taliban’s seizure of power in the 1990s was due to an unusual set of circumstances that no longer exist and are unlikely to be repeated.
There is no significant Al Qaeda presence in Afghanistan today, and the risk of a new “safe haven”there under more “friendly” Taliban rule is overstated. Should an Al Qaeda cell regroup in Afghanistan, the U.S. would have residual military capability in the region sufficient to track and destroy it.

Al Qaeda sympathizers are now present in many locations globally, and defeating the Taliban will have little effect on Al Qaeda’s global reach. The ongoing threat from Al Qaeda is better met via specific counter-terrorism measures, a reduced U.S. military “footprint” in the Islamic world, and diplomatic efforts to improve America’s overall image and undermine international support for militant extremism.

Given our present economic circumstances, reducing the staggering costs of the Afghan war is an urgent priority. Maintaining the long-term health of the U.S. economy is just as important to American strength and security as protecting U.S. soil from enemy (including terrorist) attacks.

The continuation of an ambitious U.S. military campaign in Afghanistan will likely work against U.S. interests. A large U.S. presence fosters local (especially Pashtun) resentment and aids Taliban recruiting. It also fosters dependence on the part of our Afghan partners and encourages closer cooperation among a disparate array of extremist groups in Afghanistan and Pakistan alike.

Past efforts to centralize power in Afghanistan have provoked the same sort of local resistance that is convulsing Afghanistan today. There is ample evidence that this effort will join others in a long line of failed incursions.

Although the United States should support democratic rule, human rights and economic development, its capacity to mold other societies is inherently limited. The costs of trying should be weighed against our need to counter global terrorist threats directly, reduce America’s $1.4 trillion budget deficit, repair eroding U.S. infrastructure, and other critical national purposes. Our support of these issues will be better achieved as part of a coordinated international group with which expenses and burdens can be shared.

The bottom line is clear: Our vital interests in Afghanistan are limited and military victory is not the key to achieving them.

On the contrary, waging a lengthy counterinsurgency war in Afghanistan may well do more to aid Taliban recruiting than to dismantle the group, help spread conflict further into Pakistan, unify radical groups that might otherwise be quarreling amongst themselves, threaten the long-term health of the U.S. economy, and prevent the U.S. government from turning its full attention to other pressing problems.

The more promising path for the U.S. in the Af/Pak region would reverse the recent escalation and move away from a counterinsurgency effort that is neither necessary nor likely to succeed. Instead, the U.S. should:

We believe this strategy will best serve the interests of women in Afghanistan as well. The worst thing for women is for Afghanistan to remain paralyzed in a civil war in which there evolves no organically rooted support for their social advancement.

1. Emphasize power-sharing and political inclusion. The U.S. should fast-track a peace process designed to decentralize power within Afghanistan and encourage a power-sharing balance among the principal parties.

2. Downsize and eventually end military operations in southern Afghanistan, and reduce the U.S. military footprint. The U.S. should draw down its military presence, which radicalizes many Pashtuns and is an important aid to Taliban recruitment.

3. Focus security efforts on Al Qaeda and Domestic Security. Special forces, intelligence assets, and other U.S. capabilities should continue to seek out and target known Al Qaeda cells in the region. They can be ready to go after Al Qaeda should they attempt to relocate elsewhere or build new training facilities. In addition, part of the savings from our drawdown should be reallocated to bolster U.S. domestic security efforts and to track nuclear weapons globally.

4. Encourage economic development. Because destitute states can become incubators for terrorism, drug and human trafficking, and other illicit activities, efforts at reconciliation should be paired with an internationally-led effort to develop Afghanistan’s economy.

5. Engage regional and global stakeholders in a diplomatic effort designed to guarantee Afghan neutrality and foster regional stability. Despite their considerable differences, neighboring states such as India, Pakistan, China, Iran and Saudi Arabia share a common interest in preventing Afghanistan from being dominated by any single power or being a permanently failed state that exports instability to others.

The remainder of this report elaborates the logic behind these recommendations. It begins by summarizing U.S. vital interests, including our limited interests in Afghanistan itself and in the region more broadly. It then considers why the current strategy is failing and why the situation is unlikely to improve even under a new commander. The final section outlines “A New Way Forward” and explains how a radically different approach can achieve core U.S. goals at an acceptable cost.

Pakistan: Bomb in Lahore Kills 35, Wounds 250 (Cole)

Juan Cole summarises and analyses:

Three explosions hit Shiite processions in the old city of Lahore around 7 pm Wednesday,killing at least 35 persons and wounding about 250. The first explosion appears to have been a pre-set bomb, which went off near to the Karbala Gamay Shiite shrine. Two suicide bombers subsequently struck near Bhati Chowk. The attacks occurred near to the Datta Ganj Bakhsh Sufi shrine, which was bombed last summer.

Although the local police had set up checkpoints and taken basic security measures, the crowd blamed them for having allowed the bombings, and attacked them. They burned police cars and mobbed the nearest police station. Police had to fire in the air to disperse the angry crowds, which they only succeeded in doing around 8:30 pm. The 35,000 Shiites were commemorating the assassination of Imam Ali, who they consider to be the successor of the Prophet Muhammad, in 661. Ali’s shrine is in Najaf, Iraq.

Dawn reports that some in the crowd blamed Punjab chief minister Shahbaz Sharif and his party, the Pakistan Muslim League (N), for simply not caring what happened to Shiites. (The Muslim League is not a particularly fundamentalist party, though some of its members have those tendencies, but it has a bias toward conservative Sunnism, and party leader Nawaz Sharif had been in exile for many years in Saudi Arabia, the government and Wahhabi state religion of which is viewed by common Shiites as hostile to them). Lahore Shiites are divided politically, but a lot of ordinary Shiites would be supporters of the ruling Pakistan People’s Party; its de facto leader, President Asaf Ali Zardari, is himself a secular Shiite.

An Urdu newspaper reported that an organization called Lashkar-i Jhangvi al-Alami took responsibility for the bombings, though Lahore police said they had heard nothing about such a claim. The background and recent activities of Lashkar-i Jhangvi is given by the South Asia Terrorism Project....

THE PRESIDENT: Good evening. Tonight, I’d like to talk to you about the end of our combat mission in Iraq, the ongoing security challenges we face, and the need to rebuild our nation here at home.

I know this historic moment comes at a time of great uncertainty for many Americans. We’ve now been through nearly a decade of war. We’ve endured a long and painful recession. And sometimes in the midst of these storms, the future that we’re trying to build for our nation -- a future of lasting peace and long-term prosperity -- may seem beyond our reach.

But this milestone should serve as a reminder to all Americans that the future is ours to shape if we move forward with confidence and commitment. It should also serve as a message to the world that the United States of America intends to sustain and strengthen our leadership in this young century.

From this desk, seven and a half years ago, President Bush announced the beginning of military operations in Iraq. Much has changed since that night. A war to disarm a state became a fight against an insurgency. Terrorism and sectarian warfare threatened to tear Iraq apart. Thousands of Americans gave their lives; tens of thousands have been wounded. Our relations abroad were strained. Our unity at home was tested.

These are the rough waters encountered during the course of one of America’s longest wars. Yet there has been one constant amidst these shifting tides. At every turn, America’s men and women in uniform have served with courage and resolve. As Commander-in-Chief, I am incredibly proud of their service. And like all Americans, I’m awed by their sacrifice, and by the sacrifices of their families.

The Americans who have served in Iraq completed every mission they were given. They defeated a regime that had terrorized its people. Together with Iraqis and coalition partners who made huge sacrifices of their own, our troops fought block by block to help Iraq seize the chance for a better future. They shifted tactics to protect the Iraqi people, trained Iraqi Security Forces, and took out terrorist leaders. Because of our troops and civilians -- and because of the resilience of the Iraqi people -- Iraq has the opportunity to embrace a new destiny, even though many challenges remain.

So tonight, I am announcing that the American combat mission in Iraq has ended. Operation Iraqi Freedom is over, and the Iraqi people now have lead responsibility for the security of their country.

This was my pledge to the American people as a candidate for this office. Last February, I announced a plan that would bring our combat brigades out of Iraq, while redoubling our efforts to strengthen Iraq’s Security Forces and support its government and people.

That’s what we’ve done. We’ve removed nearly 100,000 U.S. troops from Iraq. We’ve closed or transferred to the Iraqis hundreds of bases. And we have moved millions of pieces of equipment out of Iraq.

This completes a transition to Iraqi responsibility for their own security. U.S. troops pulled out of Iraq’s cities last summer, and Iraqi forces have moved into the lead with considerable skill and commitment to their fellow citizens. Even as Iraq continues to suffer terrorist attacks, security incidents have been near the lowest on record since the war began. And Iraqi forces have taken the fight to al Qaeda, removing much of its leadership in Iraqi-led operations.

This year also saw Iraq hold credible elections that drew a strong turnout. A caretaker administration is in place as Iraqis form a government based on the results of that election. Tonight, I encourage Iraq’s leaders to move forward with a sense of urgency to form an inclusive government that is just, representative, and accountable to the Iraqi people. And when that government is in place, there should be no doubt. The Iraqi people will have a strong partner in the United States. Our combat mission is ending, but our commitment to Iraq’s future is not.

Going forward, a transitional force of U.S. troops will remain in Iraq with a different mission: advising and assisting Iraq’s Security Forces, supporting Iraqi troops in targeted counterterrorism missions, and protecting our civilians. Consistent with our agreement with the Iraqi government, all U.S. troops will leave by the end of next year. As our military draws down, our dedicated civilians -- diplomats, aid workers, and advisors -- are moving into the lead to support Iraq as it strengthens its government, resolves political disputes, resettles those displaced by war, and builds ties with the region and the world. That’s a message that Vice President Biden is delivering to the Iraqi people through his visit there today.

This new approach reflects our long-term partnership with Iraq -- one based upon mutual interest and mutual respect. Of course, violence will not end with our combat mission. Extremists will continue to set off bombs, attack Iraqi civilians and try to spark sectarian strife. But ultimately, these terrorists will fail to achieve their goals. Iraqis are a proud people. They have rejected sectarian war, and they have no interest in endless destruction. They understand that, in the end, only Iraqis can resolve their differences and police their streets. Only Iraqis can build a democracy within their borders. What America can do, and will do, is provide support for the Iraqi people as both a friend and a partner.

Ending this war is not only in Iraq’s interest -- it’s in our own. The United States has paid a huge price to put the future of Iraq in the hands of its people. We have sent our young men and women to make enormous sacrifices in Iraq, and spent vast resources abroad at a time of tight budgets at home. We’ve persevered because of a belief we share with the Iraqi people -- a belief that out of the ashes of war, a new beginning could be born in this cradle of civilization. Through this remarkable chapter in the history of the United States and Iraq, we have met our responsibility. Now, it’s time to turn the page.

As we do, I’m mindful that the Iraq war has been a contentious issue at home. Here, too, it’s time to turn the page. This afternoon, I spoke to former President George W. Bush. It’s well known that he and I disagreed about the war from its outset. Yet no one can doubt President Bush’s support for our troops, or his love of country and commitment to our security. As I’ve said, there were patriots who supported this war, and patriots who opposed it. And all of us are united in appreciation for our servicemen and women, and our hopes for Iraqis’ future.

The greatness of our democracy is grounded in our ability to move beyond our differences, and to learn from our experience as we confront the many challenges ahead. And no challenge is more essential to our security than our fight against al Qaeda.

Americans across the political spectrum supported the use of force against those who attacked us on 9/11. Now, as we approach our 10th year of combat in Afghanistan, there are those who are understandably asking tough questions about our mission there. But we must never lose sight of what’s at stake. As we speak, al Qaeda continues to plot against us, and its leadership remains anchored in the border regions of Afghanistan and Pakistan. We will disrupt, dismantle and defeat al Qaeda, while preventing Afghanistan from again serving as a base for terrorists. And because of our drawdown in Iraq, we are now able to apply the resources necessary to go on offense. In fact, over the last 19 months, nearly a dozen al Qaeda leaders --- and hundreds of al Qaeda’s extremist allies ---have been killed or captured around the world.

Within Afghanistan, I’ve ordered the deployment of additional troops who -- under the command of General David Petraeus -- are fighting to break the Taliban’s momentum.

As with the surge in Iraq, these forces will be in place for a limited time to provide space for the Afghans to build their capacity and secure their own future. But, as was the case in Iraq, we can’t do for Afghans what they must ultimately do for themselves. That’s why we’re training Afghan Security Forces and supporting a political resolution to Afghanistan’s problems. And next August, we will begin a transition to Afghan responsibility. The pace of our troop reductions will be determined by conditions on the ground, and our support for Afghanistan will endure. But make no mistake: This transition will begin -- because open-ended war serves neither our interests nor the Afghan people’s.

Indeed, one of the lessons of our effort in Iraq is that American influence around the world is not a function of military force alone. We must use all elements of our power -- including our diplomacy, our economic strength, and the power of America’s example -- to secure our interests and stand by our allies. And we must project a vision of the future that’s based not just on our fears, but also on our hopes -- a vision that recognizes the real dangers that exist around the world,
but also the limitless possibilities of our time.

Today, old adversaries are at peace, and emerging democracies are potential partners. New markets for our goods stretch from Asia to the Americas. A new push for peace in the Middle East will begin here tomorrow. Billions of young people want to move beyond the shackles of poverty and conflict. As the leader of the free world, America will do more than just defeat on the battlefield those who offer hatred and destruction -- we will also lead among those who are willing to work together to expand freedom and opportunity for all people.

Now, that effort must begin within our own borders. Throughout our history, America has been willing to bear the burden of promoting liberty and human dignity overseas, understanding its links to our own liberty and security. But we have also understood that our nation’s strength and influence abroad must be firmly anchored in our prosperity at home. And the bedrock of that prosperity must be a growing middle class.

Unfortunately, over the last decade, we’ve not done what’s necessary to shore up the foundations of our own prosperity. We spent a trillion dollars at war, often financed by borrowing from overseas. This, in turn, has short-changed investments in our own people, and contributed to record deficits. For too long, we have put off tough decisions on everything from our manufacturing base to our energy policy to education reform. As a result, too many middle-class families find themselves working harder for less, while our nation’s long-term competitiveness is put at risk.

And so at this moment, as we wind down the war in Iraq, we must tackle those challenges at home with as much energy, and grit, and sense of common purpose as our men and women in uniform who have served abroad. They have met every test that they faced. Now, it’s our turn. Now, it’s our responsibility to honor them by coming together, all of us, and working to secure the dream that so many generations have fought for -- the dream that a better life awaits anyone who is willing to work for it and reach for it.

Our most urgent task is to restore our economy, and put the millions of Americans who have lost their jobs back to work. To strengthen our middle class, we must give all our children the education they deserve, and all our workers the skills that they need to compete in a global economy. We must jumpstart industries that create jobs, and end our dependence on foreign oil. We must unleash the innovation that allows new products to roll off our assembly lines, and nurture the ideas that spring from our entrepreneurs. This will be difficult. But in the days to come, it must be our central mission as a people, and my central responsibility as President.

Part of that responsibility is making sure that we honor our commitments to those who have served our country with such valor. As long as I am President, we will maintain the finest fighting force that the world has ever known, and we will do whatever it takes to serve our veterans as well as they have served us. This is a sacred trust. That’s why we’ve already made one of the largest increases in funding for veterans in decades. We’re treating the signature wounds of today’s wars -- post-traumatic stress disorder and traumatic brain injury -- while providing the health care and benefits that all of our veterans have earned. And we’re funding a Post-9/11 GI Bill that helps our veterans and their families pursue the dream of a college education. Just as the GI Bill helped those who fought World War II -- including my grandfather -- become the backbone of our middle class, so today’s servicemen and women must have the chance to apply their gifts to expand the American economy. Because part of ending a war responsibly is standing by those who have fought it.

Two weeks ago, America’s final combat brigade in Iraq -- the Army’s Fourth Stryker Brigade -- journeyed home in the pre-dawn darkness. Thousands of soldiers and hundreds of vehicles made the trip from Baghdad, the last of them passing into Kuwait in the early morning hours. Over seven years before, American troops and coalition partners had fought their way across similar highways, but this time no shots were fired. It was just a convoy of brave Americans, making their way home.

Of course, the soldiers left much behind. Some were teenagers when the war began. Many have served multiple tours of duty, far from families who bore a heroic burden of their own, enduring the absence of a husband’s embrace or a mother’s kiss. Most painfully, since the war began, 55 members of the Fourth Stryker Brigade made the ultimate sacrifice -- part of over 4,400 Americans who have given their lives in Iraq. As one staff sergeant said, “I know that to my brothers in arms who fought and died, this day would probably mean a lot.”

Those Americans gave their lives for the values that have lived in the hearts of our people for over two centuries. Along with nearly 1.5 million Americans who have served in Iraq, they fought in a faraway place for people they never knew. They stared into the darkest of human creations --- war --- and helped the Iraqi people seek the light of peace.

In an age without surrender ceremonies, we must earn victory through the success of our partners and the strength of our own nation. Every American who serves joins an unbroken line of heroes that stretches from Lexington to Gettysburg; from Iwo Jima to Inchon; from Khe Sanh to Kandahar --- Americans who have fought to see that the lives of our children are better than our own. Our troops are the steel in our ship of state. And though our nation may be travelling through rough waters, they give us confidence that our course is true, and that beyond the pre-dawn darkness, better days lie ahead.
