UPDATED Iran Exclusive: Foreign Ministry Denies EA Story of Attempted Mottaki Resignation

UPDATE 1410 GMT: President Ahmadinejad has said, "Mr. Mottaki will continue his work…and he attended the cabinet meeting today."

Foreign Ministry spokesman Ramin Mehmanparast has told Islamic Republic News Agency that rumours of Foreign Minister Manouchehr Mottaki's resignation are "hollow and baseless": "Certain news sources which were mainly working to satisfy the whims of the enemies of regional countries are only focusing on ways of sowing discord among Islamic states with an objective of weakening them in face of the threats being posed by the Zionist regime."



Mehmanparast said these sources "were dreaming of creating differences among the officials and authorities in Iran" but advised them to stop this "immoral behaviour".

UPDATE 2015 GMT: More criticism from Mottaki, this time of Ahmadinejad's special envoy for Asia, Hamid Baghaei, who is also the head of the Iran Cultural Heritage, Handcrafts and Tourism Organization.

The Foreign Minister said that it was not clear, based on authority and position, how Baghaei came to make "these inappropriate remarks", presumably a reference to the controversial intervention over Turkey's "genocide" of Armenians.

Mottaki asked the Iranian officials, especially in Government, not to increase the price that Iran has to pay internationally through inappropriate and naïve remarks and speeches.

EA can report, from reliable sources, that Iranian Foreign Minister Manouchehr Mottaki tried to resign last month over President Ahmadinejad's appointment of four special envoys, including his Chief of Staff Esfandiar Rahim-Mashai, for international affairs.

Mottaki offered his resignation in a private letter, but the Supreme Leader intervened by sending a member of his office to talk with the Foreign Minister. Mottaki set out his complaint with the question, "What is my role?", given the apparent takeover of Iran's diplomacy by the Presidency.

The Foreign Minister also noted that the initiative had already caused one embarrassment for Tehran, when Hamid Baghaei, the special envoy for Asia, spoke about the "genocide" of Armenians by Turkey. Mottaki, who had to apologise to his Turkish counterpart Ahmet Davutoglu, said, "We have to answer for these mistakes, and we have to repair them."

Through his office, Ayatollah Khamenei assured Mottaki that he would take action. Days later, he slapped down the President, privately telling him that his action was counter-productive because it was not an organised plan and publicly --- after a meeting with Ahmadinejad and the Cabinet --- criticising "parallel action" in Government.

With Khamenei intervening, Mottaki not only withdrew his resignation but publicly maintained support for Ahmadinejad and the special envoys, fending off questions in Parliament.

(It should be noted, however, that despite the Supreme Leader's apparent rebuke, the President has not pulled back the appointment of the special envoys. This raised questions as to whether Ahmadinejad has indeed been curbed or has merely accepted a temporary public criticism while maintaining his line.)

Today there are further developments pointing to the rift between President and Foreign Minister. Mottaki has said that foreign policy is not a place for crude remarks and that this rule applies to prominent members of the Government. The Foreign Minister also referred to Khamenei's criticism of "parallel action".

Later "an informed official at the Foreign Ministry" said Mottaki's remarks on Israel-Palestine negotiations had been distorted by some Iranian media. It was essential, the official said, that Iran's foreign policy not be compromised by careless mistakes in information.

The official's words were in reference to yesterday's bitter exchange between Tehran and the Palestinian Authority, following President Ahmadinejad's denunciation of the Israel-Palestine talks in his Qods Day speech. The implication was that Mottaki did not agree with the public criticism of Palestinian Authority head Mahmoud Abbas.

Tabnak has a lengthy article denouncing the special envoys while noting that the possibility of new Presidential representatives for Africa and Latin America has been raised.

In contrast, the Islamic Republic News Agency features the praise of some MPs for Ahmadinejad's personal diplomacy on his visit this week to Qatar.

US Politics Video: Clinton Denounces "Disrespectful, Disgraceful" Burn-a-Koran Day

Speaking at an Iftar, the nightly meal breaking the Ramadan fast, Secretary of State Hillary Clinton denounced the plans of a small Florida church to hold "Burn a Koran Day": "I am heartened by the clear, unequivocal condemnation of this disrespectful, disgraceful act that has come from American religious leaders of all faiths, from evangelical Christians to Jewish rabbis, as well as secular US leaders and opinion-makers."

Clinton's intervention follows statements by General David Petraeus, the commander of US forces in Afghanistan, and the US Embassy in Kabul.

Afghanistan: "A New Way Forward" (Afghanistan Study Group)

A group of US analysts and former Government officials have written a lengthy re-evaluation of American strategy in Afghanistan, in the context of their assertion about the current position that "prospects for success are dim".

"A New Way Forward", in striking contrast to the military-first approach of the Obama Administration, claims "manifold limitations of a military solution in a region where our interests lie in political stability". It recommends shift[ing] our resources to focus on US foreign policy strengths in concert with the international community to promote reconciliation among the warring parties, advance economic development, and encourage region-wide diplomatic engagement".

The report, to be unveiled publicly at 1600 GMT, puts forward a five-point plan: 1. Emphasize power-sharing and political inclusion; 2. Downsize and eventually end military operations in southern Afghanistan, and reduce the U.S. military footprint.3. Focus security efforts on Al Qaeda and Domestic Security; 4. Encourage economic development; 5. Engage regional and global stakeholders in a diplomatic effort designed to guarantee Afghan neutrality and foster regional stability.

At almost nine years, the U.S. war in Afghanistan is the longest in our history, surpassing even the Vietnam War, and it will shortly surpass the Soviet Union’s own extended military campaign there. With the surge, it will cost the U.S. taxpayers nearly $100 billion per year, a sum roughly seven times larger than Afghanistan’s annual gross national product (GNP) of $14 billion and greater than the total annual cost of the new U.S. health insurance program. Thousands of American and allied personnel have been killed or gravely wounded.

The U.S. interests at stake in Afghanistan do not warrant this level of sacrifice. President Obama justified expanding our commitment by saying the goal was eradicating Al Qaeda. Yet Al Qaeda is no longer a significant presence in Afghanistan, and there are only some 400 hard-core Al Qaeda members remaining in the entire Af/Pak theater, most of them hiding in Pakistan’s northwest provinces.

America’s armed forces have fought bravely and well, and their dedication is unquestioned. But we should not ask them to make sacrifices unnecessary to our core national interests, particularly when doing so threatens long-term needs and priorities both at home and abroad.

Instead of toppling terrorists, America’s Afghan war has become an ambitious and fruitless effort at “nation-building.” We are mired in a civil war in Afghanistan and are struggling to establish an effective central government in a country that has long been fragmented and decentralized.

No matter how desirable this objective might be in the abstract, it is not essential to U.S. security and it is not a goal for which the U.S. military is well suited. There is no clear definition of what would comprise “success” in this endeavor. Creating a unified Afghan state would require committing many more American lives and hundreds of billions of additional U.S. dollars for many years to come.

As the WikiLeaks war diary comprised of more than 91,000 secret reports on the Afghanistan War makes clear, any sense of American and allied progress in the conflict has been undermined by revelations that many more civilian deaths have occurred than have been officially acknowledged as the result of U.S. and allied strike accidents. The Pakistan Inter-Services Intelligence continued to provide logistics and financial support to the Afghan Taliban even as U.S. soldiers were fighting these units. It is clear that Karzai government affiliates and appointees in rural Afghanistan have often proven to be more corrupt and ruthless than the Taliban.

Prospects for success are dim. As former Secretary of State Henry Kissinger recently warned, “Afghanistan has never been pacified by foreign forces.” The 2010 spring offensive in Marjah was inconclusive, and a supposedly “decisive” summer offensive in Kandahar has been delayed and the expectations downgraded. U.S. and allied casualties reached an all-time high in July, and several NATO allies have announced plans to withdraw their own forces.

The conflict in Afghanistan is commonly perceived as a struggle between the Karzai government and an insurgent Taliban movement, allied with international terrorists, that is seeking to overthrow that government. In fact, the conflict is a civil war about power-sharing with lines of contention that are 1) partly ethnic, chiefly, but not exclusively, between Pashtuns who dominate the south and other ethnicities such as Tajiks and Uzbeks who are more prevalent in the north, 2) partly rural vs. urban, particularly within the Pashtun community, and 3) partly sectarian.

The Afghanistan conflict also includes the influence of surrounding nations with a desire to advance their own interests ---including India, Pakistan, Iran, Saudi Arabia and others. And with the U.S. intervention in force, the conflict includes resistance to what is seen as foreign military occupation.

Resolving the conflict in Afghanistan has primarily to do with resolving the distribution of power among these factions and between the central government and the provinces, and with appropriately decentralizing authority.

Negotiated resolution of these conflicts will reduce the influence of extremists more readily than military action will. The Taliban itself is not a unified movement but instead a label that is applied to many armed groups and individuals that are only loosely aligned and do not necessarily have a fondness for the fundamentalist ideology of the most prominent Taliban leaders.

The Study Group believes the war in Afghanistan has reached a critical crossroads. Our current path promises to have limited impact on the civil war while taking more American lives and contributing to skyrocketing taxpayer debt. We conclude that a fundamentally new direction is needed, one that recognizes the United States’ legitimate interests in Central Asia and is fashioned to advance them. Far from admitting “defeat,” the new way forward acknowledges the manifold limitations of a military solution in a region where our interests lie in political stability. Our recommended policy shifts our resources to focus on U.S. foreign policy strengths in concert with the international community to promote reconciliation among the warring parties, advance economic development, and encourage region-wide diplomatic engagement.

We base these conclusions on the following key points raised in the Study Group’s research and discussions:

The United States has only two vital interests in the Af/Pak region: 1) preventing Afghanistan from being a “safe haven” from which Al Qaeda or other extremists can organize more effective attacks on the U.S. homeland; and 2) ensuring that Pakistan’s nuclear arsenal does not fall into hostile hands.

Protecting our interests does not require a U.S. military victory over the Taliban. A Taliban takeover is unlikely even if the United States reduces its military commitment. The Taliban is a rural insurgency rooted primarily in Afghanistan’s Pashtun population, and succeeded due in some part to the disenfranchisement of rural Pashtuns. The Taliban’s seizure of power in the 1990s was due to an unusual set of circumstances that no longer exist and are unlikely to be repeated.
There is no significant Al Qaeda presence in Afghanistan today, and the risk of a new “safe haven”there under more “friendly” Taliban rule is overstated. Should an Al Qaeda cell regroup in Afghanistan, the U.S. would have residual military capability in the region sufficient to track and destroy it.

Al Qaeda sympathizers are now present in many locations globally, and defeating the Taliban will have little effect on Al Qaeda’s global reach. The ongoing threat from Al Qaeda is better met via specific counter-terrorism measures, a reduced U.S. military “footprint” in the Islamic world, and diplomatic efforts to improve America’s overall image and undermine international support for militant extremism.

Given our present economic circumstances, reducing the staggering costs of the Afghan war is an urgent priority. Maintaining the long-term health of the U.S. economy is just as important to American strength and security as protecting U.S. soil from enemy (including terrorist) attacks.

The continuation of an ambitious U.S. military campaign in Afghanistan will likely work against U.S. interests. A large U.S. presence fosters local (especially Pashtun) resentment and aids Taliban recruiting. It also fosters dependence on the part of our Afghan partners and encourages closer cooperation among a disparate array of extremist groups in Afghanistan and Pakistan alike.

Past efforts to centralize power in Afghanistan have provoked the same sort of local resistance that is convulsing Afghanistan today. There is ample evidence that this effort will join others in a long line of failed incursions.

Although the United States should support democratic rule, human rights and economic development, its capacity to mold other societies is inherently limited. The costs of trying should be weighed against our need to counter global terrorist threats directly, reduce America’s $1.4 trillion budget deficit, repair eroding U.S. infrastructure, and other critical national purposes. Our support of these issues will be better achieved as part of a coordinated international group with which expenses and burdens can be shared.

The bottom line is clear: Our vital interests in Afghanistan are limited and military victory is not the key to achieving them.

On the contrary, waging a lengthy counterinsurgency war in Afghanistan may well do more to aid Taliban recruiting than to dismantle the group, help spread conflict further into Pakistan, unify radical groups that might otherwise be quarreling amongst themselves, threaten the long-term health of the U.S. economy, and prevent the U.S. government from turning its full attention to other pressing problems.

The more promising path for the U.S. in the Af/Pak region would reverse the recent escalation and move away from a counterinsurgency effort that is neither necessary nor likely to succeed. Instead, the U.S. should:

We believe this strategy will best serve the interests of women in Afghanistan as well. The worst thing for women is for Afghanistan to remain paralyzed in a civil war in which there evolves no organically rooted support for their social advancement.

1. Emphasize power-sharing and political inclusion. The U.S. should fast-track a peace process designed to decentralize power within Afghanistan and encourage a power-sharing balance among the principal parties.

2. Downsize and eventually end military operations in southern Afghanistan, and reduce the U.S. military footprint. The U.S. should draw down its military presence, which radicalizes many Pashtuns and is an important aid to Taliban recruitment.

3. Focus security efforts on Al Qaeda and Domestic Security. Special forces, intelligence assets, and other U.S. capabilities should continue to seek out and target known Al Qaeda cells in the region. They can be ready to go after Al Qaeda should they attempt to relocate elsewhere or build new training facilities. In addition, part of the savings from our drawdown should be reallocated to bolster U.S. domestic security efforts and to track nuclear weapons globally.

4. Encourage economic development. Because destitute states can become incubators for terrorism, drug and human trafficking, and other illicit activities, efforts at reconciliation should be paired with an internationally-led effort to develop Afghanistan’s economy.

5. Engage regional and global stakeholders in a diplomatic effort designed to guarantee Afghan neutrality and foster regional stability. Despite their considerable differences, neighboring states such as India, Pakistan, China, Iran and Saudi Arabia share a common interest in preventing Afghanistan from being dominated by any single power or being a permanently failed state that exports instability to others.

The remainder of this report elaborates the logic behind these recommendations. It begins by summarizing U.S. vital interests, including our limited interests in Afghanistan itself and in the region more broadly. It then considers why the current strategy is failing and why the situation is unlikely to improve even under a new commander. The final section outlines “A New Way Forward” and explains how a radically different approach can achieve core U.S. goals at an acceptable cost.

Iraq: After the US "Withdrawal" (Rosen)

UPDATE 0840 GMT: Two US troops were killed and nine others wounded when a Kurdish Iraqi soldier sprayed them with gunfire at an Iraqi army commando base north of Baghdad on Tuesday afternoon. Juan Cole offers a comment.

Hundreds of cars waiting in the heat to slowly pass through one of the dozens of checkpoints and searches they must endure every day. The constant roar of generators. The smell of fuel, of sewage, of kabobs. Automatic weapons pointed at your head out of military vehicles, out of SUVs with tinted windows. Mountains of garbage. Rumors of the latest assassination or explosion. Welcome to the new Iraq, same as the old Iraq --- even if Barack Obama has declared George W. Bush's Operation Iraqi Freedom over and announced the beginning of his own Operation New Dawn, and Iraq's Prime Minister Nouri al-Maliki has declared Iraq sovereign and independent.

US Politics: How Can Obama Deal with a World after Iraq? (Cohen)


Iraq has had several declarations of sovereignty since the first one in June 2004. As with earlier milestones, it's not clear what exactly this one means. Since the Americans have declared the end of combat operations, U.S. Stryker and MRAP vehicles can be seen conducting patrols without Iraqi escorts in parts of the country and the Americans continue to conduct unilateral military operations in Mosul and elsewhere, even if under the guise of "force protection" or "countering improvised explosive devices." American military officers in Iraq told me they were irate with the politically driven announcement from the White House that combat troops had withdrawn. Those remaining still consider themselves combat troops, and commanders say there is little change in their rules of engagement -- they will still respond to threats pre-emptively.

Iraq is still being held back from full independence -- and not merely by the presence of 50,000 U.S. soldiers. The Status of Forces Agreement, which stipulates that U.S. forces will be totally out by 2011, deprives Iraq of full sovereignty. The U.N.'s Chapter 7 sanctions force Iraq to pay 5 percent of its oil revenues in reparations, mostly to the Kuwaitis, denying Iraqis full sovereignty and isolating them from the international financial community. Saudi and Iranian interference, both political and financial, has also limited Iraq's scope for democracy and sovereignty. Throughout the occupation, major decisions concerning the shape of Iraq have been made by the Americans with no input or say by the Iraqis: the economic system, the political regime, the army and its loyalties, the control over airspace, and the formation of all kinds of militias and tribal military groups. The effects will linger for decades, regardless of any future milestones the United States might want to announce.

The Americans, meanwhile, worry about losing their leverage at a time when concerns still run high about a renewed insurgency, Shiite militias, and the explosion of the Arab-Kurdish powder keg everybody's been talking about for the last seven years. Many in the U.S. Embassy in Baghdad wonder what Obama's vision for Iraq is. By the summer of 2006, Bush woke up every day and wanted to know what was happening in Iraq. Obama is much more detached.

American diplomats also worry that they will soon lose their ability to understand and influence the country. In addition to Baghdad, there will soon be only four other posts. Much of the south will be without any U.S. presence: There will be no Americans between Basra and Baghdad, no Americans in Anbar or Salahuddin provinces. Some in the embassy fear they are abandoning the "Shiite heartland." The diplomats still in the country will have less mobility and access, even if they are nominally taking the lead over the military, because it will be harder to find military escorts when they want to travel. "You can't commute to a relationship," I was told....

Iran Feature: Re-visiting the 2009 Election (Keshavarz)

Writing in CounterPunch, Fatemeh Keshavarz re-examines what may have happened in the 2009 Presidential election, bringing in analysis of a recently-leaked audio in which a Revolutionary Guard commander describes interference by the Iranian military before, during, and after the vote.



Keshavarz applies her analysis to the tension in Iran today, 15 months after the election: "The leak of the tape, whether by the IRGC [Islamic Revolution Guards Corps] intelligence [bureau] or unhappy elements among them, makes another point clear. The battle of Ahmadinejad’s government for establishing its legitimacy is not over --- not even among the members of the Guard. The intelligence chiefs therefore deem it necessary to convince their own members that they are in control of the situation --- better still, they themselves have masterminded the current situation in the first place.

More than a year has passed since millions of Iranians marched on the streets calling the 2009 election a military coup carried out by the Iranian Revolutionary Guards (IRG), their militia the Basij, and their armed plainclothes hired hands "lebaseshakhsis". The goals of the coup: keeping Ahmadinejad in power and completing the military and economic control of the IRG in the country. After beating up, arresting, and sometimes killing the protesters, the government put a record number of Iranian journalists behind bars (most now serving long sentences) and banned the foreign press from entering the country except to report on officially-orchestrated occasions.

Subsequently, Mir Housein Mousavi, the main opponent of Ahmadinejad and many members of the reformist opposition --- known as the Green Movement --- were put effectively under house arrest curbing their ability to reach the public in Iran. Moving the scenes of its brutality from the streets to jails and interrogation rooms, the regime dropped out of headlines thereby reducing the pressure on the Iranian authorities to answer for their brutal treatment of the opposition.

In the meantime, using its full control over the media, the Iranian government began to promote an alternative account of the 2009 election, an account which has not been without impact on the western left. It goes like this: the Iranian upper and upper middle classes, fooled by the western supporters of the reformists, had assumed that they had the majority while, in fact, in small towns and villages widespread support for Ahmadinejad gave him his 63% victory in the elections. Frustrated with their own miscalculations, the defeated reformists resorted to street violence, and therefore the government had no choice but to use harsher measures to calm things down.

This scenario has many big holes including the fact that, even if Ahmadinejad had the support of the rural areas, the Iranian population is about 65% urban and in fact the large cities are more than able to give any candidate a victory. Furthermore, hundreds of video clips document the peacefulness of the early protest marches in large cities as well as small towns. They also document the unprovoked violence of the security forces against the marchers.

All of this has become relevant again. Less than a month ago, an audio file of a speech by a chief intelligence officer and interrogator from the top ranks of the Revolutionary Guards came to light describing the behind-the-scenes [manoeuvres] of Ahmadinejad’s 2009 victory. The speech was leaked to the opposition websites, and spread fast despite the heavy censorship imposed in Iran. Besides the fascinating details revealed in it, there are other things that make the document important including the fact that no one (not even the government) has disputed its authenticity.

It is, in fact, very likely that the speech was leaked intentionally by the government itself. These facts lead to important questions. Who is the speaker? What does the tape reveal? What is the reformist opposition doing about it? And, why would the Iranian government leak a document that confirms its complicity in a fraudulent election, if indeed the leak has been intentional?

First a quick update on the current conditions in Iran. The country still has the highest number of jailed reporters in the world and only the official news and views are reported on the national media. Expressing political opposition in a blog can lead to five years in jail where the prisoners go on frequent hunger strikes to protest torture, unsanitary living conditions, and insult. Female prisoners will receive reduced sentences if they confess to illicit sexual relations with prominent members of the reform movement. Families of the prisoners who resist making confessions are threatened with more arrests.

And, despite Mr. Ahmadinejad’s claim quoted in The New Yorker’s recent piece “After the Crackdown”, his critics are not free to speak their minds. A standard charge for jailed journalists is “insulting (read criticizing) the president.” To get a sense of the problem, imagine you are an Iranian blogger citing Mr. Ahmadinejad’s claim in his New Yorker interview in your blog and asking, “If it is ok to criticize our president, why are some journalists in jail for 'insulting' him?” You will likely receive a brief phone call from a security agent within days. He will tell you to introduce yourself to one of the intelligence headquarters (or even directly to the main office of Evin Prison). If you are smart, you will do so immediately and quietly.

Side by side with these “security” measures, the National Iranian Radio and Television works to uphold its conspiratorial master narrative: the discovery of a “foreign” plot to end the supremacy of Islam in Iran. Those who would criticize the government are agents of this foreign “enemy.” One does not even need a blog to be considered a foreign agent. It is enough to mention an anti-government protest to a friend in an e-mail, or, worse still, attach a picture of the protest to the e-mail. Last week, in anticipation of the official Quds Day celebration, the day the Iranian government reiterates its support for the Palestinians, the e-mail use was reduced to three hours a day.

The universities (particularly the schools of humanities and social sciences) are perceived as infested with sympathy for the foreign enemy. In the past ten months, Ali Khamenei the Supreme Leader, major cleric Mesbah Yazdi, and Sadeq Larijani, the head of the Iranian judiciary, have all spoken about the unsuitability of the humanities for Iranian universities. Mr. Larijani targeted sociology, psychology, and the branch of philosophy that addresses human existential issues as the most unsuitable ones.

Against this sustained discourse of a foreign threat --- versus the dutiful, legitimate, and honest efforts of the government to offset the treat –-- there is now the newly leaked audio-file of a speech in which, a major Revolutionary Guard intelligence officer and interrogator brags about saving the Supreme Leader’s glory via keeping Mr. Ahmadinejad in the presidential office. This has, according to him, been done single-handedly by members of the Revolutionary Guard through sensible planning and timely action: that is identifying the enemy (the reformists), and using all means (obstruction, violence, spying, threats, and arrests) to stop them from winning the election.
